It is unlikely that it is passively that one would surpass the cap. Active endo-tarting is always involved in such events. If one is past the cap, they are asked(via telegram) to lower their level voluntarily. If this does not work or is ignored, the nations that have endorsed the offender are telegrammed and asked directly to remove their endorsements. Ejection is usually a last resort.

The links in a telegram(if any) would look or have a better "feel" I believe, if they are given as "footnotes" at the bottom, the links themselves as numbers/letters attached to the appropriate information described in said telegram. Those nations wishing to be actively participating in those telegrams should be given as links/what information they can/should provide(allegate/delegate specific obligations/responsibilities). I liked PD's suggested format(with some modification). Involve the in-game players by actively posting in the rmb with topic links to our off site that would involve the player in an active discussion/vote/opinion type of thing. The Guardians should be an active part in steering the newer players towards those things that would allow them the choices of what they are interested in/can get involved in. Of course this highly depends on active players

Feux! Welcome to TWP! Wassup? Ministry of what may I ask? What floats your boat?

The current state of TWP is stagnant because that is the way I have directed it. The idea was for players to come forth with new ideas, which has not occured. A new "government" is in order to establish some sort of entity from which to "rebuild". I have discussed a possible direction with Westwind and look forward to hearing feedback once I have put this to the guardians in place already. The greatest fear I believe is that TWP will deviate from the "norm" it has enjoyed these past years. The system in place now has served TWP well and should not be abandoned totally. It provides for a more secure and stable region. The current cap is sufficient for any nation to gather influence provided they are active in-game (I am proof of that). I, for one, am open to suggestions on governmental bodies/entities to try.
