  1. Third Place Playoff - Win

    Giovanniland 6-3 Dalimbar

    Drop Goals: Skipio Abudia-Lukullo (33')

    Penalty Kicks: Pietro Numeriani (69')

    First Half: Having lost the semifinals to Fujai, the Giovannilandians still wanted a place on the podium, so they had to win this match for 3rd place. Soon in the start, Giovanno Vespasio-Emiliano injured a Dalimbari player pretty badly, and thus was sent off, with the Dalimbari scoring 3 points due to the penalty kick. With one man down, the Giovannilandians had to be even more careful in the defense. After some time, Skipio scored a drop goal, turning the match into a draw again, which stood at half-time.

    Second Half: For a good chunk of the second half, nothing much happened, as both teams defended with strength. However, a confusion involving two Giovannilandians and a Dalimbari player was solved with the Dalimbari being sent off and a penalty kick awarded to Giovanniland. The young Pietro Numeriani did not waste the chance, and earned 3 points for Giovanniland, which, after some uneventful last 10 minutes, got the team the 3rd place in the world cup.

    Post-Match: With the tourney coming to an end, the coaches consider the Giovannilandian 3rd place very successful, also because this was Giovanniland's first rugby world cup of its history. On the other match, Hertfordshire and Jammbo got their title after defeating Fujai in overtime.

  2. Semifinals - Loss

    Fujai 10-0 Giovanniland

    First Half: In the semifinals, the Giovannilandian team would play against a known opponent from the group stage. With both defensive teams against each other, the match did not have much action on the first half. All attempts, whether if they were Giovannilandian or Fujansk, did not result in anything as the defenses were effective in blocking attacks.

    Second Half: The timer was closer to the end, the players were more nervous, and the supporters of both sides cheered even harder. But nothing. Not even on the second half. It looked like it would have to be solved in extra time, and so it went.

    Extra time: The first extra time in all of this TWP Rugby World Cup was about to happen, with two halves of 10 minutes each. Like in the 80 previous minutes, the teams continued their attacks, but sadly (for the Giovannilandians), a Fujansk player broke the defense and scored a try near the end of the first 10 minutes. Giovanniland tried desperately to level the game again. The exhausted Giovannilandian defense, however, let one more try from Fujai to slip through, and it was game over.

    Post-Match: While Hertfordshire and Jammbo and Fujai play for the title, the Giovannilandians will play against Dalimbar, who lost to H&J in the other semifinal. How will it go? The coaches congratulated the players even with the loss, and hope the team gets a 3rd place in the next match.

    Appreciating the establishment of the Protect our Players Accord by the Holy Principality of Saint Mark, which created a fun and safe environment for all.

    Not sure if this was already suggested, but I think that is illegal under Rule 4(c) - You cannot refer to the game, or events or actions in it, as part of a game. I think referring to nations as players is akin to referring to the NS universe as a game.

    Per Badger's request for for my expertise, some notes:

    - The only possible illegality I see is that the horrified clause may constitute an honest mistake (telling mistruths about the target, in this case about enforcement, since that may be assumed by being a passed resolution). It'd be borderline generally I think, but I don't know which way GenSec would rule on it.

    - The line of "requiring considerable time, effort, and resources of each government" is essentially redundant to the overall clause, I'd suggest removing it.

    - Using words like 'also' and 'further' in your clause beginnings reads rather oddly if you haven't previously used the second word as a clause starter. It'd probably make sense to drop the 'also' and the 'further' in such cases.

    In general, excellent draft. The one potential illegality is honestly outside my ken, but everything else is great (I disagree with some of the arguments, but that's to be expected given my personal inclinations on the GA, lol).

    Thanks for the suggestions! I fixed everything you said, except the first suggestion about the horrified clause, which I didn't really understand what should be done - should that clause be deleted entirely or just be worded in a different way?

  5. Quarterfinals - Win

    Giovanniland 10-0 Reçueçn

    Tries: Valentina Abbiano-Kesar (60'), Lukio Katullo-Vittori (75')

    First Half: At the Chapel-Field House, Giovanniland would play against hosts Reçueçn. Hopes were up, and soon after the match started, much had already happened in the game as both sides tried to score a try, to no avail though as both defenses were pretty good at thwarting the opponent's attack plans. The draw stood for all of the first half, but both teams stood strong to try to win in the second half.

    Second Half: Tensions increased as the timer started to walk closer to the 80 minutes. Both teams did not stop attacking until, at 60 minutes,  Valentina finally scored a try for Giovanniland! All supporters cheered with the wish of going to the semi-finals coming closer. But the game was not over. The Unicorns tried many more times to score and level the game again, but to no avail. Near the end, Lukio scored yet another try, though no conversion followed. For the last five minutes and after the game ended, the Giovannilandian supporters cheered even more! It was the first semi-final in all history of Giovannilandian Rugby.

    Post-Match: With 2 more matches guaranteed to play, the team goes to the semi-finals to play a known opponent, the Fujanske Landslaget i Rugby. The previous group stage match between these two defensive teams, in this same Rugby World Cup, resulted in a close win to the Giovannilandians. But who knows what will happen in this rematch? The team will be once more prepared to play and hopefully win, say the coaches.

  6. General Assembly Resolution #442 “Circulation of World Assembly Law" (Category: Education and Creativity, Area of Effect: Educational) shall be struck out and rendered null and void.

    The World Assembly,

    Aware of the importance of understanding national and international law,

    Applauding the efforts of the resolution to encourage inhabitants of member nations to seek knowledge of World Assembly laws and how they affect daily lives,

    Appalled by the fact that GAR #442 leaves loopholes that can be used to circumvent the law,

    Observing that governments can make laws available in foreign and/or unused languages, which bars the knowledge from being distributed to citizens,

    Worried that the resolution doesn't specify which laws would be important enough to be included in educational curriculum,

    Noting that due to this lack of explanation, member nations can have completely different views of important resolutions, based on their political systems,

    Horrified that the resolution doesn't mention a way to check if these educational efforts are indeed being accomplished by all member nations, making possible that nations don't actually teach the intended knowledge of WA law,

    Hoping that the repeal of GAR #442 will lead to a new resolution, solving the addressed problems, to take its place,

    Hereby repeals General Assembly Resolution #442.

  7. Matchday 5 - Win

    Giovanniland 19-0 Order of the Marsupial Inductees

    Tries: Giovannia Antonia (5'), Markio Telliano Ulpio (30'), Giovanno Vespasio-Emiliano (61')

    Conversions: Pietro Numeriani (34', 62')

    First Half: Giovanniland had almost a hundred percent chance of qualifying, except if a combination of terrible results in both Group B matches happened. Due to this, the Giovannilandian team had a more slower pace this match, but that didn't mean they would do nothing. The team quickly went through the Marsupial defense early in with a try by Giovanna. The Marsupial Inductees did not know how to defend or attack properly, so the Giovannilandians made more attacks and got a second try at the half-hour mark by Markio, followed by young star Pietro's conversion earning 2 more points. At halftime, the Giovannilandians had a lead of 12 points.

    Second Half: With the Giovannilandians having a secure victory, not much happened in the second match. But it's always good to score even more! That is what Giovanno was thinking when he scored a 3rd try to further increase the lead. A conversion by Pietro also earned other 2 points, and that is all worth noting in the second half, as nothing important happened after.

    Post-Match: The Giovannilandian coaches are incredibly proud of the team! Giovanniland has won Group B with 9 points and a point difference of +41, with the result of 3 wins and 1 loss (although some Giovannilandian supporters still think PEDs are illegal and don't accept that particular result) in 4 matches played. Looking forward to the quarter-finals, Giovanniland will play against host Reçueçn in Chapel-Field House, and the Giovannilandians both visiting Reçueçn and at home country are cheering for the team!

    Government Notice: King Giovanni VI and the Foreign Affairs Ministry were notified of some Giovannilandians that participated in the peaceful protest in the Dalimbari embassy in Reçueçn, to protest against the use of landmines by Dalimbar. It is not yet known by the government if any of the citizens were arrested, but Giovanniland hopes that this will not put a drain in historically friendly Giovanniland-Reçueçn relations, especially with the two teams meeting in the quarter-finals to play against each other.

  8. Matchday 3 - Win

    Fujai 7-10 Giovanniland

    Tries: Lavinia Tullio-Kesari (70', 78')

    First Half: With a match of both teams with a defensive style, most people thought it would be a slower match than previously played ones. Indeed it was, with no successful tries within the first 30 minutes. However, the Fujansk team scored a try and a further conversion near the end of the first half.

    Second Half: Although 7 points down, like in previous matches the Giovannilandian team didn't give up. However, with a slow and defensive game, most attempts to score were thwarted. The exciting part of the game was yet to come. At 70 minutes, Lavinia finally scored a try, but that was not enough to win. The Giovannilandian supporters started to lose hope, but when the same Lavinia scored yet another try just 2 minutes, they cheered. An epic ending to a well played game in both sides.

    Post-Match: In the next round, the Giovannilandian team will have a bye. They will have a well-deserved rest until the last match of the group stage, against the Order of the Marsupial Inductees.

  9. Matchday 2 - Loss

    Dilber 13-12 Giovanniland

    Tries: Skipio Abudia-Lukullo (33'), Lukio Katullo-Vittori (75')

    Conversions: Horatio Abrente (76')

    First Half: The Dilberian team's aggressive style of play got them an early try after only 3 minutes from the start of the play. However, further Dilberian attacks were unsuccessful, and half an hour later, Skipio found his way to score a try and draw the game, but no conversion would follow. At the very end of the first half, the Dilberian team scored another try and got the halftime lead.

    Second Half: the Giovannilandian team did not give up even being down 5 points, and maintained a solid defense. Unfortunately, 10 minutes later, a Dilberian player managed to score a drop goal, which increased the difference up to 8 points. Further attempts were blocked by both teams for 25 more minutes. Lukio then scored a try, and Horatio got 2 more points for Giovanniland with a conversion. But that wasn't enough, and the Dilberian team was still 1 point ahead. More desperate attempts by the Giovannilandian team would come during these last 5 minutes, but no more points were scored, ending the match with a 13-12 win for The Dilberian Dopin' Dogs.

    Post-Match: The Giovannilandian coaches said that the team will not lose hope even after this loss, and congratulated the team for not giving up even with 8 points behind. However, some Giovannilandian supporters are thinking of a petition to ban drug use on further TWP Rugby World Cups, unhappy with the result. Looking ahead, the coaches also say that the next match against Fujai will be interesting, with both teams more defensive.

  10. Matchday 1 - Win

    Teralyon 3-23 Giovanniland

    Tries: Maria Annabella-Pompeo (15'), Rivano Markellana-Tarrutio (32'), Valentina Abbiano-Kesar (58'), Giovanno Vespasio-Emiliano (72')

    Penalties: Markio Telliano Ulpio (63')

    First Half: The Teralyian team scored 3 points in a penalty early at the start of the game, after an infringement of the rules by player Augusta Silvia, which got a red card. Even one player down, the Giovannilandian team did not lose hope, and after many successful defenses from Teralyian attacks, Maria found her way through the opponent's defense and scored a try, with Rivano doing the same some time later. Although both did not score a conversion, the Giovannilandian team had the lead after halftime.

    Second Half: The second half saw furious attacks from the Teralyian players to score a try. Nevertheless, the Giovannilandian team defended successfully again. After a successfully try by Valentina, a Teralyian player got a red card by injuring Giovannilandian player Stella Vestorio-Belmonte during a defense. Although the injury wasn't serious and hopefully she will recover soon, Markio secured the penalty. A try near the end by Giovanno closed the score with a Giovannilandian win by 23-3.

    Post-Match: The Giovannilandian coaches congratulated the team for the win, and they hope the next match against Dilber will also be successful.

    What are the GA rules?

    The GA rules are a set of rules used by the Secretariat to check if proposals are legal, illegal or should be discarded if they have serious rule violations. Of course, all site rules in the OSRS also apply to proposals. Here is a summary of the most important parts written by me (with some help of the forum post containing the full set of rules), so feel free to correct grammar or other errors if there are any:

    • Proposals are written as laws and have an operative clause;
    • They can create a committee, but it must interact with WA member nations, instead of just being created for nothing;
    • Proposals cannot:
    1. Contradict or duplicate current resolutions;
    2. Outlaw economic, political, religious, or other ideologies;
    3. Rely on existing resolutions to support it (except for repeals);
    4. Reference anything of the real world;
    5. Break the 4th wall (meta-gaming), which is to refer to the NS world as part of a game;
    6. Propose things that need a code change in the game;
    7. Affect only a part of WA nations, or non-WA nations;
    8. Mention the author as 'I', 'me', etc. (branding);
    9. Plagiarise another player's proposal (the offending player will be ejected from the WA or even worse!)
    • Proposals can't be amended; instead they should be repealed and then written again;
    • Repeals can't do anything else than repeal the target resolution, and must be only submitted by the repeal link in the end of the target resolution;

    Hey GA crew!

    I was wondering if you could tell me how General Assembly resolutions affect the stats of my nation?

    Great question! Stats can either increase or decrease, and there are a few tips to know which ones will change. Usually, at the top of a proposal/resolution there are a few items that are worth noting:

    Category: defines which set of stats will be affected. Example: Civil Rights, Education, Culture, Environmental, International Security, etc. If a repeal, the category will also be Repeal.

    Some categories have further subcategories (Area of Effect), such as Environmental having an 'Affected Industry' one, which defines, obviously, which industry stat(s) will be affected.

    Strength: defines by how much the stats will be affected. There are only 3, namely Mild (small change), Significant (medium) and Strong (big).

  13. Steps to Create a Proposal:
    1. Think of a subject that hasn't been yet made into law for proposals. If you override a current resolution, yours will be deemed illegal. For repeals, check previous resolutions that don't clearly fix the addressed problem and/or have other errors.
    2. Before writing, keep in mind all GA rules. If in doubt, ask on the forums. Illegal proposals will be deemed as so by the Secretariat and won't be voted.
    3. After you are ready, post it in the GA forum so other players will give you an advice on grammar and other things to fix, if there are any. Have patience, usually up to a month is a good amount of time to wait.
    4. Submit your proposal, and get the support of delegates. A proposal must get support of 6% of all delegates: currently it is around 60, since there are ~1000 delegates. Telegrams asking for delegate approvals are important here.
    5. Wait for your proposal to go on the voting floor after it reaches quorum. You may have to wait previously submitted ones to be voted first.
    6. Your proposal goes on to the voting floor, and must get more than half of the votes (50%, simple majority). Getting support of delegates again, especially of ones running larger regions, is also important here, as their endorsements are translated into votes and can be often be the decising force.
