I'd like to thank @Sensorland for getting me more involved and for also being a friendly and fun presence, and @Bran Astor for liking my haiku and getting me even more involved! Thanks as well to the folks in Karma who have so kindly welcomed me as a new ambassador. 

Firstly, I thank @Saint Mark. I joined NS at the time of Halo's reign as Delegate. He showed me that there was a lot more of NS beyond issues, and encouraged me to become a citizen and join the Discord server and forums. Although the delegate change happened not much time after that, I still remember Halo's delegacy, and I thank him for helping me.
I also thank @Ark for introducing me to Foreign Affairs, which was the first ministry I decided to join, and I thank @Bran Astor for being an amazing Delegate and helping me with the Speaker position after I was elected, such as giving me ideas on how to start the Regional Commendations.
Furthermore, I also thank @Reçueçn, @Elegarth, @TUMS and @Mediobogdum for being Trading Cards players that constantly trade cards with me and help keep the TWP Card Channel in Discord active. From all these card farmers, I think I should especially thank @Reçueçn for also encouraging me when I was seeking the last cards for my TWP S1 collection, giving me ideas to contact the players who had these rare cards, and showing me some tools to make card farming faster and less boring.
It is important to say, though, that those are all individual players. I thank the West Pacific as a whole for being a wonderful region! Without you all, TWP wouldn't be the same.

@Bran Astor You've been one of my closest friends. This was the case before you were my boss. This will be the case after you're my boss. While you're my boss here, you've been one of the best people that I've served under. I like that you challenge me to think in new ways, and I like that you allow me to challenge you as well. I like that we can have very frank discussions and as much as I've be annoyed for a brief couple days, you're always ready for the next discussion that I bring up. You're a true comrade and friend.

There are so many people I could thank here. TWP is filled to overflowing with good people. I really am blessed to have been "born" in this region.

I think I would like to thank @Big Bad Badger. When I was a noob, he was the TWPAF Commander and tried to teach me raiding. I stunk at that, but he saw potential in me in other ways and stuck with me, mentoring me when he became delegate and including me in his plans. In addition to helping me personally in NS, he has been a huge asset to the region. His reforms began our TWP renaissance. Even after his delegacy, he has continued to be active and supportive.

Semifinals - Loss
Fujai 10-0 Giovanniland 
First Half: In the semifinals, the Giovannilandian team would play against a known opponent from the group stage. With both defensive teams against each other, the match did not have much action on the first half. All attempts, whether if they were Giovannilandian or Fujansk, did not result in anything as the defenses were effective in blocking attacks.
Second Half: The timer was closer to the end, the players were more nervous, and the supporters of both sides cheered even harder. But nothing. Not even on the second half. It looked like it would have to be solved in extra time, and so it went.
Extra time: The first extra time in all of this TWP Rugby World Cup was about to happen, with two halves of 10 minutes each. Like in the 80 previous minutes, the teams continued their attacks, but sadly (for the Giovannilandians), a Fujansk player broke the defense and scored a try near the end of the first 10 minutes. Giovanniland tried desperately to level the game again. The exhausted Giovannilandian defense, however, let one more try from Fujai to slip through, and it was game over. 
Post-Match: While Hertfordshire and Jammbo and Fujai play for the title, the Giovannilandians will play against Dalimbar, who lost to H&J in the other semifinal. How will it go? The coaches congratulated the players even with the loss, and hope the team gets a 3rd place in the next match.

Surprise night before concert has sprung up at The Boars Nest, a local tavern in the Yeti Mountain area. The first band just got off of the stage after a smoking "Grateful Grass" set. Playing Bluegrass covers of Grateful Dead music. Grateful Grass is an amalgamation of players from several different bands playing at this weekends Bluegrass Festival.

Dilberian Rugby Team Mascot Tells Schoolkids “Say Yes to Drugs”

With Rugby World Cup hype sweeping The West Pacific, figures in the world of rugby have been looking to use their platform to be a force for change in the region. Dopey, the Dilberian national team mascot, is no exception. In between matches, he has been busy visiting Dilberian schools, encouraging kids to “say yes to drugs”.
“Drugs are the coolest,” Dopey told one class in Dilber City Middle School, through a mascot-to-Dilberian interpreter. “Just look at all the amazing things you can do.” He then showed the children a video of 11-year-old rugby player Frank Henry getting steamrolled by a hefty Fujansk player, only to pop up unharmed immediately.
The Last Legitimate Minister of Education in Dilber reports that his office has gotten numerous calls from concerned parents, but has been shrugging them off. “I see no problem here,” he told the Review.
“The Dopin' Dogs are fully committed to educating children on the truth about drug use,” national team coach Ivan Mihovolivic said in a press release. “Namely the unquestionable benefits. Just think, no more children will be bullied if they can all bench press a small car, would they?”

An operative clause is the statement of what a proposal will do. 
Will it:
Commend the nominee? 
e.g. "Hereby Commends Exampleland"
Condemn the nominee? 
e.g. "Hereby Condemns Exampleland"
Liberate a targeted region? 
e.g. "Hereby Liberates Example Region "
Repeal a previous resolution? 
e.g. "Hereby Repeals SC#000 Commend Exampleland"
e.g. "Hereby Repeals SC#000 Condemn Exampleland"
e.g. "Hereby Repeals SC#000 Liberate Example Region"
The operative clause must clearly state which of these it will do. Failure to do so will make the proposal be in violation of Rule #3 which in turn will make the proposal illegal.

The GA rules are a set of rules used by the Secretariat to check if proposals are legal, illegal or should be discarded if they have serious rule violations. Of course, all site rules in the OSRS also apply to proposals. Here is a summary of the most important parts written by me (with some help of the forum post containing the full set of rules), so feel free to correct grammar or other errors if there are any:
Proposals are written as laws and have an operative clause; They can create a committee, but it must interact with WA member nations, instead of just being created for nothing; Proposals cannot: Contradict or duplicate current resolutions; Outlaw economic, political, religious, or other ideologies; Rely on existing resolutions to support it (except for repeals); Reference anything of the real world;  Break the 4th wall (meta-gaming), which is to refer to the NS world as part of a game; Propose things that need a code change in the game; Affect only a part of WA nations, or non-WA nations;  Mention the author as 'I', 'me', etc. (branding);  Plagiarise another player's proposal (the offending player will be ejected from the WA or even worse!) Proposals can't be amended; instead they should be repealed and then written again; Repeals can't do anything else than repeal the target resolution, and must be only submitted by the repeal link in the end of the target resolution;
