This is a political game.  There are always strings.  Even when alliances are formed with mutual respect and trust.

I would hope that TWP does not set to work turning itself into another boring cookie cutter feeder region.

But it MUST turn itself into something other than completely reliant on the Guardians.  This much I promise.
So, if they set up a silly copy of some other region's system, at least they will have a starting place.  Then let them battle as the flaws in that system are revealed.  The important thing is that it will be THEIR battles.  The internal community of TWP will decide. That's bound to cause some rough arguments and hurt feelings.  But in the end, if the community remembers that it is TWP they are working for, things will come together.

Uni...  it really hurts that you equate TWP's position as the miserable twat region.  And I think you are wrong on so many levels that there are no longer any pieces of common ground between TWP and your perceptions of NS.  We might as well live on different planets.

There was a time when TWP was staunchly defender and intel based.  This was probably the most active time for the TWPAF. (It was a very active time for all militaries.  We counted WAs in the 10's and 100's when planning missions.)
Following that there was a time when TWP was extremely active in the political and intel sphere.  While the military wasn't as active, it was more selectively applied and had a much bigger impact on inter regional affairs.  More influential rather than active.

NS was a very different landscape in those days.  Defending & spying was where the technically proficient crowd invested their time.  TWP was home to some very volatile personalities with insomnia (there was only one update, no influence and very few trackers and scripts.  everything was done manually)

When exactly was that...?  2008   Does anyone remember the actual year(s)?

I'm actually being serious, though. I think, to some extent, we're naturally fitted to be the Devil's Advocate to the status quo in the GCR's, which is an dormant opportunity waiting for us to capitalize on it.

For all intents and purposes, I intend to see to it that it materializes into something.

People stick around in the feeders that actively pursue an agenda in the world's politics and offer them a place in contributing to that front. The question is more what our agenda would be - influence is the obvious aim, but where we choose to focus our energy to achieve it is the question I'm asking. Specialization, or having a "hook", is the first thing needed to make a community stand out above the rest. For a long time, TEP had its RP community as a hook. The Pacific's hook was its constant role at the heart of Gameplay's major conflicts. Et cetera.

I think our philosophy provides a foundation for that, and that the prominence of TWP is only awaiting a proactive, government-and-citizen driven expansion of its consequences.

How do you all think we can translate our unique philosophy into a tangible, hook-like activity both internally and externally?

That is true, which is why I quoted from the Judiciary Act:

The Judiciary can only enforce those laws the HGA has created.  Removing the Civil Code would leave us with only the BIll of Rights and Obligations, which are not a Codex of law but rather establish the enumerated rights along with obligations that merely reflect game mechanics and rules.  It does nothing regarding issues the HGA might find a need for enforcement and/or Judicial action that the community and government feels it needs.  Thus I support a Civil Code or Codex of Law.

That being the case, it is still a valid point that political accountability in the Civil Code can be construed to conflict with the Bill or Rights.  I would however expect, that any Judiciary would give the Bill of Rights and Obligations as the higher authority than the Civil Code as both a matter of Rights and a matter of precedence.

SAT=Stupid-Ass Test. It's basically a gigantic test you have to take in High School, and your grade is one of the most important factors in determining if you can get into college and, if so, what kind of college you go to. Grading scale is out of 2400.

Generally, it's agreed to be absolutely f*cking idiotic because its English sections fail to have any bearing on whether or not you'll be successful, the essay is based on questions you'll never need to answer in your professional career, it's easy to game by using a few strategies (Which helps to entrench cross-generational income inequality because this means that those that score highest are typically the ones whose parents can afford hundred-dollar tutors who know all the tricks to arbitrarily increase your percentage without teaching you anything you'll need in college or that's useful in life), and it has significant cultural biases that have been shown to be generally harder for minorities to answer the questions.

But, luckily, it's supposed to stop sucking any minute now.

The primary impetus for the Civil Code here in the west was to give the Judicial branch something to do, and to assist the Delegate with these matters, even if she already has discretion for dealing with them.

But, seeing as the Judicial branch has sat inactive since the passing of this as the current government could not or would not appoint someone to oversee and organize it, I can see how it may not be useful.

That said, the Delegate supported the passing of this legislation but if it is not beneficial to her operation of the region then I have no objection to its repeal.  The origins are not particularly relevant to this discussion and any nation's personal bias towards another region seems to be unnecessary (and also 'completely against the spirit of The West Pacific' *rollseyes*).  One could also state that the 'spirit' of TWP is a fluid thing that is dependent upon the leanings of the Delegate nation.  There have been several governmental entities within this region (the current one included) that are very similar to that within The Pacific.

And so it shall be, we shall have a revolution. It may be from within the current Revolutionary Party, it may be from the Guardians. It may be from another yet unknown group, it may be from a combination of all or of some subset.

Let me be very succinct: The Revolution will succeed or there will be an ash heap to build upon.

So says Eli so say all of the Guardians.

A Gentle Annoucement from your Delegate

Gentlefolk and Evilfolk of TWP... This announcement has been long in coming and comes only now because some people in IRC won't stop pestering me...

I am honored to be your in-game representative and I thank you for your support and cooperation. I hope to maintain cooperative relations with the community throughout my tenure as your Delegate. I believe that as a GCR delegate I have a responsibility to pay attention to the WA, though I may not enjoy it. Along with that, I pledge to maintain an RMB free of spam and give the boot to any nation with an offensive theme or flag.

TWP will, of course, remain anti-marsupial and pro-chocolate. However, we have softened our stance on both. We will no longer execute marsupialists out of hand, nor will we eject those that dislike chocolate. Our Guardians still maintain appropriate asylums for each of the types of the afflicted.

It is my hope that the off-site community will reach out to the wider NS world and engage them. Our unique style of regional governance has proven itself effective and it's time we let the NSverse know about it.

To that effect, I have made a few appointments to help bridge the gap between in-game, forum and off site communities:
Most of you have noticed that Punk-Daddy has returned to us as a Guardian. We are glad to see his afro peeking above the cubicle walls once again. Please welcome him back!
I have asked Fearless (Nation: ethel-mermania) to join us as a Guardian. He is a prolific Generalite and I hope he will be able to help us get over our terror of the General forum and perhaps represent ourselves there occasionally.
Huanghshi has been appointed Minister of Scribbles. This position is responsible for gathering and recording TWP's history along with helping the MoFA with any articles and information gathering needed. Please stop by the Scribe's desk to see what is going on there.
I have also brought us two new Ministers of Make-Believe. Terran Borealis has a foothold in the NS Forum Roleplay and ProfessorHenn has a handle on the off-site based RP. I encourage everyone to get involved with some of these things. Both ministers know that TWP is very new to the RP world and we are going to need lots of encouragement and help.
Last but certainly not least, I have asked That Called the Vlagh to be our Minister of Legislative RP. I would like to remind everyone in the HGA that Vlagh has an uncanny ability to bend words to his evil bidding. Please use his skills to craft some fancy legislation that effectively outlaws legislation... or something just as TWPish. Please do use his advice. I would love to see some actual legislation by the end of my tenure.
Oh! I almost forgot... I have appointed one Bishop. I may or may not have almost forgotten him because he is making me write this... Please welcome Elegarth as the Bishop of Sensibility! I should mention that current Gameplay is preoccupied with a battle of wills between a couple of our fellow GCRs. We will not be participating in that scuffle. TWP is strongly National Sovereignist and cannot in good conscience support either side of this battle. TWP hopes that her fellow GCRs resolve their differences quickly and without bloodshed.

I once again would like to welcome all your efforts towards making TWP an active and united region, where new players can find themselves at home.

Bison is very good.  It makes geat burgers.  Better than beef in the same price range.
I don't know why I didn't like horse meat.  It tasted vaguely of liver to me.  Perhaps a high iron content or something.  Oddly, I like liver occasionally, if it's covered in enough mushrooms and onion compote.
