Rebellions sparking up in Eastern Sospestan - Could be sign for a second civil war?

Over the last few weeks, Nationalistic separatists have been claiming the urban streets and holding mass demonstrations at the entrance of the Vayarin Palace. Police forces are switching to live ammunitions and tear gas in order to suppress the crowds. The 4th Wolf Brigade are currently holding an inspection in the sewers and alleyways, exterminating any slightest sign of rebels that they may encounter. Cities' atmosphere have been the most intense since the civil war in 1345, rebels have been fighting back the police force using molotov cocktails.
Four major cities have already been put under military command (Svanhal, Miyoko, Poloz, Kotop), and the Ministry of Tourism strongly advices tourists (except journalists) to avoid travelling into these regions, as they may be caught in the crossfire and killed. Civilians have also been evacuated to designated safe zones, and will be provided food and warmth.
17th President of Sospestan Ilayut Koishi issued a statement: "To all of my fellow Suslanders, we have been living in peace and harmony for many decades, we've made it this far to become a prosperous and free nation. However, just 3 weeks ago, these rebels have begun to steal away all of our progress. They claim to bring Sospestan out of the darkness, out of the current government's tyranny, but seeing all of the cruel actions that they have been committing, some even considered as a war crime, is nothing more than an ironic excuse. And so, I am here to ask you to stand up, and fight for our nation, to protect your loved ones, your lives, and to preserve this nation for our next generations. We have learned to struggle to survive, we will not let this country fall under enemy rule. May Space Cat bless you, and may Her bless Sospestan.".

A couple sentences about your nation:
In 1350 AF, a civil war blown out between the free and democratic West Sospestan and the brutal nationalistic regime of East Sospestan. Both sides suffered major losses with millions of people dead and starved from undersupply, and the stock market crashed. However, 27 years later in 1327, West Sospestan outnumbered the Nationalists and emerged in victory, taking full control of the island nation.
