    Welcome to the 1st World Cup of Football for TWP and its nations as we bring the most popular sport in the world right here in our forums! For those that have been participants of previous sports roleplay (the Rugby World Cups, the College Football games, and the 1st Summer Olympics, among others), then you know there will be something like this. For those that have not, don't you worry!
    To enter the 1st World Cup of Football, just add a reply to this topic by saying "I want to sign up for the 1st World Cup of Football", or anything along the lines there. Though, same with the RMB, we won't allow double posting (except for me to post my intentions in signing up ). You can always edit your reply at any given time how many times you want. Also, this thread is for signups and OOC (out of context) posts, like questions about the tournament. If you don't like asking questions here, you can ask them in #world_cup_2021 in our RP Discord server or message me there directly. The IC (in context) thread where we will be posting our nations' team information (players, kits, logo, anything related to such), roleplay (preparations, match day events), and results will be separate and shall have the link be announced in Discord or can be viewed here in our forums starting 2/19/2021.
    Also, I will be scorinating this tournament, but if you want your country to host the 1st World Cup of Football IC, signify the same in your reply for signing up (only if you have a place in the map). A little bit of something new from the previous versions of role play, we will be assigning responsibilities for the nation that will host this World Cup (to be selected on 2/19/2021, announced on 2/20/2021). Prepare at least four (4) stadiums (with seat capacity, if available) in cities in your country. Additional responsibilities are given in the Discord post about this one and more will be discussed upon your selection.
    Bids for hosting will be accepted until 2/17/2021 at 8 PM ET, while signups will close on 2/18/2021 at 8 PM ET.

    Civics for Dummies - The Most Gilt Republic of Fhaengshia
     
    Without getting into all the nuts and bolts of sessions and prorogation, resignations and vacancies, quorums and on and on. This guide aims to provide the important information needed to understand just how the Government works here in Fhaengshia.
    The current system, the 3rd Republic, began with the current constitution being the final document out of the previous Supreme Court after the collapse of the 2nd Republic. The Constitution came into effect on the 1st of October, 1356, a day now celebrated as Constitution Day. This is the day after National Day which celebrates the end of the Kingdom of Fhaengshia back in 1218.
    There is a key date from the constitution, the 3rd Saturday of January. Every five years there is a cycle of 3 events that happen on this day over three years. The first is the Census, this last happened in 1418, and it splits the nation into Local Council Areas (LCAs) of close to 20’000 people. The year after the Census has Local Council elections on the 3rd Saturday of January, where five Councillors are elected for each LCA. The five councillors elect one amongst them to become Mayor. And the year after Local Council elections is the Grand Assembly election, where a Grand Assembly Member is elected from each LCA, 728 in total.
    Grand Assembly Members are split into 13 groups, one for each territory. This is for making laws that only affect the territory. They are also split into 6 groups for the first vote the Grand Assembly holds after its election; voting for the Senior Councillors. Each of the 6 groups vote one of their members to become a Senior Councillor, this is for the full 5 year term and the same member can’t be elected twice in a row.
    The 6 Senior Councillors are part of Cabinet and they elect a Member of the Grand Assembly to be Consul for the full 5 year term, also the same member can’t be elected Consul twice in a row.
    Grand Assembly members then vote 24 of themselves (from those amongst them that are qualified justices) to sit on the Civil and Criminal Supreme Courts (12 on each). These justices sit for the full 5 years, and can be elected repeatedly.
    After that, the Grand Assembly votes 60 of themselves to be the National Council. The National Councillors sit for the full 5 years, and can’t be elected twice in a row. The National Council, along with the Supreme Courts, and the 24 highest ranking military officers of the Fhaengshian Armed Forces make up the Grand Council.
    A Consul was mentioned before, but there are two Consuls, the other Consul is elected for life. This begins with 5 National Councillors nominating a member of the Grand Assembly. When the majority of National Councillors agree on a list of nominees that each have 5 National Councillors nominating them (and no-one nominating more than one nominee) then a secret ballot is held by the Grand Assembly to elect the Consul from the list.
    One thing the Consul for life does is choose a Chief Justice for each of the Supreme Courts. This is only for 1 year, and they can only be Chief Justice for 2 years in a row. The 2 Chief Justices alongside the 6 Senior Councillors and the 2 Consuls make up Cabinet. Cabinet is in charge of managing what happens day to day in the Grand Assembly, the National and Grand Councils, and the Supreme Courts. To manage the 12 mainland territories, Cabinet chooses a member of the National Council to become a Governor for each group of Grand Assembly members. These 12 Governors serve for the full 5 year term, but can only be Governor once.
    Any member or councillor or justice who is elected to a new position no longer sits in their old position, for example someone can’t be a Governor, National Councillor and Grand Assembly member at the same time.
    Laws for a territory only need to have a majority of the Grand Assembly members of that territory voting for it, then approval from the Governor assigned to that territory. Laws for the nation need a majority in both the Grand Assembly and the Grand Council. Cabinet can veto a law, but if it receives a majority again from both chambers it is then law.
    Sounds confusing? It was made to try and balance some autonomy for the regions, and guaranteeing they have at least some say in the larger picture. Also it tries not to give too much power to any one group, and allows the military and justices to have a small say so there is perspective (but also to prevent coups or too many laws being struck down which is what ended the 2nd Republic). There’s also a really important Grand Committee Against Corruption which checks on all areas and has a whole bunch of even more complicated methods for its election, but other than the investigation in 1408, not much interesting comes out from there.

    Giovannilandian Rugby Report - Epilogue
    Welcome to... the Giovannilandian Rugby Report? I'd bet you are surprised to see us here after Giovanniland was eliminated in group stage. But seeing as quite many things have happened, we decided to make one more report on the 2nd TWP Rugby World Cup. We'll comment about the semifinals, 3rd place match and the great final, as well as a retrospective about our team!
    Last report we talked about the semifinals: Dalimbar vs United Adaikes on one side, Kurabis vs Zoran on the others. Unfortunately for the Giovannilandians watching at home and the few still in Dilber, the Dalimbari were victorious against the Adaikesians with a score of 9-5. However, the other semifinal was nice to watch, because the only Auran nation left in the knockout stage, Zoran, triumphed against Kurabis.
    On the next day, the last games happened, the 3rd place match and the very awaited Final! On the former, United Adaikes scored a strong 14-0 win against Kurabis. On the latter, the winner was Zoran! It was a tough match for Zoranians and Dalimbari alike, but in the end, an Auran nation had won the Rugby World Cup for the first time.
    Anyways, we now present you a nice retrospective about Giovanniland in this Rugby Cup. As you should know, we did not get past the group stages. We played four matches in Group 2, resulting in two wins and two losses. Coincidentally, our points for and points against were also equal! 34 points scored by our team and 34 by our opponents.
    Most of the points against came from The Mashers from Mediobogdum, who scored 16 against the Giovannilandians. The Minsuns, who were the other team to win against us, also scored a fair amount of points, twelve. Finally, the 6 other points against came from our match against Dalimbar. The Bobkians were the only team failing to score against the Giovannilandians.
    From the 34 points scored by our team, 12 came from our win against Bobki, and 10 against Dalimbar. The remaining 12 points were scored throughout both our losses against Mediobogdum and Min-Su, 6 points on each match.
    That's it for this Rugby World Cup! We hope that you liked our reports, and we hope to give more reports about other sport competitions when Giovanniland takes part on them!

    Sharks showed best defense ever seen in the tournament, grabs 3rd place!!
    In the penultimate game of the tournament, when everything matters for the two teams playing, the United Adaikes National Rugby Team showed their best defensive game when they did not let Kurabis score against them. A try with a successful conversion was scored by the Sharks in the 17th minute when they saw an opportunity from the Kurabis defense. In the second half, with their fresh legs, Kurabis tried to get as many opportunities as they can muster but they cannot even get their drop goals in. The Sharks increased their lead in the 68th minute with another try and another successful conversion.
    What was only a previously unheard nation with a team that just wants to try the feeling of playing in the international rugby scene just clinched the 3rd place in the 2nd Rugby World Cup. Many pundits, fans, and observers (sports or not) alike, will take this chance to watch this nation and monitor what they can show more in the different opportunities where they can. The pressure is also in the shoulders of United Adaikes to ensure the same or get to a higher level, not only in playing their rugby, but also in the other events in TWP.

    Hello and welcome to the final proper news section from the Hertfordshire and Jammbo Rugby Union for The West Pacific Rugby World Cup 2. This report is haphazardly put together because we have received word that Stratosfera Park, the home stadium of the HRJ, has commissioned a new Hall of Fame type thing to be built out of existing corridor. The working title is simply 'The West Pacific Rugby Union Trophy Cabinet' although the name 'Platinum West' named after the colour/metal most commonly utilized in national sporting awards is the frontrunner for the final name. Many others have been suggested. This new project will be designed to recognise the best of individuals and teams from across TWP. The first order of business is the specific area for teams as a whole. Exactly put, the teams that have been on the podium in this Rugby World Cup and the previous. Segments for 3rd placers Giovanniland & United Adaikes have already been finished as have segments for 2nd placers Fujai & Dalimbar. You'll be hard pressed to find these two near each other willingly, unless it is for trading insults and what not. In the wake of the Clan's victory in the current world cup, the segments for TWP Rugby World Cup winners Hertfordshire and Jammbo & Zoran has commenced construction. Expected completion time is a few weeks from now, give or take the occasional month. As stated previously, the final report will be on the individual and team themes as requested by fellow Andolian nation New Velka.

    Matchday 6 Report - Preview: Hello and welcome to the final matchday review of the entire tournament for us. Yes, you heard that right. We were defeated by a small debutant team from bloody Polaris. That damn continent again?! How much have they dominated sporting in recent memory, we wonder. It would be funny if it weren't so humiliating. This report has come late due to us really not wanting to make it, but a job's a job. So here goes nothing.
     
    Matchday 6 Report - First Half: Match begins, and the 7th minute sees us immediately take the deserved lead through a penalty by Jeremy Clarkson. Hammond & May weren't petty, but we did find a mysteriously smashed drumkit after the match. That was the limit of our scoring in the first half as the Sharks inexplicably raised their defensive performance and managed to shut out the HRJ's brutal attack power. Admittedly, we were missing 3 players, one of which was a front-line player, but that is no excuse for a team once utterly dominant on the field, only to see itself yanked off it's podium by force. Yadda yadda yadda, we don't want to make this so it is half-arsed, Adaikes scored in the 17th and 37th minutes with tries, the first of which had a conversion come with the deal. Half time arrives, the HRJ were down 3-12.
     
    Matchday 6 Report - Second Half: Like we said just before, this is completely half-arsed with little effort put in. The second half saw the HRJ go back to steamrolling the Sharks, placing immense pressure on their lines. They were, of course, rewarded with a 52nd minute try by captain Robert Lee and a 59th minute try by Ongo Vidopliassova. Coincidentally, both of them were two of the HRJ's best players in the first TWPRWC. Day of the veterans, almost. Adaikes responded immediately with a dubious penalty, before the Remnants responded to that response with a penalty of their own, Damian Mladenov eager to mentally break down the opponent. With that 11 minute blitz, despite the clearly incorrectly given Adaikes penalty, the HRJ were now back into the lead and quickly reasserting themselves as the superior team. It was clear to United Adaikes just why the Remnants had won the inaugural Rugby World Cup, here they were in their full glory, ready to plunge any and all hopeful adversaries into the despair of defeat, more often than not a crushing defeat. Damian's cruel tactics worked, for about 6 minutes, but when United Adaikes earned themselves a third try with added conversion bonus out of quite literally nowhere the tide turned. The brief silence of the crowds on both ends said it all really. Were United Adaikes about to pull off the shock of the tournament? The HRJ wasn't going to let that happen easily, pummeling the Adaikesian defenses with everything they could muster, including the natural randomness it held. Seriously though, have you seen this team's make-up, it is slightly ridiculous. What kind of place is Hertfordshire and Jammbo anyway?! Right, now that we are done plagiarising old reports, back to the game. Full-time struck and with it the hopes of retaining the title were torn in half. The Remnants had been defeated much to the joy of many other participants, most notably Fujai and Dalimbar who came close to actually agreeing with each other. Yeah, people really didn't want us to win a second time. They got their wish, hope they're happy because we certainly aren't. This game proved a few things. 1: No one can stay on top forever. 2: The superior team doesn't always come out the victors, shocks can and do happen. 3: Dear Lord, that Adaikesian defense were immensely good, they had to be in order to limit the HRJ to 16 points. It could have easily been something like HAJ 37-22 UAD if it weren't for them. 4: United Adaikes were the dark horse of the tournament, at least until they weren't. Full time score, 16-22 to United Adaikes. Oh cock!
     
    Next Time: Back to the land of the countryside for us. Do not expect the reports to end though. A special update consisting of all the themes of the players will be coming out in the near future. A fellow Andolian nation called New Velka asked all the other nations what their teams themes were. We aim to answer that question and then some. Based on margin of loss we have finished 7th in the tournament, at least we got the lucky number position. The Sharks on the other hand suffered a low scoring 9-5 defeat to, you guessed it, Dalimbar. That's not gone well. The landmine junta could be on the way to win it all if they can get past the refugee-wielding king of judo Zoran. Beware the Floridamen. They will most likely pull out all the stops from their seemingly bottomless pit of tactics. Considering that Zoran were handily defeated by us in this same tournament, and we made light work of the Dalimbari in the first Rugby World Cup, we think Dalimbar have what it takes to win the trophy and show the barbarians what for. Now if you'll excuse us, we need to vent our frustrations at some important details. Goodbye.
     
    Elsewhere: Remind us why the hell BetterBy Pharma drugs were found in the pre-match refreshments!!! That's just wrong!

    When two defensive teams go at each other, we'll surely have a tight and low score line. This was proven by the United Adaikes National Rugby Team as they held the Dalimbari to scoring drop goals only. The first half sent shivers to everyone with both teams not letting the other get past their 22-meter line in the first half with the ball possession getting back and forth the field with the game full of scrums, interceptions, and short runs. The first half ended with both teams tied nil-all.
    In the resumption of the game, Dalimbar scored a drop goal in the 43rd minute. The Sharks saw a glimpse of hope when they scored a try in the 52nd minute, but failed to get the conversion. That hurt them so much, as the Dalimbari scored another drop goal in the 67th minute, and a penalty goal kick in the 74th minute after a harsh high tackle from a Sharks player to a blitzing Dalimbari. Captain Miguel Gonzales apologized to the tackled player and to the Dalimbari head coach, and apologized again during the post-match conference as the game ended in favor of Dalimbar.
    Coach Gallardo said, "Well, just like what we have said yesterday, we've gone far as we haven't imagined. We're grateful for the experience, and we'll surely be returning for the next tournament. As for tomorrow, we'll still plan for it as business-as-usual, but we'll leave it to the players if they want to get the 3rd place. That's how we let them played today, and we're proud of them to just let the Dalimbari kick some points, but we'll have to do more if we want to be at the podium tomorrow."

    Match Report - Dalimbar (54.64) vs United Adaikes (53.96)
    Daaaaaaliiiiiiiimbaaarrrrr
    Marshal Markus Briand was in the top box in Garrison Stadium, watching down at the impressive play from the Dalimbari squad. Although the match was in Dilber, the entire pitch of the stadium in Saint Andreisburg was turned into a television, broadcasting for the 30,000 joyous Dalimbari supporters in their temple of the sport. Outside the stadium there were multiple screens playing the match, as rugby has become an important facet of society.

    A thunder-clap erupted from the audience in both Dilber and Dalimbar. When the boys in blue entered the scrum, the thunder-clap erupted again. And again. Getting slightly faster each time from the crowd. Pushing the Dalimbari further and further down the field.

    The tie in the first half built the tension further. Going into the second half the team huddled and figured any goal was a good goal at this point. The UA team was a hefty team to push through, and if penalties were the way to go, fine. The UA squad were a respectable force, holding their line like a brick wall.

    A final victory of 9-5 cemented Dalimbar's place in rugby history. The boys in blue came fourth in the first tournament, and now are either going to be first or second. And for the Dalimbari, gold is the only option.

    Dalimbar held only to goal kicks, Sharks fail to enter championship..
    When two defensive teams go at each other, we'll surely have a tight and low score line. This was proven by the United Adaikes National Rugby Team as they held the Dalimbari to scoring drop goals only. The first half sent shivers to everyone with both teams not letting the other get past their 22-meter line in the first half with the ball possession getting back and forth the field with the game full of scrums, interceptions, and short runs. The first half ended with both teams tied nil-all.
    In the resumption of the game, Dalimbar scored a drop goal in the 43rd minute. The Sharks saw a glimpse of hope when they scored a try in the 52nd minute, but failed to get the conversion. That hurt them so much, as the Dalimbari scored another drop goal in the 67th minute, and a penalty goal kick in the 74th minute after a harsh high tackle from a Sharks player to a blitzing Dalimbari. Captain Miguel Gonzales apologized to the tackled player and to the Dalimbari head coach, and apologized again during the post-match conference as the game ended in favor of Dalimbar.
    Coach Gallardo said, "Well, just like what we have said yesterday, we've gone far as we haven't imagined. We're grateful for the experience, and we'll surely be returning for the next tournament. As for tomorrow, we'll still plan for it as business-as-usual, but we'll leave it to the players if they want to get the 3rd place. That's how we let them played today, and we're proud of them to just let the Dalimbari kick some points, but we'll have to do more if we want to be at the podium tomorrow."

    United Adaikes reacted to Dalimbar in Rugby Rankings   
    The semi-finals were a show of quality in rugby, while surprises were limited. Zoran was projected to be a strong team with a 55.06 vs Kurabis at 52.90 and Zoran was home team. Dalimbar provided more of an "upset" as we were the away team, yet came in stronger at 54.76 versus United Adaikes at 53.89. Compared to last tournament, Dalimbar won their way to they to the gold medal match. Zoran will be their opponent, and it will probably come down to the last seconds of the match.

    Sharks dethrone the reigning champs, onward to the semi-finals!
    Hertfordshire and Jammbo was the first to score with a drop goal just 7 minutes into the game. But their expectations did not go their way as the United Adaikes National Rugby Team stepped up their defense the whole game. United Adaikes scored in the 17th minute with a try and a successful conversion, and another try in the far-left goal line in the 37th minute which caused them not to get that conversion before the first half ended.
    When the second half started, a scoring exchange happened between the two teams. H & J blitzed with tries in the 52nd and 59th minutes to take the lead again, 13-12, even without getting the conversion for the 2 tries. The Sharks tried to get back by scoring a drop goal in the 60th minute to take the lead again, 13-15. A drop goal from the defending champs in the 63rd minute nearly spelled doom for the Polarii side, but the Sharks responded with a surprising try no one expected 6 minutes later, getting a successful conversation to regain the lead. A couple of missed drop goals from H & J had the Adaikesian fans roared and cheered harder. Numerous opportunities were nearly exploited by H & J, but that's just it for them as the United Adaikes just couldn't believe that they've bested the ones who took the trophy home in the previous World Cup!
    In the post-match press conference, coach Gallardo shared, "We were looking at their tapes, even from the games in the previous tournament. There were even small chatter that even their side accept it that they are bad in conversions. We were putting it as a third (and nearly disregarded) reminder for the team, but when we saw it with our eyes what happened in the second half, we made sure that the next tries we could muster against them should also have successful conversions. We just did one, but we'll take it." Sharks captain Miguel Gonzales added, "There was a pattern in their games that they are scoring much in the start of the second half, so the mindset going in to the game is that whenever they get a try, we respond with our own. But, if we can find a small loophole against their defense, let's take it and see what we can get from there. It showed there in our first half."
    On taking on Dalimbar in the semis, and the press bringing out if there was a topic last night in their meeting that they might meet, what would they say to each other, coach Gallardo replied, "Well, they promised to crush us if we will meet in the semis. (laughs) I said, let's talk about it when we get there. Well, here we are. However, we came prepared playing for this games. Games everyday meant that we can't practice, so we'll just rest our tired bodies and legs after the games. As long as we can view the tapes of our opponents in the next game, analyze and strategize before we get to bed, putting into our minds what we need to do the whole day, then hopefully we can get the result we wanted. Personally, we've got as far as we haven't imagined, and as three teams are from Polaris, we'll have no problems with a Polarii champion. But of course, in this stage, we're hungry to get to the finals and hopefully bring the trophy home."
    On an interesting note, all the other top teams in the group stage were eliminated by their opponents. Aside from Dalimbar, all the semi-finalists have just debuted in the international rugby union scene and has been upsetting their opponents. One thing's for sure, a new champion will be crowned.
