Fujai (fu:'jaɪ, foo-yEYE), officially the People's Communes of Fujai (Fujansk: Folkskommunarna Fujai), is a communal socialist directorial republic located in and near the Thulian Ocean in northern Polaris. It is comprised of the island of Saisland, portions of the Setgård islands, and the regions of Hasmark and Lannreid on mainland Polaris. Fujai also lays claim to the areas of Lannreid and Setgård controlled by Dalimbar since the 1200s.

Fujai has a total area of 521,912 square kilometers and a population of 7.3 million, mostly concentrated in south and west Saisland and south and east Hasmark. The country is bordered by Dalimbar on the east, shares an extensive border with Cambria to the south, and in the east borders Gloibria and the Cambric exclave of Corentin. Much of its coastline, especially in Saisland, is broken by deep fjords, with large areas covered by forest, tundra, and mountains. Its maritime location heavily moderates its climate, making it relatively temperate compared to its latitude in the east and south, with its coldest locales located in the northwest.

Humans have inhabited what is now Fujai since approximately 11,000 BF. Berganisk peoples have inhabited the region since at least 2800 BF, being recorded in history in the centuries before the Markian Founding as the Saisar, Hasar, and Lanning, comprising along with the Glorar and and  the peoples known as the Næring. The period from roughly 200-500 AF was characterized by migration, settlement, and raiding along the coasts of northern and eastern Polaris. Independent states emerged in Hasmark and Saisland in the early 500s, uniting into the precursor to the modern Fujansk state in 1021. The personal union of Fujai and Gloibria occurred in 1042 in response to growing Cambric influence in the region, failing in 1113 due to the Fujansk Civil War, which established the short-lived Gulhatt Republikk before the monarchy's restoration. The next two centuries were characterized by increasing Dalimbari aggression, with the Lannreid Forbund joining Fujai for protection in 1211, and a succession of wars eating away at Fujai's western territory throughout the 1200s, leading to increased alignment with the Astorians to the south. The disastrous First Northern War (1309-1312) dramatically reduced Fujai's area and began an economic depression leading to the Fujansk Revolution, which established the Red Monarchy, a socialist directorial republic with an elected ceremonial monarch. After a decade of economic reorganization, the ceremonial monarchy was abolished in 1331, leaving the current system in place. The Second Northern War (1357-1365) resulted in the return of much of Fujai's land to mid-1200s borders, and aided in Fujai's postwar economic success. On an international level, Fujai has been closely aligned with the Astorian Union (AU) for over a century, primarily as a defense against Dalimbar, and while not a full member, is a signatory of many AU treaties.

Fujai is one of the few nations to use a directorial system of government. Executive power is vested in the seven-member Stadsråd (State Council), and its members and its Rodd (Voice) are directly elected yearly. The Velkting forms the legislative branch and has the power to initiate recall elections for the Stadsråd. Iren Kristoffshavn serves as the current Rådsrodd, Tova Landsvik as the Speaker of the Velkting, and Aldis Steredal as the Hovudmidjar (Head Mediator).

Fujai uses a democratic socialist economy with universal healthcare, education, housing, transit, and an extensive social security system. These are funded with some of the highest and most progressive taxes in the world. Profit is outlawed in Fujai, and most companies operate as worker cooperatives or are under public ownership. Much power is delegated to the local kommunar, which often leads Fujai to be termed a "decentralized" or "municipal" state, while acknowledging the immense influence of the central government. Other values central to the Fujansk system include the landsuveren (land sovereign) and bypraksis (city practice). Fujai maintains an extremely high ranking in many international metrics, including quality of life, health, education, protection of civil liberties and political freedoms, equality, prosperity, and human development.

The largest divisions of Fujai, the landar of Fujai correspond to the nation’s constituent parts. They are purely geographic and cultural, and have no administrative purpose. Each Land was once an independent entity, with the Fujansk unification of Saisland and Hasmark in, and Lanriget (Lannreid) in 1211.

The fylkar are the highest political administrative divisions of Fujai below the national government. They are organized along the primary historical cultural divisions of the country. Each fylke is governed by a delegate assembly gathered from the kommunar, and administers the fylke’s transportation, healthcare, culture, and other planning.

Level 4 - Distrikt // District

Distriktar are mostly geographic and cultural entities—there are usually 2-4 distriktar per fylke.

Level 5 - Kommune // Commune

The kommune is the center of modern Fujansk society. Most ways that government affects the people’s daily life happen at the kommunal level, and it is also at this level that the people exert the most control over government. The primary decision-making body of kommunar is the kommunal assembly, which is made up of all the kommune’s residents, and whose business is guided by the elected members of the Styre (Board).

The smallest populated kommune1 is Saudanes, with 3 residents, and the largest is Keiserholde, with 998,182 residents.

Level 6 - Rote // Ward

The rote is a division that originated in the cities of Rønnøn, Tåkstad, and Riekia. There are usually 2-5 rotar per kommune, but large cities may have dozens.

Level 7 - Strøk // Neighborhood

Strøkar are the smallest administrative division of Fujai. Some kommunar have only one, while Keiserholde has 236.

Exercising the imagination, experimenting with talents, being creative; these things, to me, are truly the windows to your soul. Remember how free clouds are. They just lay around in the sky all day long. Each highlight must have it's own private shadow. Didn't you know you had that much power? You can move mountains. You can do anything. Just a happy little shadow that lives in there. All those little son of a guns.

This is probably the greatest thing to happen in my life - to be able to share this with you. Learn when to stop. Let's just drop a little Evergreen right here.

Trees grow in all kinds of ways. They're not all perfectly straight. Not every limb is perfect. If you hypnotize it, it will go away. When things happen - enjoy them. They're little gifts. This is unplanned it really just happens. It's cold, but it's beautiful. Sometimes you learn more from your mistakes than you do from your masterpieces.

Just make little strokes like that. I'm sort of a softy, I couldn't shoot Bambi except with a camera. It's life. It's interesting. It's fun. This is your creation - and it's just as unique and special as you are. We don't really know where this goes - and I'm not sure we really care. Anytime you learn something your time and energy are not wasted.

If I paint something, I don't want to have to explain what it is. A fan brush is a fantastic piece of equipment. Use it. Make friends with it. Let that brush dance around there and play.

We can fix anything. If you do too much it's going to lose its effectiveness. What the devil. This is an example of what you can do with just a few things, a little imagination and a happy dream in your heart.

And I will hypnotize that just a little bit. This is your creation - and it's just as unique and special as you are. Isn't that fantastic?

All you have to learn here is how to have fun. There comes a nice little fluffer. Working it up and down, back and forth.

The government of Fujai is a communal socialist directorial republic split into three branches: the legislative, executive, and mediative. Legislative power is placed in the Velkting, the parliament; executive power is placed in the Statsråd, the council; mediative, or judicial power, is placed in the Statsmidjerjon. Statsråd collectively serves as the head of state and government.

Velktinget

The Velkting is Fujai’s parliament, made up of 211 Velktingsrepresentants (VRs). The Velkting has been a unicameral body since the Folkskongress of 1316 abolished the former upper house, the Højting, among other things. The Velkting is seated in Velktingshuset inside Solrunsborg, Grønnevej 100, Keiserholde.

Functions and Members

The Velkting’s duties focus on acting as the peoples’ representatives, lawmaking, policy, and the running of the Fujansk government. Apart from these, the Velkting has the power to call snap elections for itself and the Statsråd with 60% support. The Velkting elects the Høytalar, the speaker, who is one of the most prominent public figures in Fujai. They are typically the leader of the largest party in the Velkting, though there have been exceptions to that custom.

Velktingsrepresentants must be Fujansk residents of at least 16 years of age at the time of election. VRs are elected for a maximum of two three-year terms.

Elections

Velktingsrepresentants are elected directly using a mixed-member proportional system, where voters cast ranked preference votes for their mixed member district and a vote for political party. 100 VRs are elected through multi-member districts, while the remaining 111 VRs are chosen from open party lists to achieve a proportional distribution of political parties. Elections in Fujai are overseen by the Statskjøsingkomisjon (informally known as Kjøsa).

Statsråd

The Statsråd is the council that serves as the executive power of Fujai. It consists of seven directly elected members, the Rådgafar, who each head one of the seven Ministerjonor. The chair of the council is the Rådsrodd, whose deputy is the Annarrådsrodd, commonly called the Rodd and Annar, respectively.

Elections

Elections for the Statsråd are held yearly concurrently with Velkting elections. Rådgafar are directly elected to specific seats on the Statsråd by ranked choice vote for up to three one-year terms. The positions of Rodd and Annar are elected yearly by approval vote among all candidates running for Rådgafar, and may only serve in that capacity once. Only Velktingsrepresentants are eligible to stand for election and must give up their seat if elected.

Snap elections for all members of the Statsråd (and Velkting) may be called by the Velkting once per year, though not within three months of a regularly scheduled election. Rådgafar elected in this way serve out the rest of their term.

Recall elections for individual Rådgafar may be initiated with 70% support in the Velkting, or by successful public petition.

Functions and Members

The Rådgafar serve as the heads of Fujai's seven Ministerjonor and they serve as the collective head of government of Fujai—no single member is vested with executive power. The Rådsrodd serves merely as a spokesperson and meeting convenor, and not as a leader, per se. The Utanriksrådgafar performs many of the foreign relations tasks that heads of state perform in many other countries.

There are no mistakes. You can fix anything that happens. You can't have light without dark. You can't know happiness unless you've known sorrow. Water's like me. It's laaazy ... Boy, it always looks for the easiest way to do things You want your tree to have some character. Make it special. Tree trunks grow however makes them happy. Little trees and bushes grow however makes them happy.

This is the fun part You've got to learn to fight the temptation to resist these things. Just let them happen. You gotta think like a tree. Use what happens naturally, don't fight it. Let's make some happy little clouds in our world.

I really recommend you use odorless thinner or your spouse is gonna run you right out into the yard and you'll be working by yourself. If you don't think every day is a good day - try missing a few. You'll see. The only prerequisite is that it makes you happy. If it makes you happy then it's good. Be brave. You can create beautiful things - but you have to see them in your mind first.

Use your imagination, let it go. Be so very light. Be a gentle whisper. Van Dyke Brown is a very nice brown, it's almost like a chocolate brown.

We start with a vision in our heart, and we put it on canvas. Everything is happy if you choose to make it that way. With something so strong, a little bit can go a long way. Remember how free clouds are. They just lay around in the sky all day long.

Let's get wild today. I guess that would be considered a UFO. A big cotton ball in the sky. You have to allow the paint to break to make it beautiful. We don't make mistakes we just have happy little accidents.

Just let your mind wander and enjoy. This should make you happy. If it's not what you want - stop and change it. Don't just keep going and expect it will get better. You have freedom here. The only guide is your heart. We don't want to set these clouds on fire. These things happen automatically. All you have to do is just let them happen.

We can always carry this a step further. There's really no end to this. Let's build an almighty mountain. In your world you can create anything you desire.

We'll throw some old gray clouds in here just sneaking around and having fun. Talent is a pursued interest. That is to say, anything you practice you can do. Working it up and down, back and forth.
