1. How capable are you of understanding other people?: I'm pretty good at it! I'm good at reading people. 
2. Is your understanding of sci-fi and/or modern technology fairly sufficient?: I'd like to think that it is. I'm a nerd and not afraid to admit it!
3. If you don't know how something works, are you capable of looking it up on Wikipedia and sorta getting a decent idea of what it is?: Yup!
4. Do you have a Discord? Can you go get one? Will it be on most of the time you are home?: I do! And I'm on almost all day, so no worries there.
5. Do you understand Paper and Pen games or RPGs, the community depends on us to make them work and run them or run the people who run them: I've played D&D before and am more than willing to learn more.

Those are some points I hadn't much considered.
I don't think the timezone issue is too much of a worry, because it isn't like we get responses horribly quick as it is. The current membership is US based for now, but many of us are night owls or early risers, so I think there should only be a couple hours in the middle where there might not be a prompt response. Once we get going, we'll see how much of an issue it is, I think and then address it accordingly.
As for languages, I really hadn't thought of that. We don't get many people who can't speak English at all, and on the Board we have a couple who are at least proficient in other languages. Past that we can direct people to others who do speak that language should the need arise as you suggest. I think keeping a list of regions dedicated to a certain language is a fantastic idea. We've had it come up on occasion that I've seen.

Two things come to my mind:
How are the members of this program distributed regarding timezones? TWP and I imagine Nationstates itself (and funnily enough the posters in this thread) has quite a large portion of players coming from the US. Still the rest of the world is not completely negligible in numbers. I personally see this in the morning hours here in Europe, when America is sleeping and BBD does most of the moderation work on the RMB (at least that is my impression). So including one or two members from outside the mainland US timezones might be a good idea.
Second thing is a language question: How often do we have new players that are not native English speakers and could be helped to a certain degree by someone who speaks their native language to understand some of the minutae of the game? If this basically doesn't occur at all - one fewer thing to worry about. If it does - refer them to regions dedicated to their language or perhaps keep an internal list of people who speak certain languages and would be willing to assist in understanding? Really no idea how much this is an issue at all.

Although I admire the new telegraph for including our places of discussion, you seem to have skipped many important things. You forgot to include the fact that we have a new government or our customs or to recommend joining the WA. Also, the fact that it says "DON'T PANIC" doesn't sound very inviting. Finally, I feel we can add more information to entice the reader to join/stay. Of course, this may be my opinion. Plus, the idea of a new telegram as some merit.

I'd like to have a discussion about our welcome telegram. I've collected our current telegram, the telegrams of the other feeders, and I've created a potential new telegram.
A welcome telegram is basically a recruitment telegram to the new nations. It's our first, and sometimes only chance to make an impression on them. It has to convey all the right information, yet stay readable and succinct, so I think it's good to discuss exactly what we want in it.

I'm much more a Marvel Fangirl. I love Captain America and The Winter Soldier. They've always been my favorite duo, ever since I was a child and my dad brought home my first Cap comic XD

Hi guys! I'm Rigel, and a few of you probably know me as either that or Victoria. I'm most commonly known from KGB and Exodus. And I've been playing NationStates since July of 2016 And have never been in a GCR before. But theres a first time for everything, yeah?

So... A bit about me. I enjoy RP, and I like the culture aspect of the game. I've been involved in quite a few of the festivals that KGB has put on and I love doing it. 

RL me is a huge nerd, I love music and video games, Comic books and Superhero Movies are my go to. And I love making friends and I promise I'm a pretty decent person.
