Now, I see all your points, and honestly I actually agree with them. I was planning to adress second-hand books programs in Clause 4, in fact (somehow I forgot. Damnit brain). I was not aware of the practice of minor editing to resell copies every year was not a problem I was aware of, but in retrospect I should have expected it. As for university libraries, my personal experience with them has been... subpar, for various reasons; but it's definetely probable that I'm an outlier.
At any rate, I understand that this proposal is not as good an idea as it seems. I will probably slowly edit it, to try and see if can cover some of your -very valid- points. And at worst cse scenario, I can just make this into an issue... in fact, it sound like it would work much better as an issue. Yeah.
PS: Btw, that's a thing you can do right? Create issues? I have seen names under some issues, so I assume you can; correct me if I'm wrong.
You can create issues once your nation reaches 50 million citizens, yes. As with proposals, it's best to draft them on the NS forums before submitting them.

"WA locked" means that, for whatever reason (e.g. being the elected Delegate), a player must keep their WA membership restricted to a specific nation. Thus, they cannot use WA puppets, which are necessary for raiding.

Have a Forum for ongoing Votes, and once the vote is complete (read the poll is closed) then the thread could be moved to a Voting Results forum that the members can see. Since the poll is closed they wouldn't be able to change it further, but then they would see the results. Someone (a mod) would have to be in charge of moving the threads at the appointed times.
Completed votes are already moved to the Sacred Archives subforum once completed, though I've been admittedly late in moving the last couple.

Non-citizens can vote on polls (at least) in the Voting section of the Hall of Nations board. Is there a way to correct this?

I completely understand. And it's better to acknowledge how NS is interfering with RL now than a few months or years down the road.

Looking for a deputy Speaker to assist me in Speaker things. This will mostly entail opening votes and other bureaucratic things in the event I get sucked into RL temporarily.
Requirements:
- Must be a Hall of Nations member.
- Being somewhat established in TWP is recommended.
- Organizational experience on NS is a plus but is not necessarily required, however, some organizatonal skill is required.
- Applicant must also be able to understand OT when he needs to go to bed but is still up and doing NS things.

I know at least some were under the impression it interfered with their rights to banject nations from regions. I wasn't following it very closely myself, but it seemed misinformation was the main cause.

Personally, I see nothing wrong with the proposal in its present form. I believe this fell victim largely to violators of the Read the Resolution Act...

The description of the Military Affairs forum reads "You're region needs your help" instead of "Your region...". Would appreciate it if this was fixed.
