  1. On Day 5 we see the last group stage of play. With a win over Croblade, Westwind finally claws out of last spot on the Rugby Rankings for the first time in the tournament. An odd occurrence also happened with the Kurabis vs Taledo match where Taledo actually dropped rank points (-0.12, to be exact), due to their rather lackluster victory over a weaker Kurabis side.

    Welcome to Rugby Rankings, provided by the Department of Sports of the Free State of Dalimbar. This aims to show how good (or bad) rugby teams are relative to one another, in anticipation of the Second Rugby World Cup in Dilber.

    This means to give a ranking of each team relative to one another. 

    With their first matches in the First Rugby World Cup, each team is allocated a base rank of 50.00 points. The ultimate scale is from 0.00 to 100.00. New teams who make their debuts in the Second Rugby World Cup will also have an initial rating of 50.00.

    [1] Take the pre-match Points Ranking Score of Team Y. If Y has home advantage, add 3 to its pre-match Points Ranking Score. This is the “Modified pre-match Points Ranking Score” for Team Y. Call it “A”.

    [2] Take the pre-match Points Ranking Score of Team Z. If Z has home advantage, add 3 to its pre-match Points Ranking Score. This is the “Modified pre-match Points Ranking Score” for Team Z. Call it “B”.

    [3] Calculate the Difference between the two “Modified pre-match Points Ranking Scores”. Call it “D”.

    [4] Apply the formula from the relevant item in this list:

    We are taking a look back to the First RWC, hosted in Recuecn, on how the competing teams did. This will help us size up the competition in the Second RWC. The premiere day of competition found a lot of teams sizing each other up, which is understandable given none had faced one another in tournament in... recent years? forever? 

    A side note, OMI was Bing and then became Order of the Marsupial Inductees. For simplicity they both are referred to as OMI in this commentary. Cambria was called "Bran Astor" in official records for the First tournament, and "Tara & Cambray" in the Second,  but will be marked here as Cambria for both the all tournament rankings.

  6. Saint Andreisburg - Dalimbar

    Colonel Nur Olsen arrives with his squad at the airport early. He knows he has to make his team ready for the tournament of their lives. They have to make Dalimbar proud, especially after the incident at the embassy last time and their showing. The conversation with the Brigadier in charge of the Dalimbar Sports program was certainly not the most pleasant he had to deal with, neither was the one he had with the diplomatic officers while he was still in Reçueçn. Finally, the presentation to Stavka and the Marshal himself. There were many in Stavka who wanted to liquidate the program and send hostile messages to the outside, but as the Marshal himself noted, he was a rugby player himself, and this was the first battle. Col. Nursan and his rugby squad were spared. 

    In the airport lounge for officers, Col. Nursan pulled Captain Hasse Siemon, the coach, aside. A smoke and a drink later, they finally found the opportunity to speak when their "comrades" in the Special Police finally grew bored enough to lurk around the departure wing hoping to harass some... foreigner? Some unlucky soul, to say the least.

    "It's a 104, Siemon. Have to be on close guard of supplies while there." Said Col. Nursan while finishing off a glass of glass of vin.

    "No shit, sir. You saw what the druggies in Dilber hauled in with them last time. But a 104, sir?" 

    "No chances. Between our friends and hosts, no chances." Col. Nursan saw one of the more loathsome elements of the Special Police, Major Trolio, coming back to the lounge, looking at both men with a mild contempt. The two rugby officers continued their quiet drink while waiting for the plane to board before taking them to another hive of barbarians.

  8. @Bran Astor You've been one of my closest friends. This was the case before you were my boss. This will be the case after you're my boss. While you're my boss here, you've been one of the best people that I've served under. I like that you challenge me to think in new ways, and I like that you allow me to challenge you as well. I like that we can have very frank discussions and as much as I've be annoyed for a brief couple days, you're always ready for the next discussion that I bring up. You're a true comrade and friend.

  9. In light of the recent protests from foreign nationals against longstanding Dalimbari frontier policy, the Protector General of the Free State of Dalimbar, Field Marshal Markus Briand, had the following to say:

    "Fellow Dalimbari, what the unwashed hippies attacking our embassy don't understand is that our frontier policy of fortification by landmines is a peaceful policy. We have indicated to the world that we will not expand our realm further, although we strongly believe that the world needs more Dalimbar. The landmines are as much for your safety as ours. Keep out of our yard and we will stay out of yours. The moment we remove those fortifications is the moment the world gets more Dalimbar."

    An official diplomatic protest has been raised to the international community, noting that the sanctity of embassies must be protected at all times. Further demonstrations against our diplomatic or other facilities may be seen as a failure on the part of the hosting party and will require Dalimbari forces to station themselves in the embassy for protection of our assets and personnel.

  10. Dalimbari Rugby Squad Match Report

    Feb 23 - Dalimbar vs Big Bad Badger

    23 - 13 Win

    Tries: Theodor Rybar (15', 38'),  Vasco Barta (62')

    Conversions: Kristen Navratil (16', 39')

    Penalties: Fluvio Drago (27'), Marko Zellweger (52')

    In a brutal grudge match against Big Bad Badger, Dalimbar was able to overcome a hard hitting and aggressive line from their opponents to win 23-11. Three Dalimbari players had to be taken off the field, with Valero Lang (Tighthead Prop, 3) being tackled by two BBB players at once at 19', and both the Arts brothers Alexandre (Openside Flanker, 7) and Florijan (Fly-half, 10) receiving injuries at 62' and 69' respectively. Valero Lang was replaced by Tore Sessa (17), Alexandre Arts by Jurriaan Gabrielli (22), and Florijan Arts by Javor Steuben (25). 

    Captain Theodor Rybar (Number 8, 8) continued to lead the drive from his position, scoring two tries at 15' and 38' when the BBB squad provided openings in the centre. Kristen Navratil (Inside Centre, 12) was more confident in the conversion attempts compared to last match, converting both of Rybar's tries. Vasco Barta (Outside Centre, 13) was fancy on his feet, receiving the ball from Saveli Lafrentz (Right Wing, 14) at 10 m to the line, dodging three players from BBB before smashing the ball at the top right corner. Navratil tried to make the extremely difficult conversion but made a valiant attempt.

    *In Saint Andreisberg, government officials watching the tournament howled in laughter at seeing the barbarian teams from Fujai and Nieubasria lose their matches today.*

    Conversions: Kristen Navratil (26')

    While taking the lead in the first half, the Dalimbari squad had issue converting, with only 1 in 3 successful conversions. In the second half the team started to lose steam, resulting in the opposition sneaking in a victory.

  15. Howdy! I'm wondering if there is any way to restrict voting in polls in elections to Hall of Nations/citizens only? I ask because in the two rounds of elections we have done, folks who have not been masked as citizen/Hall of Nations voted. Yes, I do a count and do not include them in the official results, but frankly, they should not have the ability to vote in those polls in the first place.

    Honestly it's high time that we chip in. The fact that Winnie, Eli and Dark have been bankrolling this operation for years without fuss is... Damn awesome. You folks are amazing, and I'd like to echo what Dark said about this forum and Winnie being owner. We have by far the least "dramatic" admin team in the GCRs who run this board professionally. Further, I feel confident that if we do need to do cosmetic changes here and there over the years, it can be done unlike in some other GCRs which are more focused on "tradition". 

    I also highly doubt that any crowdfunding activity would be consequential to your taxes. Especially with the low costs (compared to some regions) for hosting our forums, it wouldn't take much for us to break even for operating costs. Essentially a few of us putting $5 into the pot would do it, from what it sounds like to me. My only thing is that we should not make anyone feel pressured or compelled to pay, especially those folks who are in high school, university, or are not employed. 

    Also, yay for fast return to the forums!

  17. Howdy!

    I want to start by saying both thank you and f--- you to Ark, Kawaii and OT for making this a hard choice. I like all three options and will be weighing each carefully in the next couple of days.

    But why the theme change at all? Why not stick with tradition? Well, what even is traditional for us? As Westy mentioned above, we have taken plenty of different directions on how we wish to theme our government. We started out as one of the key pillars of the ADN, and proudly were one of the most effective forces in defenderdom, never mind in-game. We experimented with different themes since then, be it a committee-structure when Eli couped that one time to the various themes Westy listed above. We have had a great past couple of years and I don't think anyone wants to tarnish that legacy. Rather, updates and new priorities, such as the theme, peerage, point system, and Ministry of Education, can be made to help make us a better region.

    What doesn't change are our core values. Delegate supremacy, meritocracy and community do not change. What matters most is that we have a fun time here and allow newer folks the chance to feel welcome and able to learn from those of us who should honestly be NS dead by now. There is a lot of work to be done on both sides, myself included.

    I like the idea of a new theme. Right now as I mentioned above I'm not sure which way I'll vote, but I like having options. Our Delegate has made it clear that not all presented aspects will be included in the final theme design, which is good because we can talk about what is good about the general idea and what might need to be nixed. 

    I echo the concerns raised about changing the titles of Delegate and Guardian. I certainly don't mind there to be a title made for them and other ranks, but I probably will still use Guardian as my job title :P We don't need to go hardcore on the titles, but it is nice to have our own regional way of describing who we are. What we get with that is more of a cultural identity. I'm not necessarily saying that we'd get up to such status with a theme change, but I preferred the communist-themed Pacific over the bunny-themed Pacific.

    With Ministry of Education (MoE) in the Manners, I'd like to get it up and running on the forum. I figure this will be an ongoing discussion, but I'd like to request the following to start:

    A "Minister" masking for myself and my successors having mod and access to all MoE areas.

    "Deputy Minister" masking for Rizorien, allowing Riz mod and access to all MoE areas.

    A "Teacher" masking for citizens working for MoE. Minister or Deputy Minister will ask for folks to get that masking.

    Establishment of a "Ministry of Education" forum.

    A "Planning Office" Sub-Forum available to Minister, Deputy Minister, Librarian and Teacher masks.
