  1. Would the Ministries be under the control of the House of Commons with the Chancellor appointing heads and the House confirming them? Or would they be under the control of the Delegate?

The Ministers will be appointed by the Chancellor and they will be seperate from the monarch.

Please remember that under the current philosophy of the region, which predates the current constitution, delegate and guardians, the off-site forum can't have powers over the in-game position of the delegate based in the fact that the game rules do not recognize any off-site forum activity as valid. Keep that in mind, as the rules of the delegacy are set by Max's rules in-game.That aside, why a monarchy? What laws rule the people under the Guardians? What would be the reach of your proposed court?

I don't know, monarchies are cool. The Monarch will have all of the ingame abilities given to them by our Lord and Creator Kolmias Max Barry but the Monarch will be forbidden from interefering in the affairs of the offsite government.
  2. WA Delegate: The WA Delegate will be named the Monarch and they will act as the Head of State of the Holy Empire of the West Pacific.

Guardians: The Guardians will keep their titles.

The House of Commons: The House of Commons will be the legislative body of the West Pacific and will be led by the Chancellor who will be elected by the House of Commons' members. The Chancellor may also act as the House of Commons' Speaker or they can choose to appoint another member to that postion.

The Cabinet: The Cabinet will be composed of members of the House of Commons who will be appointed by the Chancellor.

The Imperial Court of Justice: The Imperial Court of Justice will consist of a maximum of four Justices who will have power over all members of the West Pacific. The Imperial Court of Justice will have the power to convict members of the West Pacific (including the Monarch, the Guardians and the Cabinet) and to strike down laws passed by the House of Commons which break previous laws.
