Title I: Of the Kingdom of Zoran, its Territory, Government, and Dynasty
Article 1 - The Kingdom of Zoran is the political association of all Zoranian citizens. Zoran shall be an indivisible, secular, constitutional, representative, monarchy. Its territory shall be divided into provinces in the form in which they are at present; they may, however, be subdivided as the good of the State may require.
Article 2 - The Crown of the Kingdom of Zoran belongs to the House of Ani’-Wah’ starting and descending from Adsila Ani’-Wah’ I and executive power shall be inherited by men and women in accordance with the provisions of the Act of Succession to the Throne of May 13, 1422.
Article 3 - The language of the kingdom shall be the Zoranian language.
Article 4 - The political powers recognized by the Constitution of the Kingdom of Zoran are three: Legislative, Executive, and Judicial.
Title II: Of the Royal Family
Article 5 - The Monarch shall not reign in other countries except with the consent of the dikahnawadvsdi aninotlvsgi iyunadai.
Article 6 - The Monarch shall be of age when they have reached eighteen years of age. The same provision shall apply to the Heir to the Throne.
Article 7.1 - The Monarch shall, prior to their accession to the throne, take the following oath before the Council of State and the dikahnawadvsdi aninotlvsgi iyunadai:

Article 7.2 - When, for any cause, the Monarch has not undertaken the aforementioned oath upon their accession to the throne, the Council of State shall manage the constitutional obligations of the monarch until the oath has been made unless otherwise provided by statute. When the Monarch has already taken the aforesaid oath as Heir to the Throne, they shall accede to the throne when it is vacant.
Article 8 - Provisions relating to the exercising of sovereign power in the event of the minority, illness, or absence of the Monarch shall be laid down by statute. Should the throne become vacant and it is certified by the Chancellor and the Council of Ministers that there is no monarch nor Heir to the Throne, the dikahnawadvsdi aninotlvsgi iyunadai is empowered to elect a new monarch by a special conference to amend Article 2 of the constitution.
Article 9.1 - Sovereign Allocations shall be granted to the Crown by statute. Any statute which provides a Sovereign Allocation may provide for the State property in care of the Monarch, including the personal real property of the Crown at the disposal of the Monarch.
Article 9.2 - The Crown may not be charged with debt or obligation by way of Sovereign Allocation.
Article 10 - Members of the Monarch’s House may be granted annuities by statute. Such annuities shall not be enjoyed outside the Kingdom except with the consent of the dikahnawadvsdi aninotlvsgi iyunadai.
Title III: Legislation of the Kingdom
Article 11 - The Legislation of the Kingdom is delegated to dikahnawadvsdi aninotlvsgi iyunadai with sanction by the Monarch.
Article 12.1 - The dikahnawadvsdi aninotlvsgi iyunadai shall be made up of only one chamber with members that represent provinces determined by law.
Article 12.2 - The number of members shall from time to time be fixed by law, but the total number of members of dikahnawadvsdi aninotlvsgi iyunadai shall not be fixed at less than one member for each thirty thousand of the population, or at more than one member for each twenty thousand of the population.
Article 12.3 - The ratio between the number of members to be elected at any time for each province and the population of each province, as ascertained at the last preceding census, shall, so far as it is practicable, be the same throughout the Kingdom.
Article 12.4 - The members shall be elected on the system of proportional representation by means of the single transferable vote.
Article 12.5 - No law shall be enacted whereby the number of members to be returned for any province shall be less than three.
Article 13.1 - Any Zoranian citizen currently domiciled in the Kingdom and meets the age qualification for suffrage as explained in subsection 2 of this article shall have the right to vote at dikahnawadvsdi aninotlvsgi iyunadai elections, provided that they have not been declared incapable of conducting their own affairs.
Article 13.2 - The age qualification is set out by statute but no law can be made to make it less than eighteen years.
Article 14 - Any person who is entitled to vote at dikahnawadvsdi aninotlvsgi iyunadai elections shall be eligible for membership of the dikahnawadvsdi aninotlvsgi iyunadai, unless they have been convicted of a felony, have not been declared incapable of conducting their own affairs, have not been found to be sound of mind, or are over the age of 70.
Article 15 - Each Legislature shall last four years; each annual session shall last for nine months. The state opening session shall be on the ninth of June every year.
Article 16 - The dikahnawadvsdi aninotlvsgi iyunadai shall meet in the place where the Government has its seat, except that in extraordinary circumstances the dikahnawadvsdi aninotlvsgi iyunadai may assemble elsewhere in the Kingdom.
Article 17 - At the Grand State Opening of the Legislature in the sessional year the Monarch, or, with express permission from the Monarch, the Chancellor, should the Monarch be unable to be in attendence, shall render an account of the general state of the country and of the measures proposed by the Crown and the Government. Such account shall be made the subject of a general debate.
Article 18 - The Speaker of the dikahnawadvsdi aninotlvsgi iyunadai shall convene the meetings of the dikahnawadvsdi aninotlvsgi iyunadai, stating the Order of the Day. The Speaker shall convene a meeting of the dikahnawadvsdi aninotlvsgi iyunadai upon a request being made in writing by at least two-fifths of the members of the dikahnawadvsdi aninotlvsgi iyunadai or the Chancellor, stating the Order of the Day.
Article 19 - Ministers shall be entitled to attend the sittings of the dikahnawadvsdi aninotlvsgi iyunadai ex officio and to address the dikahnawadvsdi aninotlvsgi iyunadai during the debates as often as they may desire, provided that they abide by the rules of procedure of the dikahnawadvsdi aninotlvsgi iyunadai. They shall be entitled to vote only when they are members of the dikahnawadvsdi aninotlvsgi iyunadai.
Article 20 - The executive power, through its Ministers of State, is entitled to make its proposals for the enactment of laws; and only after a proposal is examined by a committee of the dikahnawadvsdi aninotlvsgi iyunadai, can it become a bill.
Article 21.1 - Any member of the dikahnawadvsdi aninotlvsgi iyunadai shall be entitled to introduce Bills and other measures.
Article 21.2 - No Bill shall be finally passed until it has been read three times in the dikahnawadvsdi aninotlvsgi iyunadai.
Article 21.3 - Two-fifths of the members of the dikahnawadvsdi aninotlvsgi iyunadai may request of the Chancellor that the third reading of a Proposed Act shall not take place until twelve weekdays after it has passed the second reading. The request shall be made in writing and signed by the members making it. There shall be no such postponement in connection with Proposed Acts relating to Finance, Supplementary Appropriation, Provisional Appropriation, Government Loans, Naturalization, Expropriation, Indirect Taxation, and, in emergencies, Acts that the enactment of which cannot be postponed because of the intent of the Act.
Article 21.4 - In the case of a new election, and at the end of the sessional year, all Bills and other measures which have not been finally passed shall be void.
Article 22.1 - If, on the conclusion of the discussion, the dikahnawadvsdi aninotlvsgi iyunadai adopts the bill, it shall reduce it to a decree, and after it is read in session, shall first be sent to the Chancellor for their approval and should they sign on it, it shall be directed to the Monarch in duplicate, asking for their sanction.
Article 22.2 - The Monarch has several forms of refusal to grant their consent:
- They may grant sanction to a decree in part, and the dikahnawadvsdi aninotlvsgi iyunadai may continue debate on unsanctioned parts
- They may use a suspensory veto so that when the dikahnawadvsdi aninotlvsgi iyunadai following that which may have approved the bill, return successively to present it in the same terms, it shall be understood that the Monarch has given it their approval.
- They may use a qualified veto which shall stop the bill unless a two-thirds majority is reached by the dikahnawadvsdi aninotlvsgi iyunadai by which the veto shall be overridden and the bill will be presented to the Monarch once more for their approval.
- The ultimate of these powers is the absolute veto which immediately rejects the bill in its entirety and ends any further discussion on the bill and cannot be overruled.
Article 22.3 - The Monarch shall give or refuse their sanction to each decree within a month from the time it is presented with exception of the three day period specified in Article 24, subsection (1).
Article 22.4 - If The Monarch does not give their sanction within the term specified, it shall have the same effect as if The Monarch had expressly refused their sanction, in order that the dikahnawadvsdi aninotlvsgi iyunadai may be counted, in which it will be possible to refuse their consent, or in order that it may be ranked as an obligatory decree on account of their having already refused their approval in the two previous dikahnawadvsdi aninotlvsgi iyunadai.
Article 22.5 - When the law is signed by the Monarch, referred to the proper Secretary of State, and sealed with the seal of the Kingdom, the original shall be preserved in the public archives and printed copies of it shall be sent to all the chambers of the Kingdom and other places where it should be made public.
Article 23.1 - Where a Bill has been passed by the dikahnawadvsdi aninotlvsgi iyunadai, one-third of the members of the dikahnawadvsdi aninotlvsgi iyunadai may, within three weekdays from the final passing of the Bill, request of the Speaker that the Bill be submitted to a referendum. Such request shall be made in writing and signed by the members making the request.
Article 23.2 - No Bill which may be submitted to a referendum (see subsection (6)), shall receive the Royal Assent before the expiration of the time limit stated in sub-section (1), or before a referendum requested as aforesaid has taken place.
Article 23.3 - Where a referendum on a Bill has been requested the dikahnawadvsdi aninotlvsgi iyunadai may, within a period of five weekdays from the final passing of the Bill, resolve that the Bill shall be withdrawn.
Article 23.4 - Where the dikahnawadvsdi aninotlvsgi iyunadai has made no resolution in accordance with subsection (3), notice that the Bill is to be submitted to a referendum shall be given without delay to the Chancellor, who shall then cause the Bill to be published together with a statement that a referendum is to be held. The referendum shall be held, in accordance with the decision of the Chancellor, not less than twelve and not more than eighteen weekdays after the publication of the Bill.
Article 23.5 - At the referendum, votes shall be cast for or against the Bill. For the Bill to be rejected, a majority of the electors who vote and not less than thirty percent of all persons who are entitled to vote, shall have voted against the Bill.
Article 23.6 - Finance Bills, Supplementary Appropriation Bills, Provisional Appropriation Bills, Government Loan Bills, Civil Servants (Amendment) Bills, Salaries and Pensions Bills, Naturalization Bills, Expropriation Bills, Taxation (Direct and Indirect) Bills, as well as Bills introduced for the purpose of discharging existing treaty obligations shall not be submitted to decision by referendum. This provision shall also apply to the Bills referred to in articles 7, 8, 9, and 10, and to such resolutions as are provided for in article 42, if existing in the form of a law, unless it has been prescribed by a special Act that such resolutions shall be submitted to referendum. Amendments to the Constitution shall be governed by the rules laid down in article 80.
Article 23.7 - Rules for referenda shall be laid down by statute.
Article 24 - No taxes shall be imposed, altered, or repealed except by statute; nor shall any man be conscripted or any public loan be raised except by statute.
Article 25.1 - A Finance Bill for the next fiscal year shall be submitted to the dikahnawadvsdi aninotlvsgi iyunadai no later than four months before the beginning of such fiscal year.
Article 25.2 - Where it is expected that the reading of the Finance Bill for the next fiscal year will not be completed before the commencement of that fiscal year, a Provisional Appropriation Bill shall be laid before the dikahnawadvsdi aninotlvsgi iyunadai.
Article 26.1 - Taxes shall not be levied before the Finance Act or a Provisional Appropriation Act has been passed by the dikahnawadvsdi aninotlvsgi iyunadai.
Article 26.2 - No expenditure shall be defrayed unless provided for by the Finance Act passed by the dikahnawadvsdi aninotlvsgi iyunadai, or by a Supplementary Appropriation Act, or by a Provisional Appropriation Act passed by the dikahnawadvsdi aninotlvsgi iyunadai.
Article 27.1 - The Public Accounts shall be submitted to the dikahnawadvsdi aninotlvsgi iyunadai not later than six months after the expiration of the fiscal year.
Article 27.2 - The dikahnawadvsdi aninotlvsgi iyunadai shall elect a number of auditors. Such auditors shall examine the annual Public Accounts and ensure that all the revenues of the State have been duly entered therein, and that no expenditure has been defrayed unless provided for by the Finance Act or some other Appropriation Act. The auditors shall be entitled to demand all necessary information, and shall have right of access to all necessary documents. Rules providing for the number of auditors and their duties shall be laid down by statute.
Article 27.3 - The Public Accounts, together with the Auditors’ Report, shall be submitted to the dikahnawadvsdi aninotlvsgi iyunadai for its decision.
Article 28 - The dikahnawadvsdi aninotlvsgi iyunadai shall lay down its own rules of procedure, including rules governing its conduct of business and the maintenance of order.
Article 29 - The sessions of the dikahnawadvsdi aninotlvsgi iyunadai shall be public, except that the Speaker, or such number of members as may be provided for by the rules of procedure, or a Minister, shall be entitled to demand the removal of all unauthorized persons, whereupon it shall be decided without debate whether the matter shall be debated at a public or a secret session.
Article 30 - In order that a decision may be made, more than one-half of the members of the dikahnawadvsdi aninotlvsgi iyunadai shall be present and take part in the voting.
Article 31 - The dikahnawadvsdi aninotlvsgi iyunadai may appoint committees from among its members to investigate matters of general importance. Such committees shall be entitled to demand written or oral information both from private citizens and from public authorities.
Article 32 - The election by the dikahnawadvsdi aninotlvsgi iyunadai of members to sit on committees and of members to perform special duties shall be according to proportional representation.
Article 33 - With the consent of the dikahnawadvsdi aninotlvsgi iyunadai, any member thereof may submit for discussion any matter of public interest and request a statement thereon from the Ministers.
Article 34 - Petitions may be submitted to the dikahnawadvsdi aninotlvsgi iyunadai only through one of its members or the executive power.
Article 35 - Statutory provision shall be made for the appointment by the dikahnawadvsdi aninotlvsgi iyunadai of one or two persons, who shall not be members of the dikahnawadvsdi aninotlvsgi iyunadai, to supervise the civil and military administration of the State.
Article 36 - The members of the dikahnawadvsdi aninotlvsgi iyunadai shall be bound solely by their own consciences and not by any directions given by their electors.
Article 37 - No member of the dikahnawadvsdi aninotlvsgi iyunadai shall be prosecuted or imprisoned in any manner whatsoever without the consent of the dikahnawadvsdi aninotlvsgi iyunadai or the executive power, unless they are taken in flagrante delicto. Outside the dikahnawadvsdi aninotlvsgi iyunadai no member shall be held liable for their utterances in the dikahnawadvsdi aninotlvsgi iyunadai save by the consent of the dikahnawadvsdi aninotlvsgi iyunadai or the executive power.
Article 38 - The members of the dikahnawadvsdi aninotlvsgi iyunadai shall be paid such remuneration as may be provided for in the Electoral Act and members of the dikahnawadvsdi aninotlvsgi iyunadai, along with their spouses or partners and nuclear family, shall not hold stock in any company.
Title IV: Of The Kingdom
Chapter I: Of the Executive Power
Article 39 - The Monarch is the chief of the executive power and supreme chief of the nation. They shall have supreme authority in all the affairs of the Kingdom, and may exercise it themselves or through their Ministers.
Article 40 - The Monarch shall appoint and dismiss the Chancellor and the other Ministers. They shall decide upon the number of Ministers and upon the distribution of the duties of government among them. The signature of the Monarch to resolutions relating to legislation and government shall make such resolutions valid, provided that the signature of the Monarch is accompanied by the signature or signatures of one or more Ministers. A Minister who has signed a resolution shall be responsible for the resolution.
Article 41.1 - The Monarch shall act on behalf of the Kingdom in international affairs, but, if treaties made in time of peace involve the cession or exchange of territory of the Kingdom or of possessions to which the kingdom has a right, they shall not be ratified without the approval of dikahnawadvsdi aninotlvsgi iyunadai. Otherwise they are permitted to make treaties of alliance, both defensive and offensive, commerce, and to bring them, when concluded, to the knowledge of the dikahnawadvsdi aninotlvsgi iyunadai when the interest and security of the State permits it. However, The Monarch may not terminate any international treaty without the consent of the dikahnawadvsdi aninotlvsgi iyunadai
Article 41.2 - Except for purposes of defence against an armed attack upon the Kingdom or Zoranian forces the Monarch shall not use military force or declare war against any foreign state without the approval of the dikahnawadvsdi aninotlvsgi iyunadai. Any measure which the Monarch may take in pursuance of this provision shall be submitted to the dikahnawadvsdi aninotlvsgi iyunadai. If the dikahnawadvsdi aninotlvsgi iyunadai is not in session it shall be convened immediately
Article 41.3 - The dikahnawadvsdi aninotlvsgi iyunadai shall appoint from among its members a Foreign Policy Committee, which the government shall consult before making any decision of major importance to foreign policy. Rules applying to the Foreign Policy Committee shall be laid down by statute.
Article 42 - The Monarch shall be Commander-in-Chief of the Armed Forces. They shall preside over the higher national defense councils and committees. All Zoranian troops are bound to obey the commands of the Monarch unconditionally, such is part of their oath.
Article 43 - The Monarch, usually in an emergency, may, when the dikahnawadvsdi aninotlvsgi iyunadai cannot assemble, issue provisional laws, provided that they shall not be at variance with the Constitution, and that they shall always, immediately on the assembling of the dikahnawadvsdi aninotlvsgi iyunadai, be submitted to it for approval or rejection.
Article 44 - The Monarch can prorogue, adjourn, or dissolve the dikahnawadvsdi aninotlvsgi iyunadai; convoking immediately another to take its place should it be dissolved.
Article 45 - In an emergency, the Monarch may convoke the dikahnawadvsdi aninotlvsgi iyunadai in the intervals of the sessions when the good of the Kingdom makes it necessary
Article 46 - The Monarch shall have the prerogative of mercy and of granting amnesty. The Monarch may grant Ministers a pardon for sentences passed upon them by the Court of Impeachment of Zoran.
Article 47 - The Monarch may cause money to be minted as provided by statute.
Article 48.1 - Rules governing the appointment of civil servants shall be laid down by statute. No person shall be appointed a civil servant unless they are a Zoranian citizen. Civil servants who are appointed by the Monarch shall make a solemn declaration of loyalty to the Crown and the Constitution.
Article 48.2 - Rules governing the dismissal, transfer, and pensioning of civil servants shall be laid down by statute – see Article 59.
Article 48.3 - Civil servants appointed by the Monarch shall be transferred without their consent only provided that they do not suffer loss of income in respect of their posts or offices, and that they have been offered the choice of such transfer or retirement on pension under the general rules and regulations
Chapter II: Of the Ministry
Article 49.1 - A Minister shall not remain in office after the dikahnawadvsdi aninotlvsgi iyunadai has approved a vote of no confidence in them.
Article 49.2 - When the dikahnawadvsdi aninotlvsgi iyunadai passes a vote of no confidence in the Chancellor, they shall ask for the dismissal of the Ministry unless writs are to be issued for a general election. Where a vote of censure has been passed on a Ministry, or it has asked for its dismissal, it shall continue in office until a new Ministry has been appointed. Ministers who remain in office as aforesaid shall perform only what may be necessary to ensure the uninterrupted conduct of official business.
Article 50 - Ministers may be impeached by the Monarch or the dikahnawadvsdi aninotlvsgi iyunadai for maladministration of office. The Court of Impeachment of Zoran shall try cases of impeachment brought against Ministers for maladministration of office.
Article 51 - Foreigners, even though naturalized, cannot be Chancellor
Chapter III: Of the Council of State
Article 52.1 - The body of Ministers shall form the Council of State, in which the Heir to the Throne shall have a seat when of age. The Council of State shall be presided over by the Monarch except in the instance mentioned in Article 7, and in instances where the legislature in pursuance of Article 8 may have delegated the conduct of government to the Council of State.
Article 52.2 - All Bills and important government measures shall be discussed in the Council of State.
Article 53 - Should the Monarch be prevented from holding a Council of State they may entrust the discussion of any matter to a Council of Ministers. Such Council of Ministers shall consist of all the Ministers, and shall be presided over by the Chancellor. The vote of each Minister shall be entered in a minute book, and any question shall be decided by a majority vote. The Chancellor shall submit the minutes, signed by the Ministers present, to the Monarch, who shall decide whether they will immediately consent to the recommendations of the Council of Ministers, or have the matter brought before them in a Council of State.
Title V: Of Judicial Authority
Article 54.1 - The Court of Impeachment of Zoran shall consist of up to thirteen of the most senior members of the Supreme Court of Zoran (according to length of office) and an equal number of members elected for six years by the dikahnawadvsdi aninotlvsgi iyunadai according to proportional representation. One or more substitutes shall be elected for each elected member. No member of the dikahnawadvsdi aninotlvsgi iyunadai shall be elected a member of the Court of Impeachment, nor shall a member of the dikahnawadvsdi aninotlvsgi iyunadai act as a member of the Court of Impeachment. Where, in a particular instance, some of the members of the Supreme Court of Zoran are prevented from taking part in the trial of a case, an equal number of the members of the Court of Impeachment last elected by the dikahnawadvsdi aninotlvsgi iyunadai shall retire from their seats.
Article 54.2 - The Court of Impeachment shall elect a Chief Justice from among its members.
Article 54.3 - Where a case has been brought before the Court of Impeachment, the members elected by the dikahnawadvsdi aninotlvsgi iyunadai shall retain their seats in the Court of Impeachment for the duration of such case, even if the period for which they were elected has expired.
Article 54.4 - Rules for the Court of Impeachment shall be provided by statute.
Article 55.1 - The Court of Impeachment shall try such actions as may be brought by the Monarch or the dikahnawadvsdi aninotlvsgi iyunadai against Ministers.
Article 55.2 - With the consent of the dikahnawadvsdi aninotlvsgi iyunadai, the Monarch may also cause other persons to be tried before the Court of Impeachment for crimes which he may deem to be particularly dangerous to the State.
Article 56 - The exercise of judicial authority shall be governed only by statute. Extraordinary courts of justice with judicial authority shall not be established.
Article 57 - The administration of justice shall always remain independent of executive authority. Rules to this effect shall be laid down by statute.
Article 58.1 - The courts of justice shall be empowered to decide any question relating to the scope of the executive’s authority; though any person wishing to question such authority shall not, by taking the case to the courts of justice, avoid temporary compliance with orders given by the executive authority.
Article 58.2 - Questions relating to the scope of the executive’s authority may, by statute, be referred for decision to one or more administrative courts, except that an appeal against the decision of the administrative courts shall be referred to the highest court of the Realm. Rules governing this procedure shall be laid down by statute.
Article 59 - In the performance of their duties the judges shall be governed solely by the law. Judges shall not be dismissed except by judgement, nor shall they be transferred against their will, except in such cases where a rearrangement of the courts of justice is made. A judge who has completed his sixty-fifth year may, however, be retired, but without loss of income up to the time when he is due for retirement on account of age.
Article 60.1 - In the administration of justice all proceedings shall to the widest possible extent be public and oral.
Article 60.2 - Laymen shall participate in criminal proceedings. The cases and the form in which such participation shall take place, including which cases shall be tried by jury, shall be provided for by statute.
Title VI: Rights Ensured by the State
Article 61 - The principle of any sovereignty lies firstly in the nation. No other body, nor individual or collective may exercise any authority that does not expressly emanate from it.
Article 62 - All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.
Article 63 -The state has the right to forbid actions that are injurious to society. Nothing that is not forbidden by law may be hindered, and no one may be compelled to do what the law does not ordain.
Article 64 - Citizens of the Kingdom are guaranteed inviolability of the person. No person may be placed under arrest except by decision of a court or with the sanction of a procurator. House search, seizure, and examination of any form of correspondence both digital and physical, or any breach of the secrecy that shall be observed in postal, digital, and telephone matters, shall not take place except under a judicial order, unless particular exception is warranted by statute.
Article 65 - None shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
Article 66 - Equality of rights of citizens of the Kingdom, irrespective of their sexuality, gender, nationality, or race, in all spheres of economic, state, cultural, social, and political life, is an indefeasible right.
Any direct or indirect restriction of the rights of, or, conversely, any establishment of direct or indirect privileges for citizens on account of their sexuality, gender, race, or nationality, as well as any advocacy of sexual, gender, racial, or national exclusivity or hatred and contempt, is punishable by law.Article 67 - In order to ensure citizens freedom of conscience, religion in the Kingdom is separated from the state, and the school from all religions. Freedom of religious worship is recognised for all citizens insofar as said religious practices do not bring harm or threaten the health, security, or general well being of the people.
Article 68 - In conformity with the interests of the people, the citizens of the Kingdom are guaranteed by law:

Article 69 - Citizens of the Kingdom are guaranteed the right to qualified, high quality healthcare without the barrier of payment. The state is obligated to provide these healthcare services and promote the health and wellbeing of the citizenry.
Article 70 - Citizens of the Kingdom have the right to education regardless of age. The government is responsible for providing high quality education from primary to tertiary level and through the organization, in the factories and farms, of vocational, technical and agronomic training for citizens of the country without barrier of payment. Instructions in schools are to be conducted in the Zoranian language.
Article 71.1 - Citizens of the Kingdom shall, without previous permission, be free to form associations for any lawful purpose.
Article 71.2 - Associations employing violence, or aiming at the attainment of their object by violence, by instigation to violence, or by similar punishable influence on persons holding other views, shall be dissolved by court judgement.
Article 71.3 - No association shall be dissolved by any government measure; but an association may be temporarily prohibited, provided that immediate proceedings be taken for its dissolution.
Article 71.4 - Cases relating to the dissolution of political associations may, without special permission, be brought before the Supreme Court of Zoran.
Article 71.5 - The legal effects of the dissolution shall be determined by statute.
Article 72 - Citizens of the Kingdom have the right to rest and leisure. This is ensured by the reduction of the working day to seven hours and limiting the work week to thirty hours for the overwhelming majority of workers, with exception to those professions and necessities as determined by statute, and the institution of annual vacations with pay for workers and other employees as determined by statute.
Article 73 - The inviolability of the property of citizens without a warrant and privacy of correspondence are protected by law.
Article 74 - None shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.
Article 75 - Child labour is prohibited
Article 76 - All citizens have the right to own property alone as well as in association with others and no one shall be deprived of their property by the state without serious reason.
Article 77 - All persons of full age, without any limitation due to race, nationality, gender, sexuality, or religion, have the right to marry and found a family. They are entitled to equal rights as to marriage, during marriage, and at its dissolution.
Marriage shall be entered into only with the free and full consent of the intending spouses. The family, both nuclear and extended, is the natural and fundamental group unit of society and is entitled to protection, promotion, and support by society and the State.Article 78.1 - All citizens have the right to petition the government on the local or national level as well as petitioning the executive authority directly.
Article 78.2- Rules for petitions shall be laid down by statute.
Article 79 - The right of municipalities to manage their own affairs independently, under State supervision, shall be laid down by statute.
Title VII: Changes to the Constitution
Article 80 - Should the dikahnawadvsdi aninotlvsgi iyunadai pass a Bill for the purposes of a new constitutional provision, and the Government wishes to proceed with the matter, writs shall be issued for the election of members of a new dikahnawadvsdi aninotlvsgi iyunadai. If the Bill is passed unamended by the dikahnawadvsdi aninotlvsgi iyunadai assembling after the election, the Bill shall, within six months after its final passage, be submitted to the electors for approval or rejection by direct voting. Rules for this voting shall be laid down by statute. If a majority of the persons taking part in the voting, and at least 40 percent of the electorate, have voted in favour of the Bill as passed by the dikahnawadvsdi aninotlvsgi iyunadai, and if the Bill receives the Monarch’s sanction, it shall form an integral part of the Constitution.

New Zoradia, Zoran“Your Majesty, Ambassador Ahyoka is on the line to report the current situation in Candelu.” said Foreign Affairs Minister Rayetayah Agaluysdi,
“Thank you, Agaluysdi, put her on speaker.” replied Queen Adsila. Rayetayah obliged, putting the call on speaker so all in the room could hear.
“Ambassador,” said Adsila, “you are on speaker. Myself along with Minister Agaluysdi and General Adahihi are in the room right now. What is the situation in Candelu and what do you recommend we do at this point in time?”
“Thank you, Your Majesty,” begins Ahyoka, “the situation does not seem…ideal as it were. The situation is not likely to turn violent yet but who knows how the situation will develop at this point in time. It is my guess that the emperor is likely to try a diplomatic approach with the Zannians.”
“How receptive are the Zannians to negotiations with the Emperor?” asked Rayetayah,
“I can’t say, sir, but considering that the Zannians have continuously ignored Candeluian laws and seem to be adamant about their independence, I assume that they are not too keen on the idea.”
The Queen sits there for a moment and ponders the situation, knowing very well that lack of communication could cause the situation to escalate as either party grows more desperate.
“Do you recommend that we get involved at all?” asks the queen,
“If we do, we cannot favor either side. But doing nothing won’t improve the situation at all but we have the excuse of distance to ignore the situation.” answered Ahyoka,
“What is the likelihood of armed conflict developing in the region?” asked General Adahihi,
“Well, as I said earlier the likelihood of armed conflict is low at the moment but should Candelu dissolve and become Granzia and Zanna again then conflict in the future is possible. Also, should a violent uprising occur, the Candeluian government would be unlikely to put it down as they lack a military”
The Queen mulls over her options, thinking over possible actions she could take. While she knows she could simply remain uninvolved in the situation, she does not want to continue the old GDC policy of political isolation. Knowing how badly the civil war affected her country, she does not wish for a similar situation to occur in another part of the world. She closes her eyes and thinks back upon the capabilities of the nation when she recalls the plan for the structure of the Zoranian army. She opens her eyes and looks to General Adahihi,
“General, you were there when Waholi and I along with other leaders of the Revolutionary Army came up with the plan for the Zoranian army, right?”
“Yes, Your Majesty. The plan was to develop a powerful force that can be rapidly deployed and be flexible in their mission capacity through modularization and training to perform a variety of duties outside of warfare.”
“Eh, close enough,” says Adsila, “would you say that the army, in its current state, has the capacity for an initial rapid deployment task force?”
“Where are you going with this, Your Majesty?” asks Ambassador Ahyoka curiously. Minister Rayetayah raises an eyebrow at Adsila, clearly curious himself as to what she is planning.
“How about we offer to send a peacekeeping force into Candelu to help maintain conditions to facilitate negotiations between the two parties? We ensure peace is maintained and use our presence as a deterrent for any opportunists seeking to incite some violence.”
“That…could work,” says Ahyoka, “as long as we maintain that we are neutral in the affair and keep our troops from taking sides then it could be a valid option.”
“Uh…I think we should consult Minister Yenuha on this.” says Minister Agaluysdi with hesitation, “The deployment of troops abroad without a declaration of war, even for a peacekeeping operation, might ruffle some feathers in the dikahnawadvsdi aninotlvsgi iyunadai.”
Adsila laughs in response to this statement,
“I will take care of the iyunadai should they try to confront me on this, I want you, Minister Agaluysdi, to do your part in monitoring the situation with Ambassador Ahyoka to ensure that our peacekeeping efforts are proceeding as planned.”
“Just to be clear,” says Ahyoka, “we are offering to send a peacekeeping force into Candelu?”
“Yes, with not just military personnel but also some military observers and police to ensure conditions conducive to negotiations are maintained. Inform the Candelu and Zannian parties about this and make it clear to them that our forces are there in a neutral capacity.”
“Very well, Your Majesty. I will get to it immediately.” says Ahyoka before hanging up. Adsila turns to look at General Adahihi,
“Get the pre-planned rapid deployment task force of one light mechanized infantry battalion, one self-propelled mortar battery, and one light cavalry company ready for deployment as soon as possible. Prepare the necessary C-17s for their transport along with their equipment and vehicles.”
General Adahihi salutes and marches out of the room to fulfill their orders leaving Adsila and Rayetayah together in the room.
“Don’t underestimate the iyundai, Your Majesty, you don’t want to make an enemy of it.” says Rayetayah nervously,
“Oh I am aware, but I know just the right song to play to get opponents to see this as an opportunity for Zoran. Now, I must go to my next meeting, see you later, Rayetayah.” she says as she gets up from her chair and walks out the room.

The long awaited decision on the two bills has finally arrived as Her Majesty, Queen Adsila, has finally announced their decision. Despite foreign pressure, Queen Adsila granted her assent to the Colonial Restitutions Act, effectively stripping many Markan Houses of their estates within Zoran. Over the course of the next few months, the National Council of Lawmakers will have a special committee that will oversee the process and decide which estates may become public property for the public use and which estates will be brought into the sovereign allocations of the Crown. The law's co-author, Waya Adinesgesgi, had to say this on the matter:
"It is a good day for Zoranians across the country as our sacred and ancestral lands are restored to us. Hopefully this act will heal the generational pain that colonialism has brought to this country by driving out the last vestiges of that colonial period from this country."As for the second bill, the Blood Alone Act, Her Majesty did not give her royal assent and used an absolute veto on the matter. Minority groups in the country cheered the decision and let out a sigh of relief at the news. In a surprise turn of event, Her Majesty released an explanation for her veto in which she said the following:
"I do not believe that this bill was made with the best intentions of the people in mind. The only purpose of this legislation would be to further divide our people with unnecessary classification. Zoran does not need a piece of legislation to determine Zoranian ancestry, the social feature of Clan names already serves that purpose in our society. So why must we subject minorities within our country to potential institutional discrimination and harassment when they have been living peacefully with us for centuries? As far as I’m concerned, all lawful people living within these borders are under my protection and should be treated equally regardless of heritage or origin."With the Blood Alone Act vetoed, the National Council is likely to return to the matter of citizenship and draft a new piece of legislation that would settle the matter. But the supporters of the Blood Alone Act will likely lose the votes of minority groups in the next election cycle. Perhaps there might be some faces that are not re-elected, but we will wait and see what happens in the next few years. But right now, the people of Zoran are celebrating the results of the two pieces of legislation as they celebrate the end of Markan control of Zoranian lands, the last vestiges of the colonial period, and the defeat of the Blood Alone Act.

As more officers appear on the scene, the crew and Noya begin to run away, leaving Quiyakaso behind but as they round the corner the camera looks back to see Quiyakaso get put into a police car all the while yelling about “Demanding satisfaction,” in the form of a Disco Duel.
Later when the crew is out of the slums:
Noya: Of course that fool had to get arrested. Sorry folks, but we won't be exploring the local cuisine in the slums today. But, in terms of sports, the Zoranian Thunderbirds won their match against Pedandria, 3-1. They are going up against Arifiyyah next and that is the match to see! Keep on cheering our team from home!
Producer: Yeah, just got off the phone with the Zoranian embassy. They say it is on us or the network to pay for Quiyakaso's release.
Noya: I will pay for it, despite how stupid he acts this would be quite dull without him.

12:10 AM Overtime“The Tlanowa is not mortally wounded and should recover, they are currently resting after surgery.” said the guard over the phone. Yenuha and Yonaguska let out a relieved sighs at the news,
“Thank you, keep visitors to a minimum and security high. Do not let the Tlanowa near any windows and keep information about their condition top secret for now.” ordered Yenuha,
“Understood, sir.”
Upon putting the phone down, Yonaguska ran a hand down his face and fell back into a chair,
“Thank the Great Spirit that we don’t have to deal with the fallout of a successful assassination.” said Yonaguska,
“Yes, but we still have to catch the person behind this. As soon as we let news of Adsila’s condition reach the public the assassin will likely strike again.” said Yenuha as he takes a bottle of rum out of a liquor cabinet and pours himself and Yonaguska a glass. But before either of them could take a sip Yenuha’s phone started to ring. With a groan, Yenuha checked who it was from Director of Communications, Awinita, and answered the call,
“He-”
“Pull up the news, now!” barked Director Awinita.
Yenuha gave a worried look at Yonaguska before having Yonaguska pull up the RNN’s live news broadcast. When the video loaded, they saw General Waholi speaking to the reporters at the entrance of the house.
“While Her Majesty’s condition and her assassin is unknown to us. However, we have strong suspicions that the perpetrator was an operative from the commie Fujansk government with support from the socialist groups in Zoran. We believe that the fujansk and the socialists seek to destabilize our nation through the assassination of our beloved Queen…”
Yenuha slammed his fist down on the desk,
“That bastard!” he exclaimed, “I knew he should have been put under watch!”
“This is not good, we just started to recover from the Kalmach affair and now this!” groaned Yonaguska,
“Awinita, what’s your plan for dealing with this?” asked Yenuha,
“First, I am going to need you to get him off the air!” answered Awinita, “Only then can I organize a press conference to express our apologies and clear up the misinformation spread by Waholi. How you deal with the Fujansk and the socialists is on you.”
“Alright, I will see what I can do. Keep me posted.” said Yenuha before hanging up and turning to Yonaguska, “Come on, let’s get Waholi out of the spotlight.”

New Zoradia, Zoran, Scene of the Crime
12:10 AM OvertimeAn old, rusted, and beaten up car rumbles down the street towards the crime scene with an older man behind the wheel. As he reaches the barricade he is stopped by an officer of the Agency of National Security,
“Sir, you must turn around and take a detour, the road ahead is blocked off. Civilians are forbidden from entering the crime scene.” said the officer,
“Oh well, sir, eh I’m a police officer,” he says as he digs into his rumpled raincoat and pulls out his badge and ID, “Lieutenant Golivmiwo, NZPD. I was told I would be allowed to investigate the crime scene.”
The officer looks over the identification to verify the identity of the lieutenant,
“Oh, apologies Lieutenant. We were told to expect an officer from the NZPD but you don’t look like a police officer.”
“Oh it’s no problem, sir, I get that a lot.”
“Right this way then, you can park up here.”
Lieutenant Golivmiwo is then escorted by the officer to a parking space and is taken to the scene of the crime. The place where the queen’s body is laid has been outlined with tape and a group of agents are gathered around the area.
“This is where it happened, lieutenant. But this is about as good as we can get because we think the bullet is in the Queen’s body. So we won’t know much until we get details fro-” he stopped as he looked over at the lieutenant who is holding a cigar in one hand and patting around his body with the other,
“Hey, uh, do you have a match?” Lieutenant Golivmiwo asks the officer,
“No, I don’t smoke. Are you paying attention, Lieutenant?”
“Yes sir.” he says before walking up to another officer, “You got a match?” he asks again, before proceeding to ask nearly every officer on the platform until someone finally has a lighter and helps him light his cigar. He then walks around the scene, observing the outline of the body before squatting down next to it. He turns to look at the officer that had been speaking to him,
“Hey er uh, you don’t happen to have the bullet do you?”
“No!” he exclaims, “I knew you weren’t listening.” he says with a sigh,
“Well uh, I think I may have found it.”
The officer looks at him in disbelief,
“What? Where?” he says and two other officers join him in walking over to where the lieutenant is.
“You see that little hole in the floorboards there,” he says while gesturing to the hole with his cigar, “If you look closely you can see splintering around the hole and at the right angle you can see a glint of what looks like metal deeper in the hole.”
“How did we miss this?” says the officer in disbelief,
“I don’t know sir, you tell me.” he says with a smile, “Can someone from ballistics try and figure out where the bullet may have been fired from before we analyze it?” he says to other officers around him. From there the lieutenant gets up and hums the old nursery rhyme, This Old Man, to himself as he walks off and seemingly inspects the horizon from the platform.

11:30 AM OvertimeThe streets were packed with people from across the country gathered in the capital to hear the news to be announced by the queen. News channels were interviewing politicians and Ministers to try and get some clue as to what news the queen is going to announce only to receive commentary on the occasion and the political situation of the country without any real answer. All noise from the crowd started to die down as soon as Queen Adsila began walking onto the stage to stand behind the podium,
“Good morning, today is a momentous occasion for the country. Since the defeat of the Corpocracy, the country has had a provisional government organizing the reconstruction and governance of the nation, but today that has come to an end. On this day, a new constitution for the Zoranian government has been ratified and an official government has been established for the people of Zoran.”
The crowd roared with cheers and shouting at the news, a feeling of hope filled the streets of New Zoradia as the people felt confident in the future of their country for the first time in years. Adsila soon continued,
“The entire constitution can be found online and it will be distributed to the press at the end of this event. With the ratification of the constitution, it is my pleasure to announce that elections to the dikahnawadvsdi aninotlvsgi iyunadai (National Council of Lawmakers) shall begin in a few months! Details on elections and voting can be found on the Office of Election’s website and election officials shall be visiting various communities and providing information sessions on voting and supervising registration for the upcoming elections.”
The roaring increased with intensity at this news and the crowd began chanting the queen’s name.

That was when a bang echoed through the streets followed by Adsila falling to the ground. Raspberry Berets and other security ran to the body of the queen as terrified screams filled the air and panic spread like wildfire through the crowd. Police began to try and quell the crowd, trying to control the tide of people to reduce risk of injury in the crowd. The queen’s body was quickly carried off and the hope that once hung over the nation was now dimmed as the nation worried about the fate of the Adsila.
Meanwhile in a distant hotel room, a man packed up their rifle and hid it in the room service cart and continued on with his disguise. He didn’t think it would go so smoothly but apparently he was wrong, all he had to do now was hide the rifle and keep a low profile until he could safely leave the country. After going through a few more rooms, he went down to the staff room, took the case out of the cart, and walked out of the backdoor. He then tossed the case into the dumpster and removed his gloves. He then walked a few blocks before tossing the gloves into another dumpster along the way. While he knew it was likely sloppy, he was confident that the law enforcement would be competent enough to link it all to him.

12:00 AM OvertimeYenuha Aditsi, General Waholi, Director Soyohata, Interior Minister Yonaguska A’ama, and city police chief Ahuludegi A’gakohdi push past members of the press as they make their way to Adsila’s house to discuss recent events.
“We will not be answering questions right now.” Waholi says as he shoves the door closed with a grunt.
“How could we let this happen!?” Yenuha exclaims, “Did the Royal Guard and the Raspberry Berets not scout the area a week in advance and station people on the rooftops!?”
“Of course we did!” replied Yonaguska, “No one reported any suspicious activity during the speech so how this gunman was able to pull off the shot is beyond me!”
“Do you think it was a foreign power? The commie fujansk perhaps?” asked Waholi, dabbing his head with a handkerchief,
“The fujansk rank last on the list of possible suspects.” answered Soyohata, “Hell, I would suspect the Giovannilandians before the fujansk. But we have not had any reports or warning of any kind that would point to an assassination attempt. It is too early to start pointing fingers until we get more details on the crime scene.”
“Agreed,” began Yenuha, “Yonaguska, have all transportation in and out of the city closed off and ground all flights in the country until we find the person behind this. Start investigating things ASAP and get guards around the Queen’s hospital room.”
Yonaguska nodded and started making the necessary calls while Chief A’gakohdi cleared his throat,
“Ah yes, Chief A’gakohdi. Don’t worry, I haven’t forgotten about you.” said Yenuha while having actually completely forgotten about the city’s police chief, “We could use your men’s help in blocking traffic in and out of the city.”
“That’s a given, sir, but might I offer our best detective to help in this investigation?” said Ahuludegi,
“Umm, sure. We need as much help as we can get.”
“Will do, sir.” he then goes off to radio into the station leaving Waholi and Yenuha alone at the entrance of the house.
“What would you like the military to do, Yenuha?”
“Nothing, we don’t need the civilians to be panicking any more than they are now.”
“Are you sure? Not even martial law?”
“Especially not martial law. And do not go anywhere near the press! Leave them to me.” Yenuha says before heading on to their office while Waholi glared at him as he left. He turned his gaze to the door where the press awaits, the gears in his head turning as he thought about what he could gain from the opportunity. -

5:00 PM Overtime"Have you arrived in Zoran?" asked Tanamara Tsinohewu over the line,
"I have, just got to my hotel room too. Thank you for the accommodations by the way." answered the man on the other side of the line,
"Costed us an arm and a leg with our limited resources. You know your assignment and your time frame. From here on out you will be on your own."
"Relax, I won't need any further support. I have all I need in my case and luggage, this should be a piece of cake."
"Good, but do not get too cocky. Should you fail this will put an end to any hopes we may have of recovering from Kuna's failure."
"Didn't you leave him to his fate?" he asked as he settled his black case onto his bed,
"Yes, because it was either me or him and I had a good chunk of our remaining funds, some of which I have been using to pay you. Now get the job done and be careful."
"I always am, I will see you when the job is done."
With that he hung up and opened his case to reveal his trusty rifle, the very one he struck fear into the hearts of his opponents in the jungle three years ago. His assignment will be his hardest and might very well be his last, but he has a good feeling about this one. The plan has gone smoothly so far, but the arrival was the easy part. Actually finding the target will be the first of his many complications. It will take days before he will actually complete his assignment but the reward for doing so will set him up for life.
Atsil Ani'-Wah', Queen of the Zoranians, Hero of the Revolution, Defender of the Nation...despite all these titles she is still just a child compared to those she surrounds herself with. The Corporatocracy might have been weakened but now defeated, we still survive in the shadows like cockroaches forced to retreat from the light from the "Warrior Queen." But once my rifle finds its mark...she will be but a memory in the minds of her people and we will rise to prominence once more, completing that which Kuna failed to do. While my success is not guaranteed, I know that someone's blood will be spilt by the end of this and I fully intend for that blood to be that of the Ani'-Wah' brat.
He thought to himself as he cleaned his rifle only to quickly put back in the case and hide it away as a knock came to his door. He carefully approached the door, ready for a surprise appearance by the SIC but when he looked through the peephole, he was delighted to see the champaign he had requested at the lobby. He opened the door, took the champaign, tipped the mindless drone, and went to enjoy the drink on the balcony.
But until then, he thought to himself as he poured the drink into the glass, I might as well enjoy myself. Its not every day you get tasked to kill a queen.

Fort Kaisah StadiumLoosehead prop Amo-Adawehi Tsasima, Hooker Attakullakulla Quegadu, and Tighthead Prop Salonitah Gelusva sat in three back seats on the higher levels of Kaisah Stadium, watching as the Ryxtylopian team finish up their practice session. Wearing some jackets and sunglasses while drinking bottles of water, the three players have been watching their next opponents practice for the past hour or so.
"Poor guys," began Amo-Adawehi, "their nerves were getting the best of them during practice."
"Its understandable considering their situation, they made their grand debut this year and already they are put up against the champions of the past two world cups in the quarterfinals." added Attakullakulla,
"I just wish they lightened up a bit, after all rugby is a game. Regardless of if it is a competition or not, it is a game that is supposed to be enjoyed by both players and spectators. All this forced optimism and pessimism will only negatively impact their performance in the match." said Salonitah,
"I hope it doesn't negatively impact them, I'm excited for the match and I want them playing at their best." Amo said with a frown,
"We all do, but it is too late to try and help make them feel any better. Poor guys are putting so much pressure on themselves like we did two years ago when we first made it to the quarterfinals." stated Attakullakulla,
"Now don't go on holding too much sympathy for them, we need to bring our A-game so that we give them a proper match whether or not they win or lose. If we half-ass this then that would be an insult to them." said Salonitah
"Agreed," responded Attakullakulla, "should we stick with game plan A like we have been doing or should we surprise everyone by using game plan B?"
"No clue yet, but we will figure it out." answered Amo,
"How about we send the Ryxtylopians a gift basket or something with a message wishing them luck and that we are looking forward to playing them?" suggested Attakullakulla,
"I think that is a good idea, maybe point out some things we noticed during their practice to help them improve?" asked Amo,
"Anyone know of any good basket we can buy? Not exactly sure what is considered a good quality basket in Dalimbar." said Salonitah,
"I don't think quality of basket matters much to the Dalimbari as much as it does to Zoranians, people in our country are still looking for quality baskets after the dissolution Quasena Basket Weaving Ent. because of how much the quality of a basket matters when giving a gift." commented Amo. All three of them cringed as the name "Quasena" was uttered as it brought back memories of the war.
"Anyways, you made a fair point," said Attakullakulla, "so we are decided on the basket and note idea?"
"It sounds like it," said Salonitah, "let's get the team together to buy the basket and the gifts and we will write the note and have someone deliver it to the Ryxtylopians."
The three of them got up and left the stadium to inform the rest of the team of the plan.

11:30 AM IAT-4As the camera crew began packing everything up for the day, Quiyakaso looked across the canal at Kaisah Stadium…until they took a step back after seeing the otters swimming around.
“Have you always had bad luck with animals or has that been a relatively recent development?” asked Noya Priscian as she approached where Quiyakaso was standing,
“I thought I already answered that question?”
“You told me that it is mostly bad luck but you never told me if you’ve always had it.”
“Hmm, good question.” Noya waited for him to continue the thought he never does,
“Well I would be interested in learning more about that.”
“Why?”
“Because I don’t believe it is truly bad luck, I think you are doing something that is intimidating the animals.”
“Pfffft, as if. I would never do anything to intimidate an animal.”
“The otters in the canal beg to differ.”
Quiyakaso looks over at the otters to find them starting to whistle aggressively at him.
“I am not even doing anything! I am literally just standing here!” Quiyakaso says to the otters.
Noya laughs at his attempt at reasoning with them when they clearly do not understand what he is saying.
“I bet they see you as a threat to their young or their food for some reason.”
“And there you go making sense again. Little creatures like them don’t know any better.”
“Did you go swimming in the canal or something for them to believe that you, out of everyone here, are a threat of some kind.”
“Why would I swim in a canal in Dalimbar? I don’t want to be arrested for what they may deem to be ‘public indecency’.”
“...But you are okay with getting nearly arrested for wearing disco clothes?”
“Hey, disco will make a comeback!”
“I thought you said it was coming back the day you pulled that stunt that nearly got us arrested?”
“Disco is making a comeback!...Iit is just very slow and will come in full swing in a few years! You will see!”
Noya rolls her eyes in response to this,
“If you say so. But back to the original topic, you may not have done anything you know of that enraged the otters but what about the seagull? It didn’t harm you initially, it just stood on your head.”
“...Yes that is true but my history with seagulls is complicated.”
“It happened in Dilber, I know, but not all seagulls are like the Dilberian seagulls.”

Quiyakaso let out a sigh as he leans on the rails of the promenade,
“It is a tough question to answer because my bad luck isn’t restricted to animals per say but I would say my luck has always been like this yet I wouldn’t say it is a bad thing. I have been relatively successful so I would say my bad luck helps me fall upwards. Do you get what I am saying?” Noya tilted her head as she thought about it. It is true that the series of unfortunate events that tend to plague Quiyakaso have brought him quite a bite of success, especially with the internet.
“I do, but still, it is simply to say that everything bad or unfortunate that has happened to you is purely bad luck. There must be something more realistic than that to explain it.”
“Probably,” Quiyakaso began, “but I don’t care enough to find out. I am fine with just going with the flow of life without figuring out the mysterious reasons as to why something happens to me.”
“That was…deeper than the response I thought you were going to give me.” Quiyakaso shrugs,
“I have my moments.” he says with a smile.
But then one of the otters jumps onto the promenade and attacks Quiyakaso, much to the amusement of the militsiya watching the two Zoranian news anchors. As Quiyakaso panics and attempts to separate himself from the otter, Noya laughs at the nature of the abrupt interruption to their conversation before going to assist Quiyakaso.

Quiyakaso: I ask myself that every morning when I wake up.
Priscian: Is it just terrible luck? Is it planned?
Quiyakaso: In my early career when the corporates were behind everything, it was a bit of both. Now it is purely bad luck.
Priscian: Are you sure you aren’t doing something to antagonize the animals?

Priscian: Indeed, I think it is going to be an interesting match but maybe not as interesting as the Teralyon and Cambria match.

Adsila scowled at Markarius's letter before tearing it up and aggressively throwing it into the overflowing recycle bin.
Poor quality, what does he know about military aircraft. Everyone is against me these days, I should have just kept to myself like this the who-
A loud knock comes from the door, drawing Adsila’s bloodshot eyes to glare at the door,
“Go away!” she yells,
The knock becomes louder this time and a voice booms through the door,
“Your Majesty!” proclaims the voice, “We demand an audience!”
“You will get an audience when I have time, now go away!”
On the other side of the door, Yenuha and the other ministers looked at each other before giving a nod to Waholi who proceeded to try and kick open the door only to hurt their leg in the process. Yenuha rolled their eyes as they opened the door like a normal person and marched inside followed by the other ministers.
“Are you deaf? I s-”
“We know what you said, your Majesty, but I’m afraid we cannot allow you to continue driving this country into the ground.” He pulls the letter out from his internal suit pocket and places it on the desk, staring Adsila down as he does. Adsila frowns but takes the letter and proceeds to read it,
To our dear Queen Adsila,
In the three years since the end of the revolution, you have proven yourself to be a brave and competent leader that has inspired many to follow the example you have set. Yet your behavior as of late has brought your ability to lead into question amongst us, your ministers.Your recent irrational and hostile behavior is putting this country at risk as you proceed to follow down a path that will isolate us from our allies and threaten the livelihoods of millions of Zoranians. As a result, to uphold our oath as ministers of the state, we demand that you temporarily back away from your duties as queen to prioritize your mental wellbeing and take a break. This decision was not made lightly but we cannot stand by as you proceed to follow a course of action that will certainly do more harm than good for our country In your absence, we will take care of your duties collectively until you return with a note from a therapist that states that your condition is acceptable to return to stately duties. Should you not comply with our demands, we will refuse to continue our duties and bring work in our ministries to a halt.
Adsila stared at the letter, shocked at the actions her ministers are taking. Her instinct reaction was to brand them all as traitors but she instead took a moment to think about her actions the past few days and began to look at the state of her office. The usually tidy and somewhat organized space looked as though a hurricane had occurred within it. Books lay scattered across the room, papers randomly lying about, some knocked over furniture, it all made her realize just how out of control she has let herself become. She sighed and let the letter fall onto her desk,
“I-I guess I have been…”
“Problematic?” finished Ministress Wakusa,
“Yes,” began Adsila, “I thought that by going my own way I could do a lot of good…yet instead I have embarrassed myself and the nation.”
“Adsila, what event caused this? Soyohata told us about the decrypted message but we don't understand how that has caused you to act so strangely.” said Ministress Lanesa,
“Let’s just say…a friend who I believed to have been dead for the past three year is actually alive and that made me question a lot that has been going on. This pushed me over the edge and you saw what happened. I’m sorry for all the issues I have caused and I-I will comply with your demands. But first, we need to set things ri-”
“You will get ready for your vacation,” began Yenuha, “we will take care of sorting out this whole Kalmach arms deal affair. I will call up Cambria and Nieubasria to discuss the situation in a meeting and pursue a different course of action and Dr. Quadala will assist in finding you a therapist to your liking.”
Adsila nodded but before getting up from her desk, she passed an inspecting gaze over Yenuha, seeing something in him that she had not seen before.
“Very well, you all have given me confidence that the nation will be in good hands while I am away.” She says as she gets up and walks towards the door, “And I believe I may have found someone who may be a good candidate for the first Prime Minister of Zoran.”
Everyone was surprised by the statement but Adsila made no other comment on it besides a singular smirk before walking out of the office. Dr. Quadala soon followed after her and the ministers quickly got to work on managing the country's affairs. Yenuha felt a burden had been lifted from him, relieved that the confrontation had gone so peacefully, and proceeded to make a phone call to set up a meeting between him and the AU member states interested to discuss the Kalmach deal and propose an alternative solution he had proposed to Adsila a while ago.

A broom closet

Yenuha Aditsi, Minister of Foreign Affairs, is sitting in a makeshift meeting room in a broom closet of the temporary government building. He sent a message out to the other ministers earlier today to call them together to discuss the Queen’s…unusual behavior. Albeit he did not explicitly state this in the message for fear of driving them away but he cannot deny that the Queen’s recent actions have been uncharacteristically hostile and irrational lately. He specifically told her to deny the DG Corporation’s request to make an offer to Kalmach for the international backlash she would receive and, in an uncharacteristic move, ignored his advice. Then, when he talked to her about backing down and apologizing to the international community she just glared at him and walked away only to make that speech.
There is obviously something going on in her mind that is making her like this. Normally she is level headed but now…I am not certain.
He was pulled out of his thoughts when the door to the broom closet opened and Director Soyohata entered the room along with Minister Waholi and Ministress Lanesa of the Ministry of Justice.
“I will admit, a bit of an odd place for a meeting, don’t you think?” Minister Waholi asked, “Not too much space in here.”
“It was the only room that I know of that would not have too much traffic moving through it.” answered Yenuha, “Do any of you know if the other ten are coming?”
“Not one clue, you were very vague on what this meeting was on, Yenuha.” replied Lanessa,
“It was cryptic even for me, and I work with cryptic messages for a living!” said Soyohata,
“Trust me, this is a meeting that needs to happen. I will reveal everything once a majority of us arrive.” The three of them looked at each other with an uncertain glance before taking a seat at the makeshift table, suspicion heavy in the air. Over the course of a few minutes, the other ministers arrived in the room, all with the same suspicious attitude as the first three members. Yenuha took a deep breath before beginning the meeting,
“Thank you everyone for coming on such short notice, I know I have not been exactly forward in my reasons for this meeting but it is one that is necessary. We all have known Atsil for a good number of years now and I believe we can safely say that her recent actions have been…out of character.” The other ministers gave him a curious look, clearly interested in where he was going with this speech, “This whole Kalmach business is something that shouldn’t have happened in the first place, you were all at the meeting where I advised her against approving DG’s request to make a deal with Kalmach and you all know that she always takes our advice to heart and yet for the past few days she has been hostile towards the majority of us and has been disregarding what we advise her to do. After her speech this morning I cannot sit back and watch her destroy the positive reputation this country has been trying to cultivate with this deal and I call you here today to discuss what is going on with the Queen and what course of action we should take.”
The whole room went silent for a moment, tension filling the void left by Yenuha’s words before Ministress Lanesa spoke up,
“I agree with you, Aditsi, the Queen has not been acting like herself recently. Something is going on and if we do not stop it she might bring this country crashing to the ground. Just this morning after the speech, I wanted to ask about some ongoing court cases when she told me to leave her office before I even said a word.”
“Indeed!” proclaimed Ministress of Commerce, Scatchwah Wakusa, “I approached her about the economic repercussions of the proposed Nieubasrian sanctions around noon today and she just blatantly told me to take my data and leave!”
The whole room erupted into conversation about Atsil’s uncharacteristically rude and irrational actions as of late all except for Director Soyohata and Minister Waholi, the later of which slammed his hand down on the plastic table and exclaimed,
“You are all delusional, there is nothing wrong with the Queen! This whole meeting could be considered treason!”
“Minister Waholi, you must be mad to believe that this is normal for Atsil! How many times have you seen her act like this?” said a baffled Minister of Labour Scolaguta Tlonumi, “She barely put herself together for the speech this morning, her office is in shambles and she has barely been eating the past few days!”
“She is fine, she is just working hard to defend our nation from those salty aristocrats in Polaris!” roared Waholi, “You are all just looking for an excuse to overthrow her! I bet half of you were swayed by those Fujansk socialist hippies that provided humanitarian aid during the Revolution!” Fighting and shouting broke out in the cramped broom closet that the ministers well all in and despite Yenuha despairing at how off quickly the meeting has derailed he could not help but notice the slight guilt that is forming on Soyohata’s normally cheerful face.
“ALL OF YOU, CALM DOWN!” yelled Yenuha, to which all attention had returned to him, “What’s the matter, Soyohata? You have been unusually quiet the past few minutes, what do you know?” Soyohata jolted at the sudden call out, eyes darting around the room nervously.
“Uh…I-I may know what has put the Queen in a…mood, hehe.” he stammered, “Uhm, a few days ago one of the agents in Dalimbar kinda got handed a message by someone and was told to get it to Atsil…and you know it was an o-”
“Quit rambling, Soyohata!” interrupted Yenuha furiously,
“Alright! Alright! The note was given to her after the cypher was solved and she got really pissed and hurt after she read it, yelled at me to leave the room, and since then has been in a reaaaaaaally pissy state. Whatever that message was very much affected her and with all the stress she has been under the past three years working without a break, I think that put her over the edge and has broken her.”
The whole room went silent, no one was sure about the latter half but no one had any doubts about the note’s existence,
“Soyohata,” began Lanesa, “Why have you kept this from us all this time.”
“I,” he sighs, “I was scared. I had never seen Atsil so furious and I worried that spreading news about it would make things worse. I-I’m sorry.’ he hung his head in shame as the words came tumbling out of his mouth. The ministers were silent, some annoyed and others sympathetic, but the question still remained about how they were going to stop Atsil from continuing the downward spiral of the country internationally…all except for gung ho Waholi,
“For all the years I have known her, Atsil is fine. She has recovered from worse, she is clearly taking the sta-” He was abruptly interrupted by a punch to the face from Minister Yenuha, knowing him flat on his back. Yenuha shook his hand in pain before saying,
“That’s enough, Minister Waholi. We were never supposed to be yesmen, Atsil told us that three years ago, we swore an oath to stop the Queen should she ever spiral out of control and now is the time to uphold that oath.”
Waholi took a minute to get up from the ground, scowling at the group when he was on his two feet. They all gave him a challenging look, daring him to take action against them until he caved in,
“Very well, what is it that you all propose we do about the ‘rouge’ Queen?” he asked,
“Well,” started Minister of Health, Dr. Hiawassee Quadala, “if her behavior is caused because of the contents of the note that Soyohata mentioned, then his hypothesis on her stress finally catching up to her could hold weight. Removal of the queen would be out of the question, we do not need another power struggle like we saw in the first year after the revolution.”
“Agreed,” said Minister Tlonumi, “what we could do though is force her to take a long vacation and manage the country while she is recovering, maybe sign her up to see a therapist and a psychologist while we are at it.”
“I like the sound of that, but how do we get her to agree to take a vacation?” asked Minister Lanesa,
“We write a letter asking her to take a vacation and deliver it all together to confront her about her behavior. If she doesn’t comply we just stop the ministries we run and talk her down.” said Yenuha, “We all need to stand united against her here, now is not the time for cowardice. The state is on the line and the lives of millions could be damaged if we allow her to continue down her path. Is everyone in agreement?”
The whole room voices their support for the plan and they get to work writing their objection to her behavior and their demands for her to temporarily step away from ruling in order to focus on her issues.

Transcript of Speech from the Press Conference:It has been brought to my attention that certain foreign actors are displeased with the recent arms deal with Kalmach. My response to this is simple, we will proceed as planned.
While Nieubasria and the AU have our utmost respect and thanks for their assistance in rebuilding the Zoranian state, this witless response is disappointing, particularly from Nieubasria. Although the Zoranian-Astorian Union Provisional Working Group is invoked, I reiterate my representative’s statements that Zoran will not be confined in its economic recovery. We are protecting our national interest and avoiding reliance on foreign arms, this was made clear at that discussion.
With the much-advanced ZF-1 Empyrean the Astorian Union has been content to facilitate the development of weapons platforms in Zoran. Yet when we demonstrate independent success with our entirely native ZF-2, an AU member seeks to belay us. The existence of a Zoranian arms industry is clearly not the issue.
It must also be said that the deal with Kalmach has put Dalimbari interests at risk, which should be a perceived boon to the AU rather than a threat. Furthermore, we would like to exhibit the innumerable cases in which nations procures arms only to then go and use them. One example is the Cambrian sale of naval craft to Varanius only a couple years prior to near-conflict in the Darkesian sea. Is the seller of arms responsible with what is done with them or not? If you are unsure, I suggest you look to your own actions.
If they feared a Zoranian arms dealing banana republic, then the AU should revert to the logic that led them to support us against the Corporatists. My Government is dedicated to the stability and economic prosperity of the people of this nation and we are confident Zoran is already in a stronger state than it would have been under a crony capitalist kleptocracy. The corporates were bent on wholesale imperialistic conquest of neighboring countries in the Darkesian, which doubtless would have caused greater instability in more nations than a single transaction amounting to less than one third of a percent of Zoranian GDP. The war plans and the self-serving policies of the corporatists are open for all to see!
Thus I ask the AU this, make a choice, are we friend or are we foe? We will not be treated as both and we will not tolerate double standards.

Zoran Enters International Military Aviation Market
By Woya NolatsuwiToday it was announced that a $2 billion contract between Kalmach and the DG Corporation (Dawisgali Gosdayi (Arrowhead) Corporation) has been made for the bulk acquisition of 69 ZF-2 Stormhawk fighter jets. This will be the first foreign operator of the fighter jet outside of Zoran and is a milestone for the recovering country’s industrial sector. The deal promises the delivery of the aircraft in a little over twenty-five months with modifications to optimize the aircraft’s performance in Kalmach's climate. This will be Zoran’s entrance into the international market of the military aviation industry as it looks to position itself as an alternative to Dalimbar and Cambria in the coming years.
While some of the public opposes the company’s decision to sell arms to Kalmach as it invades its neighboring state of Garahun to the south, many still consider this contract to be a win for the country. It is rumored that the company is in talks with other foreign governments on the acquisition of Zoranian military aircraft but further details are unavailable at this time. Queen Atsil did not comment on the event but Minister of Defense, Waholi Lanusila, said,
“It is our opinion that the acquisition of the ZF-2 was a wise choice by the Kalmachian leadership, it has been tested to be a very capable aircraft with the potential to achieve Kalmach’s goal of air superiority in their fight against their Garahunnic opponent.”

This week, a video titled Dalimbari Barbarian Studies went viral on the internet this week as it gives the Zoranian perception of how Dalimbari learn about foreign cultures in their notorious "Barbarian Studies" classes. While many comment that the editing is a bit crude, people couldn't help but laugh at the interpretation of the class from the secretive Free State of Dalimbar, who has allowed people from all over the world in what people have been calling a historic, once in a lifetime opportunity to learn about the life in Dalimbar while in the restrictive Rugby Zones.But to summarize the video, it is an edit of a scene from a famous movie which shows students learning from a professor from one of their other classes due to the "absence" of their usual professor as they learn about the oh so forbidden topic in Dalimbar, anime. Yes that's right, the whole edit is about the students learning about anime, an iconic contribution Zoran has made to global culture as it has gained global viewership and popularity. Atsil's OfficeAtsil sits in her office reviewing the reports of her daily brief when a knock comes from the door. She invited them in and the ministers of culture and education entered the room.
“Good morning, your Majesty.” says Cultural Minister Ahneewakee and Education Minister Deyani,
“Good morning to you both, what is it you are here to discuss” Atsil replies,
“We both came up with an idea on how to settle the debate on whether to call the War a revolution or a civil war.” answered Deyani,
“Yes, the way we see it now is the perfect time to establish the narrative we wish to teach the public and future generations about that part of our history and what better way than by creating a myth for the revolution through a medium that our people are internationally known for creating.” said Ahneewakee,
“...You’re both scaring me here…what is it?”
“Anime!” They both ecstatically exclaimed.
Atsil blinked slowly, baffled by the idea and not very favorable towards it,
“You are telling me that not only do you want to push a possibly false or misleading narrative but you want to make an anime with state funding and possibly make a mockery of the sacrifices and pain felt by the whole country suffered during it.”
“Believe us, we had similar thoughts,” began Minister Deyani, “but after talking it out a bit we believe that anime allows a medium that can attract a younger demographic while allowing the ability to capture the complexity and seriousness of the topic.”
“I don’t know if you know, your Majesty, but there are some pretty dark animes out there that fit the setting of the revolution.” said Minister Ahneewakee.
Atsil sighed as she sat back into her chair and put her hands together,
“Listen, if you manage to work with one of the animation studios in the country and write up the general plot and what the anime will cover as well as some scenes to demonstrate how it will look and present it to me, I will use that to judge whether or not we proceed with the plan. Will that be alright with both of you?”
They both nodded enthusiastically and Atsil could feel

“What,” began Atsil, “are these?”
“It is some rough concept art of how the Zoranian Revolution anime will look like.” answered Minister Aneewakee,
“Yes I know that!” she exclaimed, “I hope that they sort out some of the distorted faces on here if we go through with this but the flag isn’t even right!? I am really not impressed with this initial presentation. Plus, is that supposed to be me!?” she says pointing at the character in the middle,
“Well, your Majesty, that is partially our fault because we only gave them about two weeks to get some things put together. They said it would take about a month to have it be done properly but we rushed it and this is what we got.” said Minister Deyani,
“For future reference, when I ask you to get me something as a demonstration I am more concerned with the quality of what is presented than a timeline, with exception to timely projects.”
“Understood, your Majesty…but is the summary of the plot and the snippets of the script better than the visual presentation?” asked Minister Aneewakee.
Atsil read through the summary and script a second time,
“Surprisingly, it does. Based on what I am seeing here it is accurate to what actually occurred excluding some creative liberties in terms of banter between characters.” answered Atsil, “Ok, I will give your project a chance. Ask the animation studio for the pilot episode and do not rush them this time, I want to see quality, not trash.”
Minister Deyani were ecstatic as they gave each other a high five,
“We won’t let you down!” said Minister Aneewakee.
Atsil looks over the posters for a second time,
“Also tell them to fix how I look, my hair was shorter at the time and I have a larger bust than that.” she says before leaving them in her office as she goes to another meeting. Aneewakee looked at Deyani with a smirk,
“I told you they had it right the first time.” she said,
“I didn’t want the studio to potentially offend her!” he said,
“Suuuuuuure, prude.” she retorts,
“I just don't want to lose my job!”

Regardless, this bill will not become law until the Queen gives her approval on it but this hasn't stopped Zoranian airlines from scrambling as they seek to draft plans for if the regulations pass.
