    Good idea, got that updated now.
    I don't really think the "newness" of the government is necessary to point out, but there's links and descriptions in the spoiler about the forum, and there's stuff about the WA under the WA spoiler. I used the spoilers so that we could keep the length down.
    The "Don't Panic" was a reference to Hitchhiker's Guide to the Galaxy. I thought we could score some points with that, but it could be changed.
    What kind of information to entice them to stay are you thinking about?

    Absolutely! I was waiting until you got things more sorted out, so I'll add you up right away!
    Until the subforum for it gets put up I don't really have any plans for it, as it is mostly necessary for function.

    Important Announcement from the Office of the Delegate
    Ladies, gentlemen, wild animals and creatures of all types,
    Today is my 200th day as the Delegate of The West Pacific!  We are now the 3rd largest region in the game!  I want to thank you all for the privilege of serving the region in this role.  I appreciate each of you for your confidence in me!  Throughout my 200 days, I have worked hard to place TWP in the spotlight deserving of a region of this quality for all of the NSverse to look at and envy!
    I have always said that the number one resource of The West Pacific is great creative, snarky, and hardworking people of the region.  I have been lucky enough to be surrounded by the best group of people a no0b Delegate could hope for.  I would like to thank the guardians for their assistance and guidance in assisting me in developing and establishing plans for the betterment of the region.  The seven of you have provided me with so much and without you TWP, nor I, could not be successful.  
    I would like to thank the members of my NS family, House Rahl for their support, mentorship and guidance!  Contrary to the belief of some, they never have imposed or dictated business here, moreover respect and collegiality of this group as well as their experience is what makes their brilliance!  Rather they have empowered me with the knowledge and confidence to be a Delegate and lead the region.  Without the people around me, whether it be the former Delegates and Guardians of TWP or House Rahl this job would not be nearly as much fun nor would TWP be the shining star and leader in the NSverse!
    On a personal note, I would like to welcome my NS bride-to-be to the region @bellahtrix!  She goes by the name Rigel on our forum and discord server.  She has been a member of KGB and Exodus before joining us here in TWP.  We will be married on 4/28.  There will be more details in the forum.  I hope that you will all welcome her to the region!
    When I first became Delegate I said that activity was going to be my first and foremost priority.  I am proud to say that our regional forum, discord server and RMB are brimming with activity.  Our foreign affairs, internal affairs, and military were three aspects I was going to focus on to help build activity.  Today each of these areas is having immense success.
    Through a stroke of luck or genius, I was able to procure four of the best, hardest working NS’ers in the game to takeover these endeavors (@yuno_owl, @davelands, @doppio_giudici and @theparis)  and I am forever indebted to you for making me look good as the region swells with activity in all of her platforms.
    Each of these ministers have worked their tails off for you the citizens of The West Pacific!  Our foreign affairs have become one of the largest webs of information and outreach in the NSverse under the guidance of @Davelands.  I am proud to say we have opened up new relationships and treaties with a number of regions including the relationship I am proudest of The Kingdom of Great Britain.   Meanwhile we have expanded relations and activities with old friends in regions like The Pacific and Osiris.  Furthermore, we have worked to diligently to provide stability and leadership in several organizations we belong in the GCR Sovereignty Accords and CAIN.
    Our military has been bustling with activity ever since @yuno_owl came on board to provide her leadership.  Our numbers of soldiers are at an all-time high.  We are operating on nearly every update leading operations and providing support for our friends and allies.  The work she has done in recruiting and keep active this force is to be commended!  I am so proud of TWPAF, their capabilities and knowledge.  We will flex our muscle to set foreign affairs policy, protect our allies, or smite those who attempt to harm TWP!
    Internal affairs is the ministry that I see the most work in because of the hustle and creativity of the co-ministers:  @doppio_giudici and @theparis.  We have always joked that TWP was the place for RP to die.  These two have done a tremendous job in changing that fact and developing opportunities for RP in discord and the forum.  They recruited players from other regions to help and play.  The newspaper continues to thrive and our newly developed TWP radio is expanding.  Our internal affairs went from one of the most forgotten about aspects of TWP to a healthy thriving and contributing member.
    All of these things have made a mark in the greater NSverse for TWP!  We are gaining experienced members of NS from a multitude of regions that are coming here to be a part of our activity!  We are now 3rd most in the world in population!
    I am excited about the work done here in the last 200 days.  However, I am more excited about our future. Looking forward to our next 200 days I am anxious to see our activity continue across the board as we build a better and stronger standing for TWP becoming the type of region that others look to for inspiration, leadership, and action!  I am looking forward to the work of The Hall of Nations as we work together to forge the future of The West Pacific!  
    As I have said in the past, young nations I challenge you to make a difference in your region.  Join the Hall of Nations!  Join one of the ministries!  Veteran nations I challenge you to find a place where you can assist to make TWP the greatest, most powerful region in the game!
    We have many exciting opportunities for nations looking to get involved in any aspect of the region.  Please TG the respective ministers to find out what you can do to help TWP achieve.
    Together we can be Brilliant!

    Those are some points I hadn't much considered.
    I don't think the timezone issue is too much of a worry, because it isn't like we get responses horribly quick as it is. The current membership is US based for now, but many of us are night owls or early risers, so I think there should only be a couple hours in the middle where there might not be a prompt response. Once we get going, we'll see how much of an issue it is, I think and then address it accordingly.
    As for languages, I really hadn't thought of that. We don't get many people who can't speak English at all, and on the Board we have a couple who are at least proficient in other languages. Past that we can direct people to others who do speak that language should the need arise as you suggest. I think keeping a list of regions dedicated to a certain language is a fantastic idea. We've had it come up on occasion that I've seen.

    I'd like to have a discussion about our welcome telegram. I've collected our current telegram, the telegrams of the other feeders, and I've created a potential new telegram.
    A welcome telegram is basically a recruitment telegram to the new nations. It's our first, and sometimes only chance to make an impression on them. It has to convey all the right information, yet stay readable and succinct, so I think it's good to discuss exactly what we want in it.

    For now, I'm planning on hand picking the members so that we can get started on a really strong foot, but in the future, I'll take volunteers. I think around five is a good number. Edit: I have three people with a solid yes lined up, and two maybes right now.
    The next step would be getting some sort of mentor program going, and that would be more based on people volunteering for it.

    A thought I've had for a while is having a group of people who are available for new nations to ask whatever random question to, be it called a Board of Questions, Questions Committee, or Propeller Hat Society.
    The members of it would act as a channel for new nations to ask questions without cluttering up the RMB. They would primarily work here on the forums, but could also be telegrammed for specific questions, and could try to steer things off the RMB. They would have to be players who have been around for a while and know their stuff, as we wouldn't want any false information going out.
    By answering the questions, mostly by pointing people to the correct information, we can hopefully get them to know us a bit and maybe stick around.
    This could also be combined with a sort of mentor program. I like Lamb's idea, but maybe a little more toned down, for instance, when someone applies for citizenship, they could specifically request a mentor. Otherwise, they could simply watch and intervene if they spot someone in need of a little guidance.
    Suggestions on the topic are very welcome, please.

    I was thinking about putting it in its own subforum for ease of access. With some pinned posts about how it works and FAQs and links and such. I think that's the best way to get the information up front and easy to get to.

    The Manners of Governance of The West Pacific
     
    Preamble
    We, the nations of The West Pacific, heartily believe in the supremacy of the Delegacy and in-game mechanics of the region. We believe that the residents of the region determine the Delegate through daily endorsements. The Delegate will exercise in-game power as they see fit.
     
     
    Delegate and Guardians
    1. The Delegate of The West Pacific has all sovereign authority over the in-game region and the off-site government of The West Pacific and shall have the final say on all relevant decisions. The Delegate shall select their successor at a time of their choosing.
     
    2. The Delegate shall appoint nations from The West Pacific to serve as Guardians. Guardians shall maintain a high level of endorsements and influence in the region and will serve as protectors of The West Pacific against risks to the sovereignty and security of the region and maintain civility on the RMB and off-site properties. Guardians may resign at any time or the Delegate may eliminate, replace, or add to the number of Guardians as they see fit.
     
    3. All interregional treaties will be negotiated and ratified by the Delegate and Guardians.
     
    4. Guardians may be assigned other duties to serve the region as determined by the Delegate.
     
    5. In the event of the Delegate ceasing to exist, resigning the position or giving away his nation to a third-party without previously having selected a successor, he will cease being recognized as the Delegate and a new Delegate will be chosen by the remaining Guardians.
     
    Citizenry
    1. All residents of The West Pacific will have the right to citizenship providing that they declare citizenship via an oath on the off-site forum and maintain a nation in The West Pacific. A citizen will be in good standing if they maintain citizenship and post at least once per month in the off-site forum.
     
    2. Citizens, in good standing, will automatically be allowed entry into the Hall of Nations the governing body of The West Pacific.
     
    Hall of Nations
    1. All citizens will be allowed one vote in all governmental referenda and elections that are brought before the Hall of Nations.
     
    2. The Hall will elect a Speaker who will represent the Hall of Nations in discussions with the Guardians or Delegate.
     
    3. The Speaker will serve a three-month term.
     
    4. All votes unless otherwise noted will be decided by a simple majority of voting nations. There will be a three-day public discussion thread on all voting. It will be followed by a three-day voting period. All elections for officials will have a three day standing period, followed by a three day voting period.   The Speaker will moderate all votes unless they concern the Speaker, in which case a member from the Hall of Nations will be appointed to moderate the vote.
     
    5. The Delegate may ask the Hall for opinions and votes on various NS related topics and events as they occur in the region. Any citizen may also bring legislation to vote in the Hall which may not infringe the rights and responsibilities of the Delegate or the Guardians as realized by the in-game mechanics and/or listed in this document.  Once a legislation has been called to be voted on, there will be a seven day discussion period followed by a seven day voting period.
     
    6.  The Hall may propose changes to The Manners as they see fit via a vote.  However, only the Delegate may make any changes.
     
    Ministries
    1. The Delegate will distribute governmental business as needed and it will be handled through various ministries.  The Delegate will create or take away new ministries as needed.  A brief description will be added or struck from The Manners correspondingly.
     
    2. The Delegate will appoint the leaders of the Ministry of  Foreign Affairs and the Ministry of Military Affairs. These Delegate-appointed ministries will have a deputy minister that will be elected by the Hall of Nations.
     
    3. All other ministries will be elected by the Hall of Nations. They will serve a four-month term. They may resign or be terminated by the Delegate before the end of their term. Ministers may serve unlimited terms. The Delegate may replace a Minister at any time for any reason.  
     
    4. Any minister may appoint assistants as needed to fulfill the duties of the position.
     
    5. Ministry of Foreign Affairs will be appointed by the Delegate. They will have an elected deputy minister that will assist in day-to-day operations of the Ambassadorial corp and report back to the Hall any news necessary. The Foreign Affairs Minister will manage the Ambassadorial corp and prepare monthly Foreign Affairs updates that will go out to embassies.
     
    6. Military Affairs Minister will be appointed by the Delegate and will serve as the Commander of The West Pacific Armed Forces (TWPAF). They will engage in maintaining a force of soldiers along with recruiting and training new soldiers. The Commander is tasked with day-to-day field operations, and shall work with the Ministry of Foreign Affairs and Delegate to meet the needs of the region. The Commander will appoint soldiers into ranks appropriate for experience, service, and availability. A Sergeant-At-Arms will be an elected Deputy Minister by the Hall and will aid the Commander and inform the Hall of goings on in the military. Furthermore, the Sergeant-At-Arms will also work internally in The West Pacific to check for endorsement cap violators.
     
    7. The Ministry of Recruitment and Citizenry will reach out to residents of The West Pacific to encourage them to become citizens, participate in the military, newspaper, ambassadorial corps, and other governmental activities. The office will keep statistics of citizenship and recruitment activities.
     
    8. The Ministry of Internal Affairs will work to promote cultural and other West Pacifican activities to citizens and residents, and encourage participation in such activities. When an activity will be open to members of other regions, the Internal Affairs Minister will work with the Foreign Affairs Minister to promote those activities to other regions.  They will moderate the Role Play section of the off-site forum, appoint an editor for “The West Pacifican” newspaper, and gauge the interest of the citizenry of various events and run new events based on citizen interest.
     
    9. The Ministry of World Assembly Affairs will maintain a presence in the on-site World Assembly forum and off-site TWP forum presenting relevant information to the citizens of The West Pacific. The WA Affairs Minister will be required to present their opinions on all GA and SA resolutions and poll residents to get suggestions as to how the Delegate should vote on resolutions.  This should be completed in the off-site forum before the proposal reaches the floor for voting in the WA.
     
    Judicial
    1. The Delegate and the Guardians may banject nations from The West Pacific for breaking on-site rules, for uncivilized behaviour in the region, for attempting to forcibly change or undermine the Delegacy, or for any other violation to The West Pacific way of life. The Code of Conduct of The West Pacific shall serve as a useful guide to the accepted behavior of members of The West Pacific; however, the Delegate and the Guardians discretion are not limited by this document.
     
    2. If a citizen is banjected they will appeal to the Delegate, The Speaker of the Hall of Nations and the Guardian who ejected them.  The three shall make a collective decision on the appeal. If a non-citizen is banjected from the region, appeal will be decided collectively by the Delegate and the Guardian who ejected the nation.
     
    3. All criminal and civil disputes which occur on the off-site forum of the region shall be arbitrated by a Tribunal comprised of the Delegate, a Guardian selected by their peers, and the Speaker of the Hall of Nations.  
     
    4. A Criminal and Civil Code and other legislation shall be established by the Hall of Nations and approved by the Delegate to provide for laws for all properties owned, operated and recognized by the legal Delegate of The West Pacific. The Delegate shall work with the owners of the various off-site properties to assist with the day-to-day operations over the respective property.

    The two ministries that are currently running won't have elected heads, they'll continue to serve at the will of the Delegate, so the first elections won't replace anyone, it will just add people. Granted those Ministers could decide to step down or Badger could decide to replace someone, but that elections won't have any bearing on that.
