    The above quote is from Mr Llamas and I need to rant a bit about it.
     
    I believe you are missing a very important point about your efforts, Llamas.  You have been proposing multiple acts and the response from TWPers is "zzzzZZZZzzzzz."   Of course your stuff hasn't been seconded!  Seconding something in this environment is a waste of time that is frankly insurance against anything getting done.   I truly, truly appreciate everyone's efforts to help wake TWP's community.  But many who are putting effort are doing so with a template designed in other regions.  TWP has a culture that you can't just undo with a bunch of words on the forum.
     
    We're lazy about legislation.  We can each give you reasons about why that is so.  Those reasons will be as varied and individualiszed as each player.  But part of what brought us together is that we don't WANT complicated.  We WANT simple and efficient. 
     
    We're incredibly enthusiastic and active when it comes to things that are perceived to be fun.  We do not see voting on legislation as fun (see above).  Either make it fun or as simple and efficient as possible so we can move onto the fun part. 
     
    We are shockingly practical.  We realize there needs to be rules and structure, especially if we are to grow the community and participation in that community.  But again...  unnecessary complications under the guise of "being deomocratic" are going to hit this region like a lead balloon and people will simply ignore you.
     
    I understand your feelings may be bruised by lack of enthusiasm, but this is TWP.  
    Make the rules.  Build the departments.  Run quick elections with the 7 people who care.  Then get to work making the departments fun and fill them with people.  As the region grows you will have need of increasingly complicated rules and you will find TWP enthusiastically supporting things that you previously couldn't get us out of a coma to attend.  That is when you add things:  When there is need for it, not before.
     
    We want you here.  We need you here.  But if you continue to wait for us to be enthused about procedure for the sake of procedure, you will wait forever.

    The Month in Important Assembly Affairs
    After much debate, the duties of the Prime Minister's office are expected to adopted by the regional Speaker. The Speaker's name is then expected to be changed to "Prime Minister". The whole affair is quite backwards.  Elegarth has re-elected to the position of Speaker. Llamas has proposed the Executive Council Act before the Assembly. If passed, the resolution will create an official cabinet consisting of a Prime Minister and Officers of Foreign Affairs, World Assembly Affairs, Community Affairs, and Home Affairs. The goal is to legally formalize the current civil service system. The Assembly intends to vote on a repeal of the Civil Code, citing the bill of rights as rendering it redundant. Westwind has proposed reverting the name of The West Pacific Department of Defense to TWPAF, citing the lingering popularity of the "TWPAF" brand. The Assembly created the DoD earlier this year by putting the military and intelligence organs of the government under the purview of the same director.

    As many have noticed, the feeders and the NS world at large have reached their highest mark in the last decade (yes, 2005 was ten years ago!) thanks to what, as it turns out, has largely been an influx from readers of the sub-reddit r/internetisbeautiful (http://www.reddit.com/r/InternetIsBeautiful/comments/2ymi1h/nationstates_a_website_that_lets_you_create_your/).
     
    The West Pacific has been pleased to welcome redditors to the community and has taken a proactive approach to naturalizing them onto the game via the RMB. 
     
    New players from Reddit who have been contributing to the RMB include Medivh and Small Jersey.
     
    We welcome them and everyone else who has joined during these interesting times. Except, of course, for those nations who were booted for their affiliations with darker parts of the internet, or just generally inappropriate nation fields:

    Opinion: Why We Need the Redditors

    What with the enormous influx of new nations from reddit and elsewhere and a bunch of negativity over the ones determined to cause trouble, I decided to assemble an small article on why we need the redditors. 
     
    We can split the 4 million+ nations that nationstates has hosted into groups:

    -Those that make a nation and never sign in again -Those that sign in a couple times, then stop finding time for it and never come back -Those that are hell-bent on trying to make everyone miserable -Those that enjoy the game and make it a part of their day -Those that participate in the community  There isn't much we can do about the first three groups. The second to last group might eventually join the last group however. The thing is, it's the last group is what makes this game a great game. Sadly, for every 500 or so nations, we probably only get 1 or 2 of the last group. With a larger group of incoming nations, hopefully we get more of the nations that contribute to the community. If we get enough of these nations, they will greatly increase the value of our community by providing staff for military and political positions, writers for papers, friendly faces for the RMB, and nations willing to better the experience of their peers and themselves however they can.   
    That said, welcome redditors, and I hope you come to enjoy this game as much as I do.

    Goals:
    Foreign updates. Once a month. See the FA area right now. GE's position can go to crap for all I care, he's AWOL. Military missions. At least one per week. With public notifications on the RMB and here when we finish them. Government-organized cultural activities. At least one per week or two. Regular government-created discussions meant to appease the industrial working class entertain people and promote forum activity. A simple start. Then we can talk about more complex things like The West Pacific Post and world domination. 
     
    The next step is taking that activity and tuning it to fit a greater direction. Making the military missions match an overall game plan, making the updates and media shine a particular light, etc. We're clearly inspired for that step, but twiddling our thumbs to start is a problem.
     
    Which are you going to oversee, and how are you going to invest your effort into it? I'm covering updates right now and will see if I can do those discussions/cultural things in between updates.

    Ok here we go, it's not as good as I would like but I've got a few hours to make edits as necessary.
     
    Lycanthropy In TWP?
     
    "The Lycanthropy outbreak in The West Pacific is the world's deadliest to date and the World Assembly has declared an international emergency as more than 5,000 people have died of werewolf maulings in Hariko, RussoAsia, Yy4u and Occidius this year alone.
     
    What is Lycanthropy?
    Lycanthropy is a viral illness of which the initial symptoms can include a sudden fever, intense weakness, muscle pain and a tail, according to the World Assembly Health Organization. And that is just the beginning: subsequent stages are extreme hunger, fur and - in some cases - both physical and mental deformation with extreme lusts for blood.
    The disease infects humans through close contact with infected animals, including Yy4us and SWolves
    It then spreads between humans by direct contact of the teeth of the infected with skin. Even funerals of Lycanthropy victims can be a risk, if mourners host them during a full moon with an open casket.
    The incubation period can last from two days to three weeks, although diagnosis is simple. The human disease has so far been mostly limited to the West Pacific, although one strain has cropped up in both the Rejected Realms and the Pacific.
    Healthcare workers are at risk if they treat patients without taking the right precautions to avoid infection. People are infectious as long as they remain living, and attempting to treat them only results in the epidemic further expanding.
     
    Where Does it Strike?
     
    Lycanthropy outbreaks occur primarily in remote villages in Hariko, Occidius, and United RussoAsia when citizens are exposed to Yy4u.
     
    It was first discovered on the 9th of June, 2005, and has since spread at an alarming rate, decimating smaller noobish countries dependant on spamming the RMB.
     
    Lycanthropy Deaths Since 2005
     
    This outbreak is unusual, as it has originated in Hariko, which had previously never before been afflicted, and spread rapidly to other civilised countries and major urban centres.
     
    From remote areas in SouthEastern Hariko, the wolves spread to the capital, Harikosa, and from there to neighbouring countries Occidius and United RussoAsia.
     
    There have been three cases of Lycanthropy in these nations, each case spreading wildly and wholly consuming its population, and these cases are in danger of spreading further by tourists and other unsuspecting denizens who had forgotten not to wear their steak cologne.
     
    There have similarly been reported cases in one Pacifican nation, which has since sprouted dog ears and a lust for the blood of the innocent. On the 14th of march, this nation became the first outside of The West Pacific to contract the disease, and is now in quarantine to prevent spreading. When asked how he may have contracted this illness, the nation, who will be left unnamed, stated "I was on my daily walk through the West Pacific's RMB on my puppet. I had dressed extra fancy that day, with my new steak suit and bacon wristwatch. I had even purchased some new cologne, "Sauce au Roquefort" which I absolutely doused myself in that day, and purchased a hat coated in puff pastry to finish off that classic "beef wellington" look that all the kids are using these days. Suddenly, out of nowhere, a giant dog came up and bit my ankles, for no reason! I beat it back and ran away."
     
    "And you think this is what infected you with lycanthropy?"
     
    "Oh no, don't be ridiculous. I was in the airport a day later and some lady coughed near me. That's what did it, for sure."
    Evidently, this illness can also be spread through the air, and all citizens are advised to purchase several hundred dollar masks that may or may not actually help.
     
    What Precautions Should I take?
     
    Aside from the aforementioned masks, citizens are advised to avoid attracting werewolves, another carrier of this disease. Proper hygiene is essential as well, be certain to wash your hands thoroughly. The World Assembly health organisation also warns against consuming raw meat and any contact with infected noobs. Fried noobs in particular are considered a special delicacy in TWP, where the outbreak started.
     
    What can be done if I catch it?
     
    Remain isolated and seek professional help to write your will.
     
    There are no vaccines, though some are being tested, along with variants of drugs. The World Assembly Health Organisation ruled last weekl that untested drugs can be used to treat patients in order to more quickly discover a potential cure.
     
    Patients who have contracted Lycanthropy frequently grow fur and gain an insatiable lust for blood. While the fur can be cut, it is advised that the ears be left alone as cutting off your own ears is almost as foolish as thinking that would help in the first place. Patients are advised to satiate this bloodlust safely, though it is uncertain if this successfully prolongs the initial phases before the transformation.
     
    Lastly, the speaker for the World Assembly Health Organisation had this to say in a public speech the other day to address concerns of the outbreak.
     
    "We are all doomed."

    Blimey, I actually got a name check - thought I'd managed to stay well under the radar!
     
    However riddled with  holes this article may be it does pose a very real question - Whither now TWP?
     
    I have made no secret of my own vision of a truly independent TWP, strong enough to follow a path that benefits the region rather than playing to the crowd, or allowing its direction to be swayed disproportionately by the vested interests of those who do not cherish the region, but see it only as a vehicle to further their own ambition.
     
    Unibot implies in his article that TWP is on currently on the peripheries of NS activity, and that is something we should relish and cultivate - being different offers us the potential to be innovative.
     
    Darkesia has hinted at the opening up of our constitutional structure, and I like to think that, in my small way, I am encouraging diversity and initiative in the Military sphere.
     
    We do not need anyone outside the region to decide our destiny, we are capable of determining our own fate

    I'm actually being serious, though. I think, to some extent, we're naturally fitted to be the Devil's Advocate to the status quo in the GCR's, which is an dormant opportunity waiting for us to capitalize on it.
     
    For all intents and purposes, I intend to see to it that it materializes into something.
     
    People stick around in the feeders that actively pursue an agenda in the world's politics and offer them a place in contributing to that front. The question is more what our agenda would be - influence is the obvious aim, but where we choose to focus our energy to achieve it is the question I'm asking. Specialization, or having a "hook", is the first thing needed to make a community stand out above the rest. For a long time, TEP had its RP community as a hook. The Pacific's hook was its constant role at the heart of Gameplay's major conflicts. Et cetera.
     
    I think our philosophy provides a foundation for that, and that the prominence of TWP is only awaiting a proactive, government-and-citizen driven expansion of its consequences.
     
    How do you all think we can translate our unique philosophy into a tangible, hook-like activity both internally and externally?

    A beautiful thing called spring break is days away. A month where I will be at home with my desktop, active.
     
    I intend to kick my activity back up starting March 1st. I am volunteering my services for any of the following roles currently in need of filling, listed in order of preference:
    Prime Minister Interior Minister Foreign Affairs Minister Spymaster General As Prime Minister, I would basically do cover Interior Minister and Foreign Affairs Minister work. The next two are obvious.
     
    Spymaster General could be fun. I can't tell you what I'd do for that.

    STATEMENT ON the Ejection of Pestarzt the Traveller
    An Apology, A Clarification of Cause, A Defense of the Party's Integrity, and an Action Plan for Endorsement Cap Compliance
    Good day,
     
    Tonight, the Hippocratic Oafs of Pestrarzt the Traveller was ejected from The West Pacific for violating the endorsement cap. A ban was not imposed and Pestarzt was able to return before losing his endorsements and updating. During these events, concerns of distrust for Pestarzt's intentions and respect for regional law were raised. Fortunately, Pestarzt and Delegate Darkesia found a way to avoid having to have his endorsements wiped. The agreed-upon conditions called for Pestarzt to send out telegrams requesting nations to unendorse him and to demonstrate unquestionable committment to compliance with regional law.
     
    Following through on his promise, Pestarzt unendorsed over 200 nations within the hour between the conversation and Sunday morning's update, and began distributing telegrams requesting nations to unendorse his nation. The Revolutionary Party reaffirms its steadfast committment towards pursuing significant cultural upheavel within the boundaries provided by both the game and the law of The West Pacific. The Party regrets that doubt or distrust may have been sowed by what was simply an accident; in a previous life, Pestarzt lived in a sinker region, and was accustomed to a drastically lower response rate for endorsement-swapping. Pestarzt miscalculated that he would plateau at 70 endorsements if he endorsed the number of nations he did. With this said, one nation also raised the incorrect assertion that Pestarzt assumed that he deserved exception from the regional law. The General-Secretary personally does not believe in exceptionalism nor leniency in regards to regional security protocols. Ejecting Pestarzt was both justified and right.
     
    The Party apologies for this incident and provides its greatest assurances that it stands by its original mission statement and plan. Pestarzt will pursue the most influence possibly within the boundaries of the law. The Revolution will not give an inch when it comes to its policy, but neither will it steal an inch it hasn't been allowed by the Delegate. We hope that it is clear that Pestarzt's intentions are not to be doubted and that he respects the law of the West Pacific. The following action plan regarding Pestarzt's endorsement count is self-imposed as of this announcement:
    Come next update, Pestarzt will telegram more nations if he has yet to comply with the endorsement cap. If more nations have endorsed Pestarzt, and he has reached 75 endorsements, he will immediately send a mass telegram to 40% of his endorsers requesting that they withdraw their endorsements. If he has exceeded 75 endorsements, he will leave the region for update. If Pestarzt is still not able to reach 70 endorsements by next major update, he will clear his endorsements. We hope that this is acceptable to the Delegate. Pestarzt currently possesses 72 endorsements. The Revolutionary Party understands that this is still a violation of the endorsement cap, and will not protest if it Pestarzt is ejected for a second time, without an opportunity to pursue the above described action plan. We would appreciate the privilege - not the right - of not having to re-tart, of course.
