TNI Statement on Intelligence Matters

Greetings,

 

The Crown Intelligence Organisation of TNI, has determined that the time has come to announce the end of Operation Biscuit. We consider this operation, which was sanctioned in September 2009, to have been a significant success for TNI and her allies, but we have decided to let it conclude now, due to RL reasons - and aided by stable successor operations.

 

Former Arch Chancellor of the FRA - Wibblefeet - who served in the FRA Cabinet including as Minister of Intelligence, for most of 2011-2015, is a senior member of the TNI Crown Intelligence Organisation and has been working as an Agent for it since the beginning of the Operation.

 

During 2007-9, we were engaged in a military conflict with the FRA which revolved around their interference in a number of TNI colonies. This led to a need to understand their military activities, and so we commissioned Operation Cowbird, with a view to perpetrating the FRA Rangers to obtain information and live updates on their troop movements. Eventually we achieved this, and this was useful for some time. However, by 2009, FRA’s engagements with our sphere were becoming more damaging, including in allied Europeia where Falconias and Karputsk were uncovered as spies, under the names Champagne Jam and Lmaoofl respectively. Worryingly, their attempts to infiltrate the region continued even when they were uncovered. Additionally the problems came closer to home with the planting of fake information into Raider Intel sources, in an endeavour to get us to remove senior members of TNI. We didn’t fall for it, but it was obvious we needed deeper insight to protect ourselves in the future. And then in parallel the increasing inactivity of our Agent was also a concern - we thus initiated Operation Biscuit.

 

Our new Agent was originally emplaced in the FRA member region, A World Power, the home of the famous FRA intelligence maestro, Numero Capitan. Like most FRA regions, its activity was already waning by the time he joined, at the hands of the ever consuming requirements of the FRA Government. Indeed we soon found out it is there not the member regions where the real power lies in the Organisation. And so it was there that our Agent was destined. He became an appointed Representative to the Regional Assembly, which was a good starting point for his career in FRA politics.

 

In April 2011 he was elected to Cabinet as Regional Recruitment Officer, a typical first job at Cabinet level. He served under the Arch Chancellorship of the illustrious Unibot, and despite his recent fall from grace, we saw him as having much potential back then to significantly expand the FRA with his radical ideas and obsessive energy. We thus welcomed his demise there - a view somewhat vindicated by his subsequent establishment of UDL which went on to overtake FRA as the pre-eminent defender organisation for the next couple of years.

 

In July 2011, Wibblefeet ran for the Speakership and thus secured another Cabinet level position, which he was ultimately elected to five more times. In November 2012 he was appointed Deputy Minister of Intelligence, and then in March 2013 he was elected Minister of Intelligence. He was re-elected as Minister of Intelligence later in the year, and served in Cabinet again in August 2014. In February 2015, his service culminated in his election as Arch Chancellor.

 

During this period, we have thus accumulated and viewed as they were made - Cabinet records, Intelligence records, IRC convos, and other information both for the period 2011-15, and the bits that weren’t archived for 2008-11. Throughout this time, the vast amounts of high level information available to us, in the form of FRA Cabinet and Intel Records were accumulated, which we still hold in Archives, of over 1,000 posts. They have reports on everything from regions down to individuals levels - undoubtedly one of the most extensive Intel set-ups in NS history. They even have a specific intel file on NES, wherein they posted IRC convos their officials had with me, and a list of my IPs. Now, that really takes the biscuit.

 

Amongst the Intel records we have are details on over 40 FRA intelligence operations, the majority but not all of which were irrelevant and short-lived. We found out about their operations in TNI, and that of our allies, some of which we decided to curtail. Their attempts to use spies to destabilise and infiltrate regions that engage in raiding, like Europeia, Ainur and TNI are now well known. But the Cabinet level information has given us a much wider insight into the FRA’s meddling across the game, especially for example in the Sinkers, which they have often sought to bring within their sphere of influence and with Lazarus and TRR - have succeeded. They got close with Balder and Osiris too at times. They retain influencers in some other regions, but are now mainly focused on GCR politics.

 

FRA members have often sought to publicly proclaim their political actions in regions were taken as individuals, but in fact many have been secretly reporting back to the FRA all along. And we have it all on the record, indeed, we witnessed it as it happened - along with countless IRC conversations outlining their thoughts on various affairs, including past coups etc, from a very frank perspective. Over the coming months we may declassify some of Biscuit.

 

Our old enemies in FRA became weaker during this period, but this was due to internal issues, not because of Operation Biscuit or any of our other enterprises. We have a strict code of conduct which emphasises that our aim is to seek information, not destruction. We also avoided talking about or sharing any of the information we obtained that might jeopardise Biscuit, no matter what was said in the FRA and however tempting it was to reveal, we did not compromise the operation - hence its longevity. Also we have had many opportunities to damage the FRA to varying degrees, all of which we rejected. Biscuit’s goal was clearly and unambiguously to extract information from the FRA to help educate and protect us from the threat they posed to us, and to allow us to set up future successor operations. Wibblefeet’s service to the FRA over the years was thus considerable, and other than what was necessary to secure us information, he was instructed and closely advised with the intention of doing nothing to damage the FRA or it’s interests.

 

We remember all too well the many times defender organisations have deliberately destroyed or tried to destabilise their enemies, both in the days of old, and more recently. But we have deliberately avoided that. To that effect, Biscuit has given our Agent the possession of the Foundership and Admin on Forums (with 140,000 posts) of the once prolific FRA member region, A World Power. Those positions will be entrusted and handed over to appropriate people unharmed.

The festivities begin on the RMB, our Linkforum and our LinkDiscord server on Friday, October 14th. Join us first thing in the morning for our Friday Karaoke tradition. The official celebration begins at 19:00 (USA EDT) with formal introductions, and will continue throughout Friday into Sunday. There will be games, music, an open chat party, amusing stories about The West Pacific and a panel discussion on the history of TWP. A highlight of the celebration will be a State of the Region address offered by Big Bad Badger at 20:00 (USA EDT) on Saturday. TWP will also hold joint military operations in recognition of the event.
