    Today, a new theme is inaugurated in The West Pacific, one that honors our traditions and institutions and builds on these to provide new excitement and opportunities. This ceremony is not about me, but about you, the residents who make this the best region in NationStates. Therefore, I use this occasion to recognize some of those who have made The West Pacific what it is today and those who have begun the work of bringing it to a new glory.
    Merit is awarded in The West Pacific. The greatness of our region is the result of the imagination, talentand work of many individuals over many years contributing to our common good. These Honors are one way we can show our appreciation to those dedicated residents. As today is the first Honors ceremony in The West Pacific under the current theme, it will be longer than most will be in the future. There are many achievers that must be recognized.

    First, it is with great affection and admiration that I grant Neenee the titles of
    Dowager Empress of the West Pacific
    For her dedicated service as our last Delegate,

     
     Chancellor of The Hall of Peers
    So that she may continue to serve the region with her wise counsel, and
    Celestial Sage
    As one who appointed the current Delegate.

    Next, I would like to honor, Davelands,

    Instituting The Youxia
    I am establishing a new non-Peer Order of Recognition. It shall be called the Youxia.
    The Youxia honor is similar to a Knight Errant and ranks just below the Xia.
    Youxia will be entitled to be addressed as Master or Mistress and to use the seal below.
    To be considered eligible for Youxia recognition, a nation must hold between 100 and 150 endorsements over a period of two weeks. This is to prevent obvious threats from gaining recognition, especially if they cross the endorsement cap. This is also to promote responsible endorsement swapping in the region by considering only those who hold above 100 endorsements in the two-week period. Being below 100 endorsements in the two-week period can deem a nation ineligible.
    Th Speaker of The Hall or their designee will be charged with keeping The Emperor up to date on which nations qualify as Youxia.

    Since I can't comment in the Hall of Nations, I'll comment here....
    Activity creates more Activity.  
     Yes. Spend your time where the new players are it.  In game, not offsite. 
    I notice many important players are not active ingame. They rarely post on the RMB. It seems to me there is more interest in Discord than NS itself. It doesn't matter if my perception is true or not, but if it's true for a 15 year player like me, what do you think confused new players ingame think?
    Inviting new players to Discord and Forums is good, but don't ignore NS itself. That's the primary reason we are all here. Have your general conversations on the RMB, it'll keep it active and encourage new players to participate. THEN they'll be ready for offsite venues.
    When I was a new player, it wasn't the forums or chatrooms that engaged me to participate, it was the telegrams I received ingame, and the commentary on the RMB.
    Talking and planning is great, but accomplishes nothing without action.
    Action is the only means to Progress.
    Again, folks need to pay attention to the region itself ingame. The game is not Discord, it's NationStates.
    Engage with the Game itself. Frequently.
    This was the point of the Crimson Order eleven years ago, to bring activity back to an inactive game environment.
    Yes, it was very distressing to pop in and see that. I've never seen a proper explanation, and every time I've asked, I've been ignored.
    I notice the silences. They are loud and concerning.
    How but including us non-citizen residents and moving the discussion out of the Hall?

    Which ever way Winnie wants this to go is okay by me... PayPal seems to be the easiest route to follow as many players probably already have an account.  Well, at least I do! 
    Do we know what sort of level of funding, apart from annual fees that is needed?  Was thinking about costs for developing/enhancing/repairing features?  We used to have a great feature in Vortex which allowed us to see which nations we had not endorsed and vice versa. This excellent facility fell by the wayside, but maybe that was a different feature from the forum?

    I also seemed to have had misplaced three other former members: Former Holy Ministers Treize Dreizehn , Intelligent Holograms and Charax 
    And it's worth noting that The Sacred Order embraces other Orders in NationStates, including The Crimson Order, the New TAO Order.....although I am concerned The New Pacific Order has lost it's way. Perhaps someday the NPO can return to the Sacred Order and complete the Gates of Redemption and Reunification Ceremonies and restore harmony between The Pacific and The West Pacific.

    We could have The Sacred Order of the West Pacific as a separate institution from the government for example. Has it's own theme, with a TWP historical basis. Grants titles, has an NS ideology...
    We don't need the Delegacy to manage our own affairs and policies, we would continue to recognize the sitting Delegate. Seven former TWP Delegates are members of The Sacred Order, including two current Guardians. The Delegate could join The Sacred Order and still maintain their own government and theme.
     
    You misunderstand.
    Badger is speaking for himself, not admin.  The forum has recognized and provided forums for multiple governments before, more than once. The forum recognizes the TWP community, and the ingame authority of the Delegate. Governments are in reality a form of Role Play that is only tied to the game by the Delegate's recognition of it, as we recognize game mechanics as the true arbitor of ingame authority. The forum seeks to provide everything the Delegate needs and provides for the Delegate's government, but not exclusively.
    We serve the community.  By allowing in-region opposition their own space, the community stays together and in time works to resolve differences as needed. This is the TWP way, and it has served us well for 12-13 years. I've seen large communities torn apart into separate forums and half the community never comes back and abandon's the game entirely in frustration. So many fantastic players lost to that.  Thus, our forum serves the community, not just a government.  Winnie has provided us all with a safe forum home for all (except those that get themselves banned for COPS treaty issues, et al), that isn't overly restrictive as those forums needing to conform to a third party TOS can be.
    We respect our players by seeking to preserve the whole community. 
    There was an opposition group when I was Delegate. There was an opposition group during Yy's delegacy.
    There were the two governments after the Senate refused to work with Fae so she resigned the Delegacy and quit the game. She should have dissolved the government instead, but that government did not recognize game mechanic supremacy and tied her hands as she tried to work with them.  Offsite government restraint of the Delegate results in inactive and rogue delegates, and split communities. Again, the forum resolves that by placing both the ingame appointed Delegate and the whole Community first before any particular government.
    If the Delegate's government works against the Delegate, and the Delegate ceases to recognize that government? The forum will continue to serve that government, while recognizing and providing for the Delegate's new government.  That serves the entire community and avoids breaking it up, while recognizing the Delegate's prerogative.
    I think some misunderstand this, which brings them to be confused by those that say they respect the Delegate's choice, while expressing issues with or opposition to that same choice. As has been said, these are not incompatible positions.

    The delegate asked for participation, yet those with ideas or concerns, have had their thoughts replied to with hollow assurances, rather than any attempt to hear or consider or address opinions/ideas/concerns expressed. That's my impression anyway. 
    Yes,  I sacrifice my ability to participate in order to remain an unbiased neutral admin.*sniffles overly dramatically, wipes a tear from his eye feeling the immensity of his sacrifice....falls out of his chair laughing*  
    Although, I submitted my resignation as Admin in March 2018. But I can't remove my masking myself, and Winnie has left it as it, and I've given the admins my 2 cents on things that come up. *chuckles*
    I also didn't post an oath when our NationStates Republic government required it either. In that case I didn't agree with TWP turning it's governance over to an inter-regional body (sorry PD). Other regions could determine our policies. Of course, I was later the one to dissolve the NS Republic when I became Delegate. It was dead, the only active member was it's President...I don't remember his name or what region he was from....and he was barely active.  But it did have some good activity during Enlightened Defenders Delegacy, and it was altered to ensure TWP's sovereignty.
    Remember to cut out the deadwood as you progress to allow new growth.
    Anyway, you didn't address anything I said or asked before, only commented on my citizenship which I'd already mentioned, so....

    I would feel honored to become the eight former delegate member of The Sacred Order. I think it was around there that I started to have contact with TWP significantly and I always admired The Sacred Order.

    I was feeling and thinking something similar. Perhaps not a full government, I was thinking more on the line of a Hall of Nations, separate from the existing off-site institutions, intended to bring people together and with no goals for the delegacy. Wanna chat about it?
    Recognizing when one's own creation has surpassed one or has become disappointing IS a form of Wisdom.
    I don't think this is a threat, it is a statement of intent. You live in TWP Ark, the ONE AND ONLY region in NS where you could see a group of disfranchised inhabitants come together, form a new institution of any sort, take advantage of the existing off site forums instead of creating new ones (and hence avoiding a whole can of worms of issues) and find their own way to build, live and enjoy community. If this threatens you, man, I think perhaps TWP is not the right place for you. This was the hardest part for me to learn. 
    I don't disagree that we don't need a revolution. But the art of conversation between two opposing parties implies that both of them are willing to move towards a more center-position. You get close to me as I get close to you.

    The party in this situation that is not comfortable with the current proposal made a reach by requesting a simple middle-ground solution, and the other party didn't budged a millimeter. What conversation could be held?. 
    The last time a new windows dressing was purchase at my house, my wife picked an option, may in-law picked an option (RIP), I picked an option, and then we discussed keeping the "Neither of the above" as a valid option. That won, and we went for a different approach. If this "theme" is as light as a Windows Dressing, why was it so hard for you to accept the possibility of a "neither of the above" and a more global selection process?? It seems to me you are down-playing now what you previously up-played... (damn made up words, damn them)
    Or, as it is happening in this case, the powers that be held themselves tight to their idea despite the fact that there are serious and rational doubts about it. Why wouldn't this happen later? For all we know, and the evidence present, your "Halo adjusts it" may not be a real thing, given that they weren't ready or willing to adjust the selection process - which is also the most adjustable part with less work.

    Anyway, as I say, I respect the delegate and his authority, that doesn't means I need to agree with any of what is done.

    Furthermore, I'm not even part of the Hall of Nations so I guess I shouldn't even have the right to mess with this, according to the way things have been handled so far... As WW says, my opinion doesn't matter.

You live in TWP Ark, the ONE AND ONLY region in NS where you could see a group of disfranchised inhabitants come together, form a new institution of any sort, take advantage of the existing off site forums instead of creating new ones (and hence avoiding a whole can of worms of issues) and find their own way to build, live and enjoy community. If this threatens you, man, I think perhaps TWP is not the right place for you. This was the hardest part for me to learn. 
    I don't disagree that we don't need a revolution. But the art of conversation between two opposing parties implies that both of them are willing to move towards a more center-position. You get close to me as I get close to you.

    The party in this situation that is not comfortable with the current proposal made a reach by requesting a simple middle-ground solution, and the other party didn't budged a millimeter. What conversation could be held?. 
    The last time a new windows dressing was purchase at my house, my wife picked an option, may in-law picked an option (RIP), I picked an option, and then we discussed keeping the "Neither of the above" as a valid option. That won, and we went for a different approach. If this "theme" is as light as a Windows Dressing, why was it so hard for you to accept the possibility of a "neither of the above" and a more global selection process?? It seems to me you are down-playing now what you previously up-played... (damn made up words, damn them)
    Or, as it is happening in this case, the powers that be held themselves tight to their idea despite the fact that there are serious and rational doubts about it. Why wouldn't this happen later? For all we know, and the evidence present, your "Halo adjusts it" may not be a real thing, given that they weren't ready or willing to adjust the selection process - which is also the most adjustable part with less work.

    Anyway, as I say, I respect the delegate and his authority, that doesn't means I need to agree with any of what is done.

    Furthermore, I'm not even part of the Hall of Nations so I guess I shouldn't even have the right to mess with this, according to the way things have been handled so far... As WW says, my opinion doesn't matter.

    This is exactly my point. If you want the theme to be successful there must be community buy in. The best way to achieve that is by giving the community ownership of the process.
    Instead we are told "trust us". And those of us who have wanted to discuss the process have been put down, discredited, and mocked for being afraid of change.

    This is the exact approach to create community! Instead of creating the opposite...an us vs them environment.
    When there's absolutely nothing occurring in the Hall except elections, sure this discussion could have occurred in a healthy and meaningful way. 
    Honestly this entire process has left a really bad taste in my mouth for the way our region is governed. Perhaps it is time to discuss a second forum government to give the residents a voice. As WW has pointed out, it has happened in the past.

    Seeing as the whole process is up to the delegate's discretion, the only "too late" point is when the new theme is in place.
    Respecting the delegate's decisions and wanting more community input are not mutually exclusive. It's not "my methods are better," it's more "we think there hasn't been enough community input in this process and that may jeopardize the success of a theme change."
    Yes, but the extent of that say has been voting in the nice and neat poll that includes only the options presented to us by the cabinet. There hasn't been, and I hazard that there never was intended to be, community involvement in the actual drafting process.
    There's no reason the delegate couldn't have come to the community, or just the Hall, and said "We're going to have a theme change. How do you feel about that? What do you think of these preliminary options we've come up with so far, and do you have any suggestions of your own?" That would've spawned discussion similar to this one, but without people being miffed by an exclusionary process.
    As WW pointed out, there are poll options gameside to make it fairly secure. Opening the vote to all residents over 1B will certainly get a better response than the couple dozen in the Hall.
    Better yet, if we actually put effort into promoting and advertising the Hall, perhaps we wouldn't have that problem.

    Beyond disappointing to see The Pacific has continued to work with a criminal player such as Block. It's not the first time they've worked with him nefariously, and it's not the first time we've had to call them out about the association.
    Obviously they didn't learn and don't care.
    The Pacific needs to return to sound leadership, and governance based on respect, trust, and merited responsibility. The current leadership needs to step down having stained the proud history of the region once again.

    Again, I'm not on Discord, so I don't know where this lengthy discussion occurred, because it certainly wasn't here or ingame.
    You seem to have a different POV than those outside your circle. I think it would be wise to consider this.
    Correct and agreed. It isn't an organic change, let's not pretend that it is.
    As I mentioned before, if you set the poll on Native, you can only vote if you have more Influence in TWP than any other region. And if you set it on Large Nations, nations under 1 billion can't vote. IMO you can get a fairly secure ingame vote. But it seem everyone in NS doesn't realize this. 
    But then, it's a pet peeve of mine of that many ignore ingame features in favor of offisite control.

    Let me follow up on my comments about having made theme changes in my time. I took the Delegacy of a TWP that had a brand new inactive forum, no formal government, no constitution/charter/whatever. I was starting from scratch.  That's not the case now. 
    I am afraid my feeling is that this change is being ramrodded down the region's throat, with a couple days of comment substituting for discussion, debate, and input, where any alternative thoughts are dismissed when they were never considered in the first place.  Saint Mark seems overly defensive and apologetic, which doesn't inspire confidence in this plan of action.
    Or in other words, this all seems poorly handled and poorly presented.
    As I said, fourth impression:  My opinion doesn't matter. Sadly, regardless of the Delegate posting promises, I have little confidence in this change under these circumstances. 
    Most of us are not in the Cabinet, and nowhere do I see evidence of this. You are defending yourself instead of promoting your position.....it feels strange and makes me wonder why you are so defensive.
    How often does the Delegate/Cabinet/Guardians bring such issues before the region?
    Isn't it true that controversy drives conflict which drives activity?
    Isn't it shutting down this same activity by rushing to a conclusion?
    *nods* A Delegate, Guardian, Minister should be servants of the region.
