Group GA Resolution Repeal Clinic 

brought to you by the Ministry of World Assembly Recruitment

Open to all Members of the Hall of Nations as part of the WA authors initiative: Do you want to become a WA author? The Ministry of World Assembly Recruitment wants to create new General Assembly Repeal authors. Join us as we learn together and then individually(or in small groups: craft, write, edit, submit, lobby and hopefully pass a General Assembly Repeal!

The Learning Experience:

The workshop is divided into 4 parts.

  • What is repealable: understanding the General Assembly andwhy we repeal, what a repeal can and cannot do, finding legislation to attempt a repeal.

  • Writing a repeal: operative clauses, branding, existing resolutions, general opinions.

  • Feedback and editing: the General Assembly Forums, acknowledging ideas, edit-lobbying.

  • Lobbying and power-voting: sending campaign telegrams, understanding Delegate voting powers, historic and political voting trends.

What is Repealable: Understanding the General Assembly and Why We Repeal

The General Assembly is the oldest council of the World Assembly, it creates international law that all WA nations must abide by, In a more game play sense, each GA resolution comes with its own set of stat changes (just like issues), that means that the General Assembly can remove your shiny world census stat badges! We like our Sovereignty and that is something the GA removes with its resolutions, however there is hope! We can repeal WA legislation. When a GA resolution is repealed the effects of the original resolution are reversed and we make a strong step towards taking our sovereignty back from the GA.

Finding Legislation to Repeal

What to look for: When looking for a resolution to repeal, look for resolutions that have flaws, close pass rates (49% to 51%), outdated opinions. Be sure you have an understanding of the resolution you are looking at. Overall the repeal process is relatively informal, things can be repealed for almost any reason (check the General Assembly Rules for Proposals thread). Finally, don’t repeal a resolution just for your region, make sure you are passionate about it.

Writing a Repeal: What you need to Remove a Resolution

Any General Assembly Legislation must include: 

  • Operative Clause: Every proposal has to have a noticeable effect on member nations.

  • Language: Proposals must use understandable English. You may use some common Latin terms or ‘Legalese’.

  • Branding: Proposal authors cannot list their names, or pronouns ("I" or "we") in their proposal, all WA legislation is written from the view of the WA as a whole. You can and should credit co-authors.

Not allowed are:

  • Amendments: A repeal may only repeal, not add to world legislation 

All General Assembly repeals follow the same general format listed below, simply replace the [italicized brackets] with the requested information to create the first draft of your repeal:

General Assembly Resolution  #[number of repealed][title of repealed]” (Category: [category of repealed]; Strength: [strength of repealed]) shall be struck out and rendered null and void.

[state intended purpose of repealed resolution, calling it by name, applaud its efforts]

[note the failures of the resolution, explain]

The World Assembly hereby repeals “[title of repealed]”.

Feedback and Editing

The longest part of crafting any proposal will be in the drafting thread, a drafting thread is an essential piece to passing a resolution, power voters and experienced authors will give you their valuable ideas to improve your proposal and you can answer out of character questions. Many people will not vote for proposals ithout a drafting thread in the World Assembly forums.

There are many important things to think about when analyzing feedback, many people will vote against your proposal regardless of smaller details but still give feedback, for example, if you are repealing an environmental protection resolution, the delegate of environmentalist region may give feedback on their opinions, do not see all opinions as equal, value most the swing voter.

The World Assembly forums can also be harsh and mean, however listen to their advice and know that many are trying to help, disregard the few trolls as they are
