    I think having an in-game "lower house" sounds nice in theory, but is a nightmare to implement in practice. If it were as easy as just waving a wand and doing it, most regions in NationStates would have that kind of structure. As it stands, there are few regions that take legislative votes directly to in-game residents.
     
    Can you imagine trying to organize votes for all in-game residents? If you do it on the RMB, the RMB would be dominated by that rather than by the casual, friendly discussions that usually take place there, and it would be -- I hate to keep using this word, but it's what comes to mind -- a nightmare trying to scroll back through the RMB to make sure you're getting all the votes. This isn't even to mention the difficulty in dealing with the possibility of multiple nations controlled by the same player voting, and how you would screen for that. Or how much you'd be annoying casual players who have no interest in regional government, who have as much a right to live in TWP in peace without being bombarded with constant votes as those who like regional government have a right to pursue what they enjoy.
     
    This is an idea that I think might work in a region of 60, or maybe even 600. But a region of 6,000? It's not practical.
     
    On a separate note, is the Prime Minister going to open separate threads for different aspects of regional governance? That's how I've usually seen constitutional conventions work.

    Right. I was kind of just assumed that. I'm not sure if when Darkesia talks about "automatic membership for HGA members" she means only current members though. I think anyone who would be able to join the HGA but hasn't yet ought to be able to join the constitutional convention likewise. That may be what Darkesia meant--I'm just trying to be doubly sure.

    I have to agree with llamas here. And as he knows, I'm opposed to any legislature that could be described as "more exclusive," so I think we will have to stick with elections.

    Wow, lots happening here since my post. I appreciate the welcome back messages and being given another chance.
     
    In regard to the Guardians, I hope people won't paint all of the Guardians with the same broad brush because of Eli's tone toward me. Eli is like this with almost everyone and has been for years, at least since I started playing in 2012, but probably longer than that. Darkesia was (is?) a Guardian before becoming Delegate and if not for her being friendly and civil toward me and challenging me to come back and invest more, I wouldn't have come back at all. So, among the Guardians, as with most groups, you have diversity of backgrounds, opinions, attitudes, etc. The words and actions of one shouldn't be taken to represent all of them. When they're speaking as a group instead of as individuals, which I don't think happens very often, I'm sure they'll let us know.
     
    For what it's worth, I don't feel bullied. But if some of the rhetoric is getting to newer players who aren't used to the sometimes contentious tone of NationStates politics, I would encourage everyone to take a breather. I doubt anyone wants to alienate newer players.

    What if I start a separate government tomorrow ?  And I appoint Punk Daddy Prime Minister.  Shall the Prime Minister of my government also be given a Guardianship ingame in addition to the Prime Minister of this government ?  It would be absurd.

    This is the section I have so far describing what is usually called the "legislative" area of government. I hesitate to use that term since what I'm proposing doesn't fit a "traditional" model of government at all, but yeah. This essentially combines the Assembly Act, the PM Act (I've used the name Speaker largely because I find the name PM to be uninspired), and elements of the Electoral Act as well. I've left out points on ministries and other elected officials but will add them -- I just need to go to sleep right now and wanted to give people something to chew on for now.
     
    Like I attempted to say but failed because I can't spell; bare with me. I'm proposing a system where the Delegate and the Assembly can collectively hold authority and guide the course of the region, without infringing upon each other, through a delicate system of balance and convention which I feel reflects our current de facto way of doing things anyway.

    And this is why we need to push with the closure of embassies. We're not planning on closing them forever, just as a temporary retaliatory measure to show them we mean business. If we put the pressure on the Pacific by showing that this pointless belligerence will cause them to lose allies, we can force them to issue a formal apology and a written promise never to attempt to subvert another GCR's sovereignty again. After that is done, not before, we will reopen embassies.

    Well, I have just realized that lazarus has been liberated. Oops. 
     
    This, of course, means we can reopen embassies with them (which we are doing), but in my opinion, does not change the situation with The Pacific. I have edited the motion in the OP to reflect this.

    The culture of Lazarus was ranked the highest of any GCR in TRT's issue on the subject last year. Llamas and I can certainly testify that our theme of propaganda and Communism was extremely fun while it lasted, and the region definitely benefited from the amazing amounts of culture we had. Well, depending on how you define culture.

    I do not believe we should cooperate with Stujenske's government based purely on formality, policy and precedent. Recognizing the Delegate of a region as legitimate no matter what ignores the opinions of natives, your allies and disregards the R/D game, as regions are raided all the time. Legitimacy doesn't belong in NS, as there is no formal system for legitimacy that applies to regions, only ones that rulers of those regions make, ones that only last as long as they're in power. In a way, you could argue that any Delegate of a region is legitimate, but that would go against everything else that matters, and as such, we shouldn't be talking about legitimacy here. We should be talking about popularity, effectiveness and other desirable traits. The Lazarus that Stujenske has ushered in is that of NPO puppetry, you can almost consider it a raid. He got rid of all the longtime natives that populated the region and completely destroyed his international reputation. Lazarus, for a long time, has been not only a GCR, but a community. One made up of people like Funkadelia, Hobbes, Church of Satan, and even me for a while, and I do hope to rejoin one day. Stujenske destroyed all that progress with the NLO. The community of Lazarus is gone, kicked from their homes. Their culture has been knocked down, the same culture that was widely-renowned as the best in the world.
     
    We shouldn't be bringing this down to simple game mechanics. We should be bringing it down to morality, justice and common sense.

    It's basically how you can access some parts of the forums. For example, to get into some of the military branches, you need to sign up to the military and do some stuff in the HGA and then at some point one of the admins will mask you.

    Thanks. The acts both passed. As such, I'm technically the new Prime Minister of TWP with a 4 months term serving from April 1st, however, I do not feel this is the right path to a mature fair and stable government, since I was chosen to serve as Speaker, not as Prime Minister. Due to this, I will present my resignation TOMORROW, effective on April 20th, and will also open both the corresponding Nomination Period (3 days as per the General Election Guidelines Act), as well as handle the election itself (which should run for 5 days, From Wednesday to Sunday next week) with a result coming out on Monday 20th, and hence a new Prime Minister effective as of that exact day.
    In the meantime, as Prime Minister, I will NOT elect any officers, as it seems unnecessary for a 9 days period, and also irresponsible. I will, however, try to assist Darkesia in the currently existing issue regarding the Lazarus events. I have decided, that while the In-Game Embassy remains closed, and due to the discussion on this thread: http://www.westpacific.org/forums/index.php?/topic/1307-motion-to-condemn-stujenske-and-recognizing-the-lazarene-underground-movementI am considering temporary closing the Lazarus in-forum embassy. I've not decided yet, and I'll like to hear from other assembly members in THAT thread.

    Hey, so i joined the forums about a month ago, but I never really introduced myself properly. To be honest, I'm pretty much just doing this for the contest Darkesia's running. But to be a tad bit more useful and IC than just saying "Hey, I'm in a contest!" I guess I'll mention a few policies of my country. 
    1. We stand for a somewhat adulterated version of National Sovereignty. We don't vote for all repeals and against all WA resolutions, but we do feel that the WA should hold itself to basic human and national rights.
    2. Stemming from our support of national sovereignty and democracy, we are IC against endocaps. (OOC also, just a tiny bit. I recognize that it is important for stability and defense.)
    3. I don't know much about military game-play, and IC, although Recuecn has a decently large military, we prefer to seek the diplomatic rout. (See how we handled Brasilistan. Pretty happy about that, actually.) This also applies to inter-regional politics--we think Foreign Affairs are more important than the military. (I admit, taking stuff over is awesome, but again, this is IC.)
     
    I guess this is probably a really weird introduction. Not really sure what to say though. Looking forward to hanging out with you guys, though. Sent me a TG some time--my nation name is the same as my in-forum name.
