This is probably going to be unpopular but I do not think we need to be banning people for ingame IC actions.  That is specific to URAP.  Known forum destroyers should be banned.
 
But, I also dislike the idea of banning because of association.  Are we banning all players that have some association with DEN now?

Hassan Koury slipped into the voting chamber holding a sheaf of papers. Pulling out a paper he took a deep breath, then, blinking suddenly, put it back and rifled through the sheaf for a few seconds looking sheepish.

Having said his piece, he slipped the paper onto the Presiding Officer's desk and briskly ascended to an unoccupied desk. After looking over that first paper carefully for a few seconds, he briskly strode over to the Reçueçn representatives.
 
"Sirs? I would like to apply for asylum in Reçueçn."

Though I agree with Llamas in that, while conditional votes may be not allowed, Llamas was trying to be respectful by it and there were much more orderly ways to inform him that conditions aren't allowed.
