I'll settle this right here, right now: THE NPO DID NOT AND DOES NOT RUN THE PRL. It is possible that the NPO controlled the PRL in its early days, during the delegacies of Milo, Feux, and Kazmr, but while I was Vice-Delegate under Funkadelia and had full access to all State Council documents, there was no indication of a secret NPO plot or conspiracy. Thank you for listening. The NPO did not run the PRL for at least the part of its history that I was Vice-Delegate. If it did, I would have been the first to sound the alarm bell as soon as Funkadelia stripped me of my position of Vice-Delegate for my support of democracy in the region. Now, stop talking about this supposed conspiracy and start talking about the actual one that has been openly admitted: The NPO now actually controls Lazarus through the NLO puppet state.

I find this incredibly interesting. I actually was thinking we could instead use this as a map of TWP and develop a history and stuff for it over time... DUN DUN DUN! The problem is then it couldn't be in the contest.

Probably not necessary to hold the vote; the Executive Council Act already says it's within the Prime Minister and Foreign Officer's authority to handle FA, so we don't need legislation for it.

This hardly sounds like the most fair course of action. Ike is a citizen of this region, he has contributed, and he has a right to make his voice heard. Furthermore, the law does not say that he has to keep the exact same nation in the region, it simply says that he has to have at least one nation within the region, which he does. Therefore, he has not lost his seat in the HGA, and he has a right to have his voice heard. Disenfranchising a voter simply because they forgot to mention a trivial detail before elections hardly seems fair.

However, I note that the rules state that "The Regional Assembly membership shall be open to all forum members that have a nation within the West Pacific region of NationStates." Therefore, it is only required to have a nation in the region, not to have a single nation in particular. It is understandable why you removed Ikania from the roster originally, seeing as how you were not aware of the fact that he had changed his TWP nation, but seeing as how you are now aware of the fact that Ikania does, in fact, have a nation within the region, could you add him back to the roster?
