The WPDO is an international organization dedicated to the causes of liberty and basic human rights for all peoples in the West Pacific, and stands as a bastion of democracy against the challenges it faces in the modern world. All economic systems are accepted, be they Socialist, Capitalist, or somewhere in between. In order to join, a nation pretty much just has to be a democracy and willing to contribute to the defense of all other member states. My recommendations for each are as follows: GDP: Depends on how powerful you want to be. Please don't give absurdly large numbers. Everybody always wants to have a GDP the size of the US, but that's not very realistic. GDP tends to more or less equal total power on a world stage, so GDP per Capita: Depends on what you want. Upper limit for an incredibly rich first-world PMT country is probably 75K. Exceptions may be made for small countries, similarly to how Kuwait and Qatar have ridiculously high GDP's per capita Military Spending as Percent of GDP: The more dictatorial or authoritarian your country is, the higher it should be. Try checking out the list they have on wikipedia about this and match your country up with a similar RL one, as that tends to be a good way to test your Descriptions of Military Branches: Whatever you want it to be, within the bounds of realism.
