  1. This post isn't actually being distributed internationally, but a Lazarene suggested that TWP might find it interesting / amusing ... and I agreed with him. Therefore, I present our Little Red Book, which was proudly produced by the unremitting workers of the Cultural Cadre in the People's Republic. Introduction "Quotations from Chairman Milograd and the Lazarene People's Party" is a collection of quotes about the ideology and community of Lazarus. The collection contains quotes, both serious and somewhat satirical, from the citizenry of the People's Republic of Lazarus. The quotes are largely original, albeit some have been shamelessly mad-libbed from real quotes because they fit well and/or for our own amusement. The original quotebook was constructed as a part of the PRL's booth in the 2014 NS World Fair. Quotations by Chairman Milograd and the Lazarene People's Party: This book is designed so that citizens of the People's Republic shall read one quote per day. By consuming the invincible principles of the revolution in small doses, and repeatedly reviewing them, we can guarantee that the people wholly understand their lessons! 1. [big][big][big]Current Lazarene Government[/big][/big][/big] Chairman: Comrade Milograd (Endorsements: 170) Vice-Chairman: Harmoneia Cultural Governor: Funkadelia Diplomacy Governor: Matheca Judicial Governor: Mad Jack Information Governor: Kazmr General of People's Militia: DYP People's Congress: Pergamon, Earth and Freedom, Stujenske, Libetarian Republics, The Grim Reaper, Feux, Heronlord Lazarene Liberation Army Marches Forward The Lazarene Liberation Army made a lot of progress this month. Along with its successful missions, the growing army has participated in more update operations than it did last month. The LLA deployed to Union of Socialist Confederate Republics, which is one of the last updating regions in the game, has 13 chatty natives, is a RP region, and had a delegate with one endorsement on the night when its founder CTE'd. Intelligence suggested that an invasion was imminent, and 9 Lazarene troops deployed to support the delegate while instructions on how to secure the region were telegrammed to the delegate. The delegate logged in two days later, implemented a private password in the region, and told residents to endorse him. Overall, the LLA performed successful missions in the following regions: Union of Socialist Confederate Republics [Lazarene Led Defense] Deep Space [Defense] The Triangle[Liberation from Fascist Occupation] Rainbow[Liberation from Fascist Occupation]Association of the Countries of the Free [Liberation with RRA]Rainbow[Anti-Fascist Liberation] Ancient Rome [Detag] Caesars Army [Detag]Sparrow [Detag] Arlon [Defense]We expect and intend to perform more missions as our updater force continues to grow, and as we have more time to work. The above missions largely occurred within a span of ten days, and we've only just begun! Adieu to Spectacor “He's been the pillar of the region for years, always dependable and welcoming to all. He's been the voice of reason when we needed it. And I think he came here to raid us back in the day and just fell in love instead. He's been on NS for 9 1/2 years and he's decided to retire.” – DYP, fellow old fart. It’s always a sad day when a familiar face goes, and there is no painless way to say goodbye. Spectacor is probably as old as it gets in Lazarus, having been around pre-influence, having been delegate even before the monarchy era, through different cycles of death and life, zombies and phoenix, suffering and joy, he never left, not once, until now. Spectacor had been a quiet, well, spectator for quite a while now, but his presence meant a lot to us. He never had a stationed World Assembly nation for influence purposes, no, but in spite of that, he made us feel more secure, embodied in full a certain Lazarene spirit at its very core – that of being able to indiscriminately welcome and give people a second chance and refuge. Perhaps all good things come to an end, but Spectator will always have a part of our heart with him, and within our hearts will always be a hole which only Spec can fill. In spite of that, however, we will march forward, and continue to make him proud. We will carry the same spirit which Spec had in him, and maybe, just maybe, by going on with a little bit of Spec within all of us, we may fill that hole. All-Time Activity Records Broken in November Since the founding of the People's Republic the activity of the Lazarene board has raised continuously. Almost one month ago Milograd ascended to to the office of the Chairman. Now, after the first few weeks of his reign the activity seems to be rallying: all our former records for board activity have been broken in the past month. We welcomed 49 new members to the lazarene board, made 195 topics, and posted over 1,600 times! Amazing numbers, compared with the pre-Milograd overall average posting of 715 posts per month. Chairman Milograd and the people of Lazarus seem confident that they will be able to set new records this month. The month has started slowly due to examinations, but a resurgence of activity is anticipated to occur afterwards and during break; furthermore, army activity has continued steadily. PRL Joins the FRA The People's Republic of Lazarus filed its application for membership in the Founderless Regions Alliance this month. The proposal to apply was unanimously approved for the State Council, and the Council hopes that membership will help us grow our military and intelligence resources, let us build closer ties with FRA membership, and, most importantly, help us defend founderless regions with greater success. The application was approved on 12/6/13. Appointments Milograd appointed the following Lazarenes to the following positions this month: Funkadelia was appointed to serve as a Cultural Governor. After a tight race against Belschaft, Mad Jack was appointed to serve as Judicial Governor. Hobbes, Kogvuron, Prussia, and Campinia were appointed to serve as LLA Officers. Auralia was appointed to serve as our Marshal of the General Assembly. Diplomatic Developments and Breakthroughs: TSP and Laz Ratify NAP, LWU and Euro Treaties Abolished, and Several Treaties in the Works Nearly a month into Chairman Milograd's Delegacy, the People's Republic has witnessed a tremendous breakthrough in Diplomatic relations,not only with GCR's but surprisingly enough, recently founded regions. Ever since announcing its transition to defenderism, Lazarus has been greeted with a deluge of embassy requests from nations seeking help,protection, and above all Lazarus' friendship. November saw the inking of some path-breaking treaties, as well as the end one some. Perhaps the most important highlight of the past month was the Non-Aggression Pact between The South Pacific and Lazarus (passed by The South Pacific's Assembly with a vote count of 27-2) which heralded a new era of ties between the two regions, relations between whom had been icy ever since Milograd's ascension . As an act of showing further commitment and solidarity to this new friendship Lazarus sent a Panda as a gift to TSP which was gladly accepted and reciprocated with an adorable pair of baby otters sent by them. As some friendships grew, another treaty came to an end. Chairman Milograd announced the annulment of treaty with the invader region Lone Wolves United, an act which was seen as imminent by Lazarene residents. Former Chairwoman Harmoneia called it 'the most reasonable decision' and members of the Lazarene Congress spoke out in support of this motion. The embassies however remained intact, given Evil Wolf's history in Lazarus. Embassy Row in Lazarus witnessed a few changes in the past month, with construction of embassies with regions like Wintreath, Miranda, The Renegade Islands Alliance, The Internationale, Spiritus, Communist International and the Communist Region,and a closure of embassy with Europeia. Talks of future treaties with The East Pacific and Wintreath commenced, with great eagerness and vigor on both sides. The treaties are expected to be finalized soon, and mark a new era in Lazarene Diplomacy. Success Begins with (Re)Education A new education initiative was launched this month for the sake of giving newcomers to Lazarus the knowledge the need to know the region well and to competently contribute to regional affairs. Prior to this, Lazarus had never had a guide collection for the sake of augmenting immigration efforts. Over 9 guides were written for newcomers, and almost every aspect of Lazarene society was covered; several more district-specific guides are forthcoming. Additionally, guides for army soldiers were published and several more are being drafted. The Bulletin: Jobs to be Filled Have you ever thought about getting involved in Lazarus? Many have, but some people don't know where to start. The PRL is opening positions to newcomers with nations in the region that hold small amounts of responsibility, and those who thrive in them and get comfortable in Lazarus will be given more responsibility as they continue to prove themselves. Chairman Milograd declared his intention to fill the Lazarene government with the most productive and deserving officials possible, while also providing newcomers a chance to dip their toes into regional waters. Everyone has a way that they can contribute in and, if they're willing to help, they'll be given the opportunity to -- everyone will have an equal chance to prove themselves and those who put in hard work or show great promise will be rewarded and applauded appropriately. The People's Republic currently wishes to see the following duties executed, and if you'd like to consider trying your hand at it, or if you know someone who might, you're encouraged to contact Governor Matheca or Chairman Milograd: Recruitment Officer: Milograd announced the creation of a recruitment branch of the cultural district and the branch needs leadership; the Recruitment Officer will be responsible for starting telegram conversations with RMB conversationalists and long-time residents, and hopefully getting more of our peers involved in the forum community. Miscellaneous Notes The Lazarene Gazette has been hard at work. Its most recent publications have been about our activity records and the exchange of Pandas between TSP and Lazarus. The Cultural District has opened several fun polls on a weekly basis, the DYP Game continues to be a hit amongst Lazarenes, Harmoneia and Milograd posted basic lessons about Mandarin, and Lazarus now has a collection of userbars that recognize both Lazarene pride and individual contributions to the community. His first declaration can be found below: Spoiler: click to toggle People's Congress Elections Conclude The newest wave of reforms in Lazarus included a fresh new election to decide its lawmakers, and people who would go on to aid the Chairman in his efforts to lead Lazarus. The People's Republic got an brand new congress formed by some old Lazarene veterans and newcomers. With the most voices in the election overall won Heronlord with 12 voices, followed by Feux with 10. The other members to be named are: Libetarian Republics, Stujenske, Pergamon, Earth and Freedom and The Grim Reaper. Such a melange of old and new augurs well for the administration, as a lot of substantial input needed will come from the veterans, and the new voices coupled with their enthusiasm will help implement the ideas. New Embassies and Friends Lazarus has established new embassies with Miranda, Wintreath, and the Renegade Islands Alliance! Furthermore, several treaties are being discussed behind closed doors, and more information about them will be published and announced once both parties are ready to go public with their plans and results. Treaty with TSP Terminated, Non-Aggression Pact Proposed Chairman Milograd recently cancelled the treaty with The South Pacific after receiving a telegram from Belschaft which stated TSP's lack of interest in maintaining the treaty. Rumours flew thick and fast as to whether this was done out of spite given The Chairman's history with TSP, or was there a greater reason behind it. The telegram spoke for itself, however. Milograd was accused by some of manipulating loopholes in the newly drafted constitution, but lauded by some for his decision-making abilities; later investigation revealed, however, that the powers exercised made sense and matched precedent. Kringalia proposed the idea of a new non-aggression pact between the two regions and the State Council, along with Milograd, received the idea quite well. First Appointments Under Milograd The first act of our new leader was to promote Kazmr and Harmoneia to endorsee positions. This should help secure Lazarus, especially given the recent concerns about a potential invasion by reactionary imperialists. Furthermore, DYP was permitted to surpass the endorsement cap of the region for security reasons as well. Congressional Agenda Set Chairman Milograd published the current agenda of the People's Congress. The agenda includes the implementation of the legal code, voting procedures, clarifying powers of the Vice-Chairman and other issues concerned with the very basics of the government and the Congress. QUOTE: 1. Implementing the legal code, 2. Implementing a voting procedure, 3. Clarifying that the Chairman can void treaties, 4. Clarifying that the speaker is meant to put proposals to vote, close votes, see to it that voting procedures are followed, and determine whether or not proposals are appropriate/not-contradicting the ideas of the constitution, and establishing a method for replacing inactive congress members, and for dealing with imbalances in the party member/non-party member ratio in the congress. New Army Policy Per Harmoneia's announcement, which Milograd has upheld, the Lazarene People's Militia is now a defender group, which is a great leap forward from its previous and misguided policy of neutrality. The People's Militia is being built up by the day and we hope to begin performing regular update operations by the New Year's Day. Weekly Post Records Smashed, Fun Forum Scripts Added Within merely a week, the total amount of posts on Lazarus' board has risen from 9,000 to nearly 10,000; averaging roughly 100 posts per day since Milograd became Chairman, activity has been on the rise. Former Chairwoman Harmoneia commented, "I'm surprised at how very very few are spam compared to the total." Credit for the gains has been given to the increased interest in Lazarus, the appointment of active players to various positions in the government, the active debates in the People's Congress, the State Council's debates on new treaties and the diplomatic situation with The South Pacific, and increased cultural excitement. The region is expected to reach the milestone of 10,000 forum posts by the end of the month. Furthermore, Milograd recently discovered how to add scripts to a board. Lazarenes may now add their country of origin to their profiles, which have also been made to look more fancy. Drop Your Pants has been modifying some of them along the way, but thus far Lazarus has been receptive to the additions. I can't promise that we'll have the most active military in the GCR's immediately, but I'll see to it that we consistently improve and, eventually, reach a point that we can be proud of. The People's Republic currently wishes to see the following duties executed, and if you'd like to consider trying your hand at it, or if you know someone who might, you're encouraged to contact Governor Matheca or Chairman Milograd: Cultural Coordinator: The Governor of the Cultural District has expressed that his talents might be better put elsewhere, and therefore Milograd plans to put him in a new position. Lazarus needs someone to promote RMB activity, IRC activity, and OOC discussion on the forums in creative, unique, and fun ways. Military Trainers: The People's Militia is gaining members and is being developed by both the General, the Chairman, and other members of Lazarus, but while its still in its infancy it would be highly desirable if experienced nations helped train recruits. The most qualified Lazarenes for these duties are currently occupied with other essential tasks in the region, and thus don't have enough time or resources to dedicate to this important job.This task is temporary: we essentially want to have our recruits trained and them have them lead the military themselves. If no one steps up, we'll handle it ourselves when we have the chance, but nonetheless assistance would expedite the process of building the People's Militia. PNN: An Interview with Afforess Tuesday August 13, 2013 Update: An Interview with Afforess We sat down with Afforess, Capitalist Paradise's infamous recruiter, and asked him about his thoughts on this recruitment fiasco during this afternoon. PNN: Hello Afforess. It's widely known that you're the former delegate of Capitalist Paradise. To start, what's your role within the region now, and how does the region function? Afforess: I am the current the Minister of the Interior. My duties include maintenance of the offsite forums, monitoring the RMB for troublemakers, monitoring national happenings of all nations for potential crimes, and managing the recruitment. It is an appointed (not elected) position, appointed by Kaputer. The region has a mixture of elected and appointed positions. Afforess: I decided after I saw that the telegram stamps were available on Friday. There was no prior planning. PNN: Do you think the mass messages work? Afforess: It depends on what you mean by work. They have drawn in ~150 nations, and a few are still trickling in. Whether this is a success is unclear. PNN: That sounds like success to me. You mentioned that you were doing a study throughout all of this. Are there any results that you're comfortable with sharing? Afforess: It is far to early to call. I plan on waiting 2 weeks after the initial recruitment before writing up a preliminary report. After month of watching after that to determine what percentage of nations simply joined and then ceased to exist is needed. Don't expect final results until October. PNN: That makes sense, though some are skeptical that this is for a report. What is your response to the outrage that residents of some of the regions you recruited from are feeling? Afforess: I'd tell them to turn off recruitment telegrams and stop whining. PNN: Fair enough, but how do you justify your recruitment tactics? Afforess: Justify? I don't consider them unjust actions. Capitalist Paradise doesn't recognize regional sovereignty of any region unless it has been explicitly established in a treaty. Seeing as how the only treaties we have had were with Dharma, no unjust actions have been taken. To state in simpler terms, The Capitalist Paradise only recognizes itself, and the vast unliberated masses outside of the region. There are no other 'regions'. PNN: Right. Some parties, specifically the government of Osiris, have expressed interest in possibly recruiting from Capitalist Paradise or taking up other forms of revenge against your region. What are your thoughts on this, and what do your region's members think? Afforess: We have no opinions on this. They are free to do as they wish. We have no laws preventing such action. The language is picked up naturally by true Pacificans, while it is virtually impossible to understand to a foreign ear or eye. Indeed, whenever you thought a Pacifican was saluting you or someone else, he or she may have been communicating in the root language that PPT is based off of. This is regrettable but it couldn't be avoided. 1. People's Constitution Complete, Forum Released, People Joyful! The South Pacific Socialist Republic has unveiled its new constitution and revolutionary forum. The forum has already accumulated nearly five hundred posts. 2. Ancient Defects From Illegitimate Counterrevolutionary Regime; Others Expected to Follow Long-time TSP resident and former delegate "The Shaft" has defected from the counterrevolutionary illegitimate "Coalition of the South Pacific" to the true government of the region, the South Pacific Socialist Republic. He said, "I got so bored with it all before the region was dieing we couldn't even get anyone to run for office half the time. It is good to see the region starting to have life again." When introducing himself on the new forum, he took the time to note, "BTW I was a distinct part of the old regime and I have taken a new name to play a new game. I was formerly The Shaft. I left because there was no interest in the region." The Shaft joined TSP nearly a decade ago. "I watched this region become apathetic and no one cared anymore. There is a new life in this region being led by Comrade Milograd. There is a new life now that is blossoming and will grow and become stronger and stronger with each passing day. He brings a lot to the table and we hope to improve our region alongside him. Of course, foreign imperialists like TITO and the UDL will do all that they can to interfere in what has clearly become an internal matter. Even though long-time residents of the region such as Shaft and Fudgetopia have expressed their interest in reconsidering the future, UDL foreign legions have shown up on our doorstep multiple times throughout the week. And this brings us to our next announcement! 3. A Week of War is Survived It has been a rough battle, but nonetheless the people's revolution is still alive after one week of warfare. The UDL and its allied forces made several attempts at invading the South Pacific this week, but the two most notable attempts came on Saturday major and the following Friday major. On the first, the invader troops were swiftly banjected, and the invaders completely missed their update time during tonight's attempt. Funnily enough, some of the would-be invader counterrevolutionaries assumed that Milograd was using a script to banject their pitiful attempts at liberating the region. "He is deffo using a script," PlunkettsParadise exclaimed in a "super secure" New Southern Army operations channel. 4. Harmonious Truths and SPSNS Launch for Culture Comrade Ofly's "Harmonious Truths: Glorious Tales from the SP Revolution" have become a popular hit since the People's Uprising began on 4/20, and the thread has picked up nearly five thousand views. It is an entertaining read and satire with thirteen editions (as of now) and we encourage others to check it out. The South Pacific State News Service was also launched by Comrade Erusea earlier this week, and it currently has two editions: one is a news piece, and the other is a tabloid. Discussion about the people's revolution's roots and the earlier invasion attempts are covered by the SPSNS, and we anticipate that we will be churning out more articles in the immediate future. 5. Unfortunately for him, Milograd has no plans on missing any updates. 6. People's Liaison Elections Begin People's Liaison elections are heating up in the South Pacific Socialist Republic. Hobbeebia, and Por Larranaga are currently running against each other for the position, but Proletariat Revolution, Ofly, Minnows, and Erusea have also been nominated. Eruse and Proletariat Revolution have rejected their nominations, for they wish to serve elsewhere during the Great Leap Forward. The nomination period lasts two days and the voting period also lasts for two days. Milograd said, "In the old government, the forum assembly would tell the in-game population what to do. In our new government, the in-game population's wishes will be conveyed to the People's Liaison who will share their desires with the forum government, who shall then follow through on what they want. This is part of the glory of the new system." 7. There is no 7, but feel free to have a sneak peak at Biyah's classified intelligence files anyway. 8. Counterrevolutionary Counter: Tallying Up the Great Purges Approximately 2,000 counterrevolutionaries have been purged since the Great Leap Forward's inception. We regret that purges had to occur and will continue to occur until the motherland is free of filth, but it was absolutely necessary given the presence of reactionary sleeper agents within the South Pacific's glorious territories. We truly hope that the UDL and company will cease sending subversive agents into the region. 9. Conclusion It's been a crazy week for the South Pacific, but we hope that everyone is, to some degree or another, entertained, and we hope that we'll still be here next week!   9. Trial of Ravania Continues in TNP; Falsehoods Revealed 4 April, 2013 PICTURED: Malashaan address the Court while Ravania looks away. COURTHOUSE, THE NORTH PACIFIC — The trial of Ravania, a UDL lieutenant accused of espionage and treason against The North Pacific, continues this week and has entered into the evidence discovery phase. The charges arose out of an incident during the raid of Warhammer 40000, an operation in which the North Pacific Army (NPA) was assisting the raider delegate against the UDL. Ravania, at the time an NPA member, provided internal NPA documents discussing the operation to the UDL. Information contained in these documents was later allegedly used by Unibot in an attempt to manipulate TNP's Regional Assembly into withdrawing the NPA, in order to simplify the UDL's liberation attempts. After two days of secrecy on the part of the UDL, the leak only came to light after UDL Lieutenant and TNP Administrator and former Delegate Eluvatar, loyal to his home region of TNP, disclosed the matter to NPA leadership. At this point, the UDL's spin cycle kicked into overdrive as they handed out minor punishments to all involved and promised full cooperation, while The North Pacific began an investigation which has thus far resulted in the indictment against Ravania. Following the disclosure of this matter to the NPA, Ravania's actions were investigated and he was dismissed from the NPA. Shortly thereafter, the Attorney General of The North Pacific, Gaspo, assisted by Deputy Attorney General Belschaft, filed charges of Treason and Espionage, which were accepted by the Court and have proceeded to trial. In response to the charges, Ravania secured Malashaan as counsel and entered a plea of “not guilty” to the espionage and treason charges lodged against him. Malashaan subsequently attempted to have the charges dismissed, arguing that Ravania couldn’t be guilty of espionage, because the private information from TNP's forums was not sufficiently material, and because its disclosure was a form of protected speech. TNP Attorney General Gaspo objected, arguing that free speech does not extend to the speech of others, and that an individual does not automatically have a right to disclose something, simply because they have access to it. The motions to dismiss were denied by Chief Justice Abbey Anumia, who found the defense's arguments unpersuasive. With the trial proceeding to the Discovery stage, in which evidence is uncovered and submitted to the Court, a startling revelation came to light today, in the form of the log from an internal UDL officer channel that was submitted as evidence by the prosecution. The log contains evidence of UDL Lieutenant Mahaj soliciting a more complete disclosure of the thread, in the form of screenshots, than the simple copy-paste provided initially by Ravania. This directly contradicts previous statements from both Ravania and the UDL, which claimed that at no point did the UDL (or, presumably, any of its senior officers) actively solicit or request information from Ravania. "UDL has never asked me to give any intel on operations of a foreign military I am part of," Ravania said in a public statement in which he resigned his TNP citizenship. In his announcement entitled "In Regards to the North Pacific’s Investigation," Unibot echoed this claim when he said, "It should be clear that we did not order this action; Lieutenant Ravania [leaked private NPA information] under his free-will." A slightly shortened version of the logs, provided below, demonstrates the contradiction between the UDL's statements, and the way the events actually played out. The full version can be found here. The only elements which have been removed from the copy submitted to the Court, are off-topic discussions unrelated to the matter. The crucial commentary from Mahaj comes at 05:55PM. Quote While the UDL has repeatedly claimed that it is fully cooperating with the investigation of The North Pacific, it has yet to publicly produce any chat logs beyond that admitted to the Court. No record of any discussions regarding the leaked documents, at any point over the two days between the leak and its public disclosure, has been made public.   16. This kind of thing is why I considered suggesting an endorsement cap in TSP that would prevent players from giving out more than a certain number of endorsements. If someone endorses every player in the region, it is usually rather obvious that they are gunning for the delegacy. It's annoying to be a security official when you know that a nation is a threat but that you have to wait for them to reach the cap before banjecting their nation.
