And no, there isn't a Minister of Legislative RP in there. But you'll have to ask the Delegate to know for sure, my apologies.
Now, the main reason why the Voice got disbanded was a lack of activity. As I've mentioned to the Guardians earlier, in order to keep the government working smoothly, I highly recommend being mindful of the amount of ministries the Advocate creates. Because we tend to have less activity than other feeders, we should treat activity like a resource and not spread people too thin. When it comes to ministries, it would be best if those ministries were about key matters and that there were multiple people in a department in order to keep things running even if some people go inactive. I can tell you, it's difficult trying to run a ministry alone, because the work falls completely on you and you're the only one spreading the word about new projects that need the community's support.

I'd like to preface that, while I have helped to write this up, this is not based of my personal ideas, but from the discussions among the Guardians and the Ideas that the Delegate has of where he would like to see the region and the off-site community go.
As far as I understand, this is a proposal that can still be adjusted, modified, tweaked and discussed with everyone, in order to improve it or adapt it as desired. This thread should NOT be the place for counter proposals. However, suggestions, opinions, questions, doubts about this proposal per se are obviously MORE than welcome.

It may be childish but you are getting too defensive about it, which means you've got too much personally invested in it.
TWP is not TP, you know that. The members here are clear on that, and they clearly don't like any hint of possible influence peddling here from TP. Thus they are expressing their concerns to the Delegate with hopes of being heard.
In other words, I'd suggest tempering your language on the issue toward TWP citizens with concerns. Listen to them, understand them, don't put them down and belittle them.

One thing that one specific Feeder does is that their WAD sends a TG to any nation leaving their region, in which they attempt to make you reverse your decision, by also opening a communication channel for feedback on anything that might have made you leave (or made you not care about leaving them), regardless whether you wish to consider coming back or not. This "sad to see you leave" TG is customized differently for WA and non-WA nations. I personally regard this as one of the smartest policies in NS. In the aforementioned Feeder again, as soon as a nation gets into the WA, it immediately receives a TG with all available options they now have for gameplay within the region (NS & offsite alike). There is also a similar TG sent to you as soon as you resign from WA, with options (and a plea for your reapplying to WA). Said Feeder also sends Awareness TG's for their offsite. My opinion is that this Feeder maintains by far the best all-around policy for boosting nations' retention and participation.
Another Feeder uses also the same approach (i.e. to TG a nation as soon as it joins WA), but with a much inferior (in the non-inspiring sense) way. Another, different, Feeder sends TG's for activities that require WA membership even to nations that are not currently in the WA, probably in hopes to boost WA-membership in their region (and associated capabilities).
One Feeder sends their Welcome TG to nations regardless whether they have already received it before, which is neat because it provides the latest and most current info.
Some UCR's systematically and methodically follow-up their welcome TG with TG's from the WAD or Officials, presenting ways for a nation to get involved and inviting participation. This tactics is quite effective and productive.
NB: Since at least one UCR keeps recruiting based on the 28-day landmark of a nation's age, a very smart tactics imho would be to send two TG's calling for regional activities or other similar stuff on the 27th and on the 29th day of age, so that the sneaky recruiTG gets drown and neutralized.
I believe some useful extra functionalities can be gotten via api.
The important thing is that the WAD can be sending Departmental TG's on behalf of the respective Departments' Heads, so that no stamps are needed. At least two Feeders follow this approach.

I like our open door policy. Tightening citizenship just means driving away potential new players from inside and outside TWP. Citizenship like you describe would make TWP exclusionary to people who don't really know how things work but are happy to help. And ultimately, the heart of TWP is our RMB and the community on it, not the political processes that happen around it.
Keep TWP open to all.

Hariko reacted to Eli in admin change requests part trois or tres or three
Winni restored him from a backup, unfortunately it was from a few months ago.
I reached out to PD directly and apologized once I noticed I had done this. Also told him it wasn't malicious in anyway which of course it wasn't.
I'm not sure how he only had one mask assigned to him, I always have multiple masks assigned to a player, but regardless I won't do that mistake again.
I'll make new and improved mistakes...
