  1. Hello my friends from The West Pacific. As it is my duty, I bring to you a summary of my ideas for the position of Prime Minister of The West Pacific. Executive Council Management One of the main changes that the introduction of the new Executive Council act brings is the creation of the Executive Council, under the direct management of the Prime Minister. As such, the council reflects on the PM's capacity to select and manage capable individuals to perform the different tasks assigned to the officers that form it. I am a believer that an active individual with a strong desire to cooperate and to learn is a better choice than an inactive old face who may know a lot about it but is no longer committed to the level of activity we require. As such, I do not intend to select Officers from among the old and known, unless they are also ACTIVE and WILLING. I'd rather have someone that learns the job along but is actively seeking to improve than a dead-weight. I'm also not afraid of removing people who have stopped doing their jobs. Likewise, I'm also a very hands on manager, this is, I do not sit and wait for stuff to be done, and I'm ready to actually perform the duties that are required to be performed, should anyone fall back on them or need help. I consider myself more of a side-by-side manager than a ruler from above. I like people who works with me to feel free to present their ideas and be ready to defend them, nurture them, realize them and make them happen. Delegate and Guardians The Delegate and Guardians are the representatives of the in-game TWP, and as such, should be a part of the off-sate in-forum community that we form. As such, it is my intention to both collaborate with their needs, when they have them, or ask for their assistance, when we - the forum community - require it. Be it to sponsor stuff on the in-game RMB or via TG, reach out to TWPians through a mass region TG, or in any other way relate our needs and capacities together. It is my ideal to represent the wishes and needs of the community, not to impose them or force them. Foreign Affairs As it has been mentioned in several places, we should be aiming to acquire new allies and friends among the different communities that form the NS-verse. I'm not particularly inclined for or against defenders, raiders, invaders, imperialists, etc, as I have always think those are just ideologies people creates in this realm to have a pivotal point for discussions and arguments. I instead believe in COMMUNITIES, and I'd like us, as a WHOLE, to decide who we want near us, and the reasons we want them near us. Internal Affairs We have a very relaxed and easy-going culture in TWP, but this does not means we are not able to allow, through our community, that new players learn the basics of the game and the many aspects their gaming can take: from GP to RP, I think we should be able to improve our community to be able to accommodate the needs of everyone internally. I also think our presence on the RMB is strong, and we can coordinate with the delegate's office to perform joined events, or even to promote them. Why not think of the Karaoke Friday's as both an RMB and Forum activity? This is just an idea, but an example of the things I'm sure we can achieve. Military Affairs I hope we are able to build a strong militant TWP militia that will be both independent from the petty schemes of existing ideologies, and also significant enough to be able to make a difference, both defending those that require our help and request it, be it through treaties or whatever, or attacking those who either try to harm us or our allies. We should also be able to keep regular practice, to both improve our jumping capacities and form new experienced soldiers. Legislative Affairs I don't want to create a complex multi-layered legislative system that suddenly becomes hard to follow and comprehend. I don't think a complicated multicameral system is what we need, and I want us to be more active regarding what we want our community to BE than what laws we want to make just for the sake of making more laws and regulating ridiculously detailed aspects of TWP's life. This does not means we are turning down ideas: as I mentioned earlier, I want to represent the ideals and ideas of the people in the region, not determinate what I want it to be... Activity My main goal, however, is to ensure that we create an environment where people FEELs at home, where people feels they can come on a daily basis and both have a good time and feel comfortable. This two aspects, I believe, are what makes people remain active in the first place. And to do that, we must be able, as a whole, to provide people with the experiences and aspects they find entertaining. From those who enjoy spamming the forums (in the respective areas designed for that, of course), to those who want to find a place to do some role playing (where, I must admit, I am not as strong). From those willing to entertain their diplomacy skills through foreign affairs, to those who want to form part of an ACTIVE militia and learn game mechanics. We must be both flexible and welcoming! THIS IS MY VISION And it is a vision that I, of course, can't complete alone, but with the assistance of the community as as whole. Thanks!
  2. I can asure you that hell will freeze before I quit the region I was born into over 10 years ago. My future in the senate is another matter that has no relevance at the moment, as you are not a part of the NPO. However, to be very clear and open, Cormac, whatever your opinion is - and which you have a right to - nothing of what you say is something I should or shouldn't do. They are your opinions, and nothing more. I can certainly value them, specially if one looks as your alignment history, but you need to realize I'm not you and you are not me. However, do expect news tomorrow. For once, you got one right in certain comments.

  5. With the position of Prime Minister becoming vacant as of April 20th, and to ensure all the election process is completed on a timely manner, I hereby open nominations for the position. As per the General Election Guidelines act: Nominations will remain open for 3 days, and candidates may start campaigns in the HGA forum as soon as they accept their nominations.   6. Hello my friends from The West Pacific! I hereby will like to tend my resignation to the position of Speaker / Prime Minister of the HGA to which I was elected last March. The reason is quite simple: I was elected to be your speaker, and with recently introduced acts the position has changed enough so that I don't feel it would be correct not to open a new election or to just take tgrthe post. It seems the correct, right and lawful thing to do. However, since elections and the like are handled by myself as well, I'm resigning effectively as of April 20th, 2015: Next Monday! This will allow us to go through the nomination and election process as established by the laws we ourselves constructed and voted for. Thanks!

  9. Thanks. The acts both passed. As such, I'm technically the new Prime Minister of TWP with a 4 months term serving from April 1st, however, I do not feel this is the right path to a mature fair and stable government, since I was chosen to serve as Speaker, not as Prime Minister. Due to this, I will present my resignation TOMORROW, effective on April 20th, and will also open both the corresponding Nomination Period (3 days as per the General Election Guidelines Act), as well as handle the election itself (which should run for 5 days, From Wednesday to Sunday next week) with a result coming out on Monday 20th, and hence a new Prime Minister effective as of that exact day. In the meantime, as Prime Minister, I will NOT elect any officers, as it seems unnecessary for a 9 days period, and also irresponsible. I will, however, try to assist Darkesia in the currently existing issue regarding the Lazarus events. I have decided, that while the In-Game Embassy remains closed, and due to the discussion on this thread: http://www.westpacific.org/forums/index.php?/topic/1307-motion-to-condemn-stujenske-and-recognizing-the-lazarene-underground-movementI am considering temporary closing the Lazarus in-forum embassy. I've not decided yet, and I'll like to hear from other assembly members in THAT thread. Thanks.
  10. I believe PD's comments are out of line. If they are directed towards me, my friend, I personally think you know little of me as to realize if I am or not a security threat. If this is not directed at me, I would have to wonder where or why. Not all players are incapable of handling different personas under the same name, and fortunately, my work on TWP thus far shows it. I personally believe people should be judged on real achievements and work instead than on their other relations in a game full of complex relationships. However, I do not wish to enter into a discussion of create a problem. It is not the place nor the right reason either. On a side note, as current and temporary prime minister, I agree that the will of the Lazarene people is not clear, and reflecting the current state of the In-Game embassy, I'm inclined to close our in-forum embassy as well, until things are cleared or the in-game embassy is re-established. However, I'll like to see other Assembly Member opinions.
  11. The Executive Council Act Effective 11-April-2015 1. The Holy Grand Assembly hereby establishes the Executive Council of the West Pacific. a. The Executive Council will be tasked with carrying out all commands and laws of the regional legislature, defending the region's security, serving as an advisory body to the delegate, and promoting the regional welfare. b. The Executive Council will be headed by the Prime Minister, who will coordinate its activities, set its agenda, and assist all members of it in the completion of their duties. c. The Executive Council will consist of Prime Minister and the Officers of Foreign Affairs, World Assembly Affairs, Community Affairs, and Home Affairs. d. The Chief Justice shall be considered a non-member observer on the Executive Council, and have access to all Executive Council communications, but shall not be considered full members of the body. 2. The Holy Grand Assembly hereby establishes the Offices of Foreign Affairs, World Assembly Affairs, Community Affairs, and Home Affairs, each of which shall be headed by their own officer. a. The Officer of Foreign Affairs will, in consultation with the Prime Minister, be responsible for coordinating diplomatic interaction with other regions. b. The Officer of World Assembly Affairs will be responsible for educating the nations of The West Pacific in regard to World Assembly matters, advising the delegate on how to vote, and advocating for proposals which he or she considers beneficial to the region's interests within the Security Council. c. The Officer of Community Affairs will be responsible for facilitating community affairs, including but not necessarily limited to integration, culture, and role play. d. The Officer of Home Affairs will be responsible for convincing recently-founded nations within TWP to remain within the region, increase the number of nations in the region who are both in the World Assembly and endorsing the Delegate to assist domestic security, and educate the people of the region so that they may grow to be active and productive citizens. 3. The Officers of the Executive Council will respond to the Prime Minister, and will be held responsible before the Prime Minister of their actions and omissions in the execution of their duties. a. The Prime Minister may appoint and dismiss officers at his discretion. b. The Regional Assembly may remove any members of the Executive Council through a vote of no confidence. In order to succeed, over three-fifths of all votes cast must be in favor of removing the incumbent minister. 4. Officers of the Executive Council may appoint deputies to assist in the execution of their prescribed duties. a. Deputies may be removed by the legislature through a vote of no confidence, which in order to succeed will require a simple majority of all votes. b. Deputies may also be removed by their respective Officer. 5. The ministries of World Assembly Affairs, Foreign Affairs, Interior Affairs, and Make-Believe existent prior to this Act are hereby dissolved.
  12. Act on the Official Head of Government of the Imperium Effective 11-April-2015. 1. All references to an office of "Speaker" in laws previously passed by the legislature shall hereby be replaced with references to the office of "Prime Minister."

  15. I was going to advise reaching out for Yao, who has been more responsive. But it does NOT seems you are being unreasonable at all, Dark. I also think that as per the result of the votes, I'm technically prime minister now and while I intend to hold an election, I can also act and close that embassy while that is done. I'll do it all this later tonight when I have proper forum access instead of my almost out of battery Samsung phone

  21. I had to send a home-test yesterday, Finance Math. Started at 7PM, ended at 2AM, thankfully our professor opened the delivery box till 6AM... Anyway, went to bed at 2:30AM and then woke up at 5AM to cook breakfast for my wife and kid and started to work at 7AM... I'm... too tired.
