Standard Procedures of the Regional Assembly - Speaker Declaration

This are the precepts upon which I will continue operating the proposals of the Assembly during the rest of my period as speaker.

1) PROPOSAL STATUS

Every proposal should have two different discussion periods: formal and informal discussion.

Informal discussion would only require for a member of the regional assembly to open a thread and make a proposal without any need for formalities, he may just list a need that he sees or fixes that he considers required, and may argue or discuss with everyone about it, no limits, no hard rules. Informal discussion on a proposal should have no time limitation, and should allow for any idea to be polished into act format. At any point, without speaker intervention, the proposal may be dropped or reset or started over.

Formal discussion, however, would require an actual ACT proposal within the existing legislation of the region. For a proposal to be moved from informal to formal discussion, I would require the proposer to request so, and he will need the support of 2 other members of the HGA.

As soon as an act reaches formal discussion, it should not suffer major changes in its writing. It will remain in the floor for 5 days before being automatically moved to vote, within 48 hours after the discussion has ended. If the motion to formal discussion is supported by a total of 4 members (including the requester), formal discussion will be shortened to 4 days. If the motion to formal discussion is supported by 6 or more members (including the requester), formal discussion will shortened to 3 days, which is the minimum amount of formal discussion.

If a proposal threads remains inactive for over 1 calender month, the proposal will be automatically consider withdrawn and the thread closed. At any moment, as well, as requester can withdraw its proposal and ask the Speaker to close the thread accordingly.

2) VOTING

Once that formal discussion is completed, the Speaker of the HGA will schedule a vote within 48 hours. Voting will remain open for exactly 5 days, and the thread will be set to auto-lock itself once the time is over, after which the Speaker will have 24 hours to vote and give the result.

No more than 2 votes will be held at the same time, and should a third proposal reach voting quorum, its vote will be scheduled for as soon as possible, once at least one other vote has ended.

All HGA members are allowed to vote as long as they were already a part of it AT THE MOMENT OF THE VOTE BEING OPEN, to prevent people from manipulating the vote by bringing over other players to support him.

Voting will be done by a simple "Aye", "Nay" or "Abstain" post in the voting thread. Discussion or further comments are discouraged, unless they are related strictly to the voting process.

3) CHANGES / REPEALS

Any and all changes and repeals of a previously voted act should work exactly like a proposal would: an informal discussion -> A formal discussion -> A motion to vote.

One act may change another, if it avoids confusion, supersedes the original act or requires it for the laws to be consistent. An article should be included in any such act to explicitly reflect the changes that will be performed upon the existing act by the new one.

4) VALIDITY

This procedures will be consider valid as of WEDNESDAY, MARCH 18th, 2015. They will be applied for any and all existing proposals as of this moment in the HGA (with all of them being considered in the period of INFORMAL DISCUSSION at this time) and any proposal to be submitted after this date.
