There is no such thing as a rogue Delegate in some systems.  For example, if Pierconium dissolved the NPO tomorrow and set up a new form of government within The Pacific that would be what occurred and the system would adjust around his design, as occurred with the PRP in the distant past.

     

    Obviously, that won't work here, and yes, it is two sides of the same coin, which is why I advocate that they can not ultimately be separated completely.  Future Delegates will be more inclined to maintain a system that incorporates them and their authority within it.

     

    I think the Voice as it existed on paper before the rebellion clause was a good model for this (and yes, that means some form of liaison, perhaps with limited/curbed authority but still in existence) as it recognizes the Delegate as the ultimate authority of the region.  I do not think the Voice should pass laws that state the Delegate can not make changes because it quite frankly is not true in functioning reality and is just a hope and a wish.

     

    And if that isn't sufficient, then I would suggest that TWP adopt a bicameral system that would accomplish the same thing.  An upper house consisting of the Delegate and Guardians and a lower house made up of the Voice.  Both having to ratify laws, with ties going in the Delegate's favor.  This maintains the idea of separate but (almost) equal.

     

    It is late here and I am just brainstorming as I type so apologies if that seems a bit muddled.

    The issue with having a bicameral system is that it is difficult to maintain the offsite activity needed for it.

  2. Since my arrival in TWP, I have harboured concerns about the seperation of ingame and offsite. Personally I believe the Delegate should be elected by the Regional Assembly and have thw power to remove the Delegate from power. The current system leaves too much to chance and this has been proven with URAP's recent treachery.

    The Cardinal Guardians should become TWP's equivelant of the TNP Security Council, the TSP Committee For State Security, the TEP Viziers, the Osirian Guardians of the Atef and the Lazarene Grand Advisiors, a democratically elected body responsible for the security of the region and answerable to the Regional Assembly. The WA Delegate should be democratically elected by the RA and appoint a Cabinet of Ministers.

    The forum and game seperation is confusing and frankly rather annoying.

  3. WA Delegate: The WA Delegate shall be the supreme authority in the ingame region of the West Pacific. They shall be elected every four months by an ingame poll where the region's native WA members will vote. The WA Delegate will be the Head of State of TWP.

     

    Guardians: A total of two Cardinal Guardians can be appointed by the WA Delegate and all remaining Cardinal Guardians will be elected in the same way as the WA Delegate. The Cardinal Guardians can remove the WA Delegate if the Delegate goes rouge.

     

    Grand Assembly: The Grand Assembly shall be the forum government of the West Pacific. The Grand Assembly can not infringe on the role of the WA Delegate and their Guardians.

     

    President: The Grand Assembly shall elect the President of the West Pacific who will be the leader of the forum government and Head of Government. 

     

    Cabinet: The President shall appoint members of the Grand Assembly to act as Ministers.

     

  4. Currently, our Roleplay forum is inactive and no one seems to use it. I propose the following structure:

     

    Role Play

     

    Subforums:

    Trade and Economics (where nations can set up their own storefront and trade)

    Diplomacy (for RP organizations and diplomacy between nations)

     

    All other roleplays which don't fit in the above categories will be in the main forum. 

  5. Gracious nations of the West Pacific,

    You may have heard that URAP has handed control of his nation to a high ranking member in a raiding organization named DEN. You may have heard that our Delegate Elect Elegarth has been banned from the West Pacific. You may have heard that we are going to lose.

     

    But this is TWP's finest hour. Never has the community of the West Pacific bonded together to face off a common enemy like this before. This is resistance unprecedented in NationStates.

     

    It is likely at next major update we, the rightful people of the West Pacific, will reclaim our home and restore the rightful Delegate, but it does not matter even if we fail to do so. The West Pacific is more then just a region in a text browser game. The West Pacific is a community of individuals of all creeds, colors and countries who are united in one purpose: to destroy the tyranny of DEN and restore the rightful people to the West Pacific. 

     

    The members of the West Pacific will always have each other even when times seem darkest. The West Pacific can never be destroyed.
