  1. Bill of Rights and Obligations Effective 16 May, 2013 I. Bill of Rights 1. All nations of The West Pacific are sovereign and have the right of self-determination in domestic policies, including NationStates Issues and World Assembly Voting. 2. Rights to free speech, free press, and free expression of religion will not be infringed as long as the expressed freedoms do not [a] violate the same rights of others, {b} violate the ToS of this Forum. The Delegate, and/or the Forum Owner or his designees shall be the ultimate judges of propriety. These rights may not override the right of The Delegate to exercise his/her ingame authorities. 3. Participation in The West Pacific Government, Offsite Forum, and TWP Military shall be voluntary. 4. All nations of The West Pacific have the right to participate and vote in accordance with the regional law. 5. No nation of The West Pacific holding WA member status shall be obligated to endorse any other nation of The West Pacific. The right to add an endorsement or withdraw an endorsement will remain a sovereign right of the WA member nation. 6. All nations of The West Pacific have the right to appeal any official decision or action to The Delegate or those so designated by The Delegate. 7. These Rights listed are not exhaustive. Other Rights may be defined and existing Rights may be expanded through legislative action of The The Holy Grand Assembly of the West with the concurrance of The Delegate. II. Bill of Obligations In keeping with the NationStates rules of etiquette, the following behaviors will constitute grounds for immediate banjection from the region: 1. Posting of any content considering spamming, content that is considered obscene, illegal, threatening, malicious or defamatory. This applies to a nation's name, motto and other customizable fields, any messages written, images posted, or any other content uploaded or linked to NationStates. 2. Attempting to steal another nation's identity is fraudulent behavior and breaches the NationStates terms & conditions. The same applies to any attempt to impersonate another player, including attempting to hack nations, regions, or forum passwords. 3. Attempts at forum destruction anywhere in NationStates will result in banning from the region and the forum in accord with the COPS Treaty. 4. Members of enemy regions or organizations may be banjected at the discretion of the Delegate. 5. The Delegate reserves the right to banject any nation acting in an inappropriate manner.
