    Greetings!
    Yesterday, three member accounts were hit by a hacking attempt. The attempt failed, as the forum temporarily locked the accounts to prevent further attempts.  The attacker tried one account, then a second, and then the third.
    The source of the attack is from the USA, and the source has now been blocked. Of course, the attacker could change IP's and repeat the attack. Two of the three accounts have been targeted previously, leading to the possibility of a repeat attacker.
    I want all of our members to know that additional account security is available to you. You can enable 2-factor authentication for your account if you would like, using Google Authenticator.

    Once you have Google Authenticator installed on your phone, you can scan the QR code and enter the code it gives you in the 'Verify Code' box.

    Civics for Dummies - The Most Gilt Republic of Fhaengshia
     
    Without getting into all the nuts and bolts of sessions and prorogation, resignations and vacancies, quorums and on and on. This guide aims to provide the important information needed to understand just how the Government works here in Fhaengshia.
    The current system, the 3rd Republic, began with the current constitution being the final document out of the previous Supreme Court after the collapse of the 2nd Republic. The Constitution came into effect on the 1st of October, 1356, a day now celebrated as Constitution Day. This is the day after National Day which celebrates the end of the Kingdom of Fhaengshia back in 1218.
    There is a key date from the constitution, the 3rd Saturday of January. Every five years there is a cycle of 3 events that happen on this day over three years. The first is the Census, this last happened in 1418, and it splits the nation into Local Council Areas (LCAs) of close to 20’000 people. The year after the Census has Local Council elections on the 3rd Saturday of January, where five Councillors are elected for each LCA. The five councillors elect one amongst them to become Mayor. And the year after Local Council elections is the Grand Assembly election, where a Grand Assembly Member is elected from each LCA, 728 in total.
    Grand Assembly Members are split into 13 groups, one for each territory. This is for making laws that only affect the territory. They are also split into 6 groups for the first vote the Grand Assembly holds after its election; voting for the Senior Councillors. Each of the 6 groups vote one of their members to become a Senior Councillor, this is for the full 5 year term and the same member can’t be elected twice in a row.
    The 6 Senior Councillors are part of Cabinet and they elect a Member of the Grand Assembly to be Consul for the full 5 year term, also the same member can’t be elected Consul twice in a row.
    Grand Assembly members then vote 24 of themselves (from those amongst them that are qualified justices) to sit on the Civil and Criminal Supreme Courts (12 on each). These justices sit for the full 5 years, and can be elected repeatedly.
    After that, the Grand Assembly votes 60 of themselves to be the National Council. The National Councillors sit for the full 5 years, and can’t be elected twice in a row. The National Council, along with the Supreme Courts, and the 24 highest ranking military officers of the Fhaengshian Armed Forces make up the Grand Council.
    A Consul was mentioned before, but there are two Consuls, the other Consul is elected for life. This begins with 5 National Councillors nominating a member of the Grand Assembly. When the majority of National Councillors agree on a list of nominees that each have 5 National Councillors nominating them (and no-one nominating more than one nominee) then a secret ballot is held by the Grand Assembly to elect the Consul from the list.
    One thing the Consul for life does is choose a Chief Justice for each of the Supreme Courts. This is only for 1 year, and they can only be Chief Justice for 2 years in a row. The 2 Chief Justices alongside the 6 Senior Councillors and the 2 Consuls make up Cabinet. Cabinet is in charge of managing what happens day to day in the Grand Assembly, the National and Grand Councils, and the Supreme Courts. To manage the 12 mainland territories, Cabinet chooses a member of the National Council to become a Governor for each group of Grand Assembly members. These 12 Governors serve for the full 5 year term, but can only be Governor once.
    Any member or councillor or justice who is elected to a new position no longer sits in their old position, for example someone can’t be a Governor, National Councillor and Grand Assembly member at the same time.
    Laws for a territory only need to have a majority of the Grand Assembly members of that territory voting for it, then approval from the Governor assigned to that territory. Laws for the nation need a majority in both the Grand Assembly and the Grand Council. Cabinet can veto a law, but if it receives a majority again from both chambers it is then law.
    Sounds confusing? It was made to try and balance some autonomy for the regions, and guaranteeing they have at least some say in the larger picture. Also it tries not to give too much power to any one group, and allows the military and justices to have a small say so there is perspective (but also to prevent coups or too many laws being struck down which is what ended the 2nd Republic). There’s also a really important Grand Committee Against Corruption which checks on all areas and has a whole bunch of even more complicated methods for its election, but other than the investigation in 1408, not much interesting comes out from there.

    Sharks showed best defense ever seen in the tournament, grabs 3rd place!!
    In the penultimate game of the tournament, when everything matters for the two teams playing, the United Adaikes National Rugby Team showed their best defensive game when they did not let Kurabis score against them. A try with a successful conversion was scored by the Sharks in the 17th minute when they saw an opportunity from the Kurabis defense. In the second half, with their fresh legs, Kurabis tried to get as many opportunities as they can muster but they cannot even get their drop goals in. The Sharks increased their lead in the 68th minute with another try and another successful conversion.
    What was only a previously unheard nation with a team that just wants to try the feeling of playing in the international rugby scene just clinched the 3rd place in the 2nd Rugby World Cup. Many pundits, fans, and observers (sports or not) alike, will take this chance to watch this nation and monitor what they can show more in the different opportunities where they can. The pressure is also in the shoulders of United Adaikes to ensure the same or get to a higher level, not only in playing their rugby, but also in the other events in TWP.

    "Helloooooo Zoran! The finals have come and gone and we have emerged victorious! Against all odds our team managed to beat the blue shirts of Dalimbar! This is not just a victory for our nation but for all of Aura! Our team beat Dalimbar 6 to 10 in a match that can only be described as phenomenal! The Dalimbari used their infamous landmine tactic on the field but our coach had prepared for this...that is why the GDC sent some tanks with mine ploughs and mine flails to burst through the stadium wall and clear the field of landmines! This occurred mere minutes before the match started but this wasn't the only thing that led our team to victory. The Zoranian refugees, yes the same refugees that interfered with other matches, were furious at the Dalimbari for supplying landmines to the Corporate faction in the civil war and lashed out against the Dalimbari players, attacking a few Dalimbari players throughout the game! This caused some Dalimbari players to be injured during the match and it provided enough of a distraction for our team to score us a few points to take the victory in the match! We here at Zoranian Times hope this victory brings some joy to our fellow countrymen back home who are having to endure a most dreadful civil war. I am Quiyakaso and I am getting out of here before my bad luck takes effect!"
    The camera then shows Quiyakaso running away towards a hotel but not before being tackled by Winotlisa Austenaco, who is still wearing a orange prison jumpsuit.
    "I am the true reporter of Zoranian Times Live! Not you!" yelled Wintolisa. The two began fighting on the ground but none of the crew did anything and kept reporting the fight. Quiyakaso bit Wintolisa's hand but Wintolisa punched Quiyakaso in the face. They then rolled around on the ground for a bit and to be honest it isn't as interesting as you may think. But the fight ended when the security guards who were chasing Winotlisa for the entirety of the World Cup caught up and tackled Wintolisa onto the ground and off of Quiyakaso.

    "Hello Zoran! Quiyakaso here refreshed and ready for anything today! It has been a few days since I was on air but that was because I wanted to stay in my cheap hotel bed and cry for a while! Anyways these past few days have been a wild one! Last night our team beat the very skilled Fujansk team in the quarterfinal by three points! At the very beginning of the game, the Zoranian Olympic judo team ran onto the field and knocked out the referee and the two assistant referees! However, despite these actions, the Fujansk were able to get an early lead on our team and close to the middle of the game the Zoranian team were losing hope. But then the Zoranian refugees began holding onto the legs of the Fujanks players, begging them for alms. This prevented the Fujansk team from scoring or well moving much, allowing out team to catch up and win the game in the last few seconds of the game! Our team will be going up against the Kurabi rugby team tonight folks! All of Aura is cheering for us! Well probably with the exception of Dilber who is claiming their team won! Regardless, let's bring home the gold!"
    Right as Quiyakaso thought he had a successful broadcast at full energy without interruption, a swarm of Dilberian seagulls that have been injected with a variety of drugs by BetterBy Pharma start attacking him and on the screen you see Quiyakaso yelling and running through the streets of Dilber City trying in vain to escape the seagulls!
    "BY THE SPIRIT! WHY! WHY DOES IT HAVE TO BE A SEAGULL ATTACK!" screams Quiyakaso before the NACZ logo appears.

    The entire nation of Dilber believes that it was CHEATED out of a playoff spot, as we had more points than almost all of the teams in the playoffs.
     
    This was mainly due to none of them understanding how groups works

    Second Half: In the second half, the Dalimbari changed their strategy to an even more defensive one; both to save efforts for the upcoming Quarterfinals game and to prevent our team from scoring. Unfortunately, this proved to be effective as no more points were scored by Giovanniland. Instead, the Dalimbari got three more points from another penalty in the final minutes.
    Post-Match: Giovanniland had been eliminated from the tournament, and the players came back home. Nevertheless, the people are cheering for our team. They fought hard—and they even managed a second win against Dalimbar, albeit being unable to prevent the Dalimbari from advancing.

    Note that, despite the Minsun team having a point differential two points greater than the Mediobogdumians, any rugby win requires at least 3 points from a drop goal/penalty kick or 5 from a try. Therefore, a Mediobogdum win will place them above Min-Su regardless of score. 
    In conclusion, Giovanniland must score a lot of points in the upcoming match against Dalimbar and hope that Mediobogdum does not win its match against Bobki.

    Match Report - Dalimbar (49.42) vs. Bobki (51.40)
    Now that's Dalimbari-style rugby. Take no prisoners. Leave no opportunity for the opponent to move or have any chance at scoring. Grind down the opponent and break their spirits. Just like on the icy battlefields the Dalimbari fought not too long ago.
    Was 30-0 necessary? Yes. After the shocking loss to Min-Su yesterday, the Dalimbari squad knew they had to completely dominate the field lest they find themselves working in the Frontier Mining Project after the tournament. Landmines just don't put themselves in the ground, you know.
    Marshal Markus Briand made a special point of phoning Manager Colonel Nursan and the rest of the squad before the match, letting them know he still supported their efforts against the enemy, that Min-Su was officially on the list of barbaric enemies that the nation would deal with later. But the clear message sent to the team is that a loss to Bobki would be unacceptable. The boys in blue clearly got the message, especially when they couldn't locate Special Police Major Trolio the morning of the match.
    Right out of the gate play was pushed into the Bobki half of the field and... stayed there. The first half saw three tries and two successful conversions, for 19 points. The second half saw a try and two penalties, for 30. Jubilation was running amongst the approved Dalimbari audience, who must have been at times slipping into the culture of Dilber compared to their more traditional Dalimbari upbringing.

    Keiserholde, Fujai - When asked about the latest trade agreement between Larxia and Min-Su at a press conference today, Koalisjon VR Bo Bråten, member of the Velktinget Utanrikskommiteen (Velktinget Foreign Affairs Committee), stated "As can be seen by the text of the agreement, let alone the by the consequences it will have, that this is yet another example of Larxian imperialism and their growing influence in the southern hemisphere."
    Dilber City, Dilber - The Landslag i Rugby has marked two wins and a draw after a first round bye in the Rugby World Cup. The Landslag previously took second place in the First Rugby World Cup and I Summer Olympics in Saint-Josalyn last summer. The first match saw them overcome the Markian team in a 6-0 victory, which saw no small amount of celebration by fans gathered in Dilber. Their second match against Larxia saw them widen their margin to 20-9, though their winning formula fell hard in a disappointing 3-3 draw against United Adaikes. Despite this, their success has secured the Landslag a spot in the knockout round, and according to the Adaikesian bookmakers, the top spot in the group if they can pull off a blowout against Fhaengshia in their next match.
    Zimmerich, Reçueçn - Preparations are ongoing for a joint transportation conference between Universität Zimmerich and Universitet i Strafsund. It is expected to be a hub of discussion between Fujansk and Reçuecian planners on expanding the informal continental high-speed rail system. While there are several lines that cross international borders, the administration of these transportation corridors varies wildly in each country, disrupting easy travel, particularly here in the high north, where airplanes are not as common as in the south.
    Lakseåker, Fujai - In the hometown of three national rugby players in the center of Fujai's relatively small rugby culture, people have been glued to television sets in pubs and community centers across the city for the past days. As the Landslag pushes its way forward, celebrations will become more common, culminating, we all hope, in another tense showdown for the championship.

    Adaikesians leveled with last year's runner-ups!
    The United Adaikes National Rugby Team were in jitters as they faced the runner-ups from the previous (and inaugural) World Cup. The possession of the ball were back and forth between the two teams as neither can score with the extensive defense showed during the whole game. Scoring started in the second half with Fujanske getting a drop goal in the 54th minute coming from a long throw from the sidelines. United Adaikes returned the favor of a drop goal after a scrum in the 77th minute.
    At the post-match press conference, Sharks coach Giovannie Gallardo had said, "We can say our defense was there. Y'know, they're the runner-ups, and I can say that we have done well against them. But we need to take a look into finding more opportunities in our offense. We'll be reviewing all of Saint Mark's games in this tournament and hopefully we can find a way to capitalize against their gameplay."
    With the draw, Fujanske is ensured of a place in the quarterfinals. The result of the United Adaikes-Saint Mark's game will determine the final standings of the top three teams in Group D, while Larxia and Fhaengshia are out of the contention for a place in the knock-outs. Larxia has finished 4th in the group after drawing their last game with Saint Mark, while Fhaengshia has not picked up any wins yet. Fhaengshia will be playing against Fujanske but any result will have them stay at 5th in Group D.

    Giovannilandian Rugby Report - 2nd Match
    Minsu 12-6 Giovanniland
    Drop Goals: Petro Numeriani (29'), Lukio Tenzino Vittori (32')
    First Half: It was not even 10 minutes past the clock and the Minsun had scored a try. Despite that, the valiant Giovannilandians did not give up, as a win would get them back up in a more comfortable position in Group 2. Nearing the end of the first half, two of our players successfully scored one drop goal each, giving Giovanniland a half-time lead!
    Second Half: The first thirty minutes of the second half were quite uneventful, with the Giovannilandian defense stopping the Minsun players, but likewise, the Giovannilandian attack also not scoring any further points. Still, our team had the lead of one point. Unfortunately, another try was scored by Min-Su followed by a conversion. This gave the Minsun a lead of 12-6, which remained unaltered for the last few minutes. It was another loss to the Giovannilandian team at the hands of another nation in their first Rugby World Cup tournament.
    Post-Match: Giovanniland is in dire need of points and will play against the fellow Auran nation of Bobki in the 4th matchday. Our team will need to win the matches against both Bobki and Dalimbar if they want to advance to the quarterfinals, and also hope that the Dalimbari and the Minsun do not score too much in their next games.

    Giovannilandian Rugby Report - 1st Match
    Mediobogdum 16-6 Giovanniland
    Drop Goals: Augusta Silvia Artena (10'), Flavio Rubreno Sekundo (43')
    First Half: Ten minutes after the start, Augusta from Giovanniland opened the score with three points from a drop goal. However, after eighteen minutes a try was scored by Mediobogdum, giving them the lead. The rest of the first half was quiet, with no further points scored by either team.
    Second Half: Four minutes after the halftime ended, Flavio Rubreno Sekundo scored another drop goal and gave Giovanniland the lead for a few minutes. You heard that right, because just ten minutes after, The Mashers had already scored another try and a drop goal! This widened their lead up to 13-6, although the Giovannilandians did not give up yet. Unfortunately, no more points came for Giovanniland, and instead Mediobogdum scored a further three points from another drop goal near the end. The match concluded as a 6-16 loss for our team.
    Post-Match: In the third matchday, Giovanniland will play against the neighboring country of Min-Su! The coaches emphasized the need for a stronger defense next match, as it could decide the survival of the Giovannilandians in this Rugby World Cup.

    We're back from the Olympics and now rebranded as the Giovannilandian Rugby Report! Did you miss us?
    Good, now let's get to the news! Giovanniland was placed in Group 2 of the 2nd TWP Rugby World Cup, to play against Mediobogdum, Min-Su, Bobki and Dalimbar. Three of those have never played against our team, while the Dalimbari met the Giovannilandians in the 3rd place match of last World Cup, a game won 6-3 by Giovanniland. 
    Sadly, day one of this cup was a bye for the Giovannilandian team, and no game was played. Instead, we've talked with coaches and they've reported today was a day of training and preparations for the upcoming match against Mediobogdum tomorrow! The new captain Stella Emilio-Dolkari has ensured that the team is well-prepared, and let's hope it wins. That's all for now, and see you tomorrow for a report on the game against Mediobogdum!

    A juiced up Dilber beat Cambria 17-13 at home on Monday in the opening round of the 2nd West Pacific Rugby World Cup.
    Following a last minute cancellation of Sunday's scheduled match, Cambrian coach Kees Gordon was left wondering if and when the team would play. Gordon said Cambria was notified of this match when threatened with forfeiture a mere thirty minutes before the revised kick-off time.
    "I want to say we were outplayed or didn't win the gain line, but I can't. I'm really please with these men. These cheats threw everything they could at us - It should have been an uglier game."
    The Dopin' Dogs got the job done despite sloppy play and obvious lack of basic understanding of the game, scoring a pair of tries through Ruben Dario Garcia and what is thought to be Sergio Chade's mobile womb unit. The other points came through the boots of Rahl Fox.
    Cambria scored a try through Ben Evans, but fell short after the Dilberian team received a fourth round of glowing green injections.
    Gordon later said Cambria would adapt to the circumstances as they aim to take home the Cup.
    "Now we know beyond a reasonable doubt we are viewed as a true threat to winning this tournament. We also know the lengths to which these teams will go to beat us. We are completely focused on tomorrow's event against a Libterrarian team coming off a win against our Basric brethren."
