If you are referring to WA statistics, I am unsure how promotion of religion affects other statistics. Perhaps another in the region would know. I don't really involve myself in the stats.

Seeing as I have a history with a more harsh government style, you won't be surprised to find that I believe the cap for those not endorsing the delegate should be 1. If they are draining influence from the region, they should not be rewarded. A nation needs two endorsements to make WA proposals. If they want to live a quiet life of WA participation, they can pay the tax of their endorsement. Otherwise, I think Arch's tiers are pretty good. Keep in mind this is going to link the forum community activity levels back into the in-game endorsement levels. It might take some fancy legislating and be a bit of a hard sell.

Honesty time from Dark: I'm sorry, but I didn't read past the second sentence. In a persuasive essay, never open by suggesting a person do exactly the opposite of what you wish them to do. You admit defeat in the second sentence.

I, of course, hate the idea that the SC will have the ability to invade a region without sending a single troop. But I understand that there is an effort to make the SC relevant to strategic gameplay. Since this will probably be the first change implemented, I strongly suggest we begin recruiting a pet on-site forum denizen to keep our delegate from becoming impotent. I like the ideas of some sort of influence limits and the use of regional officers to spread the workload for the delegates.
