  2. I don't really mind non-residents contributing ideas, but voting should be restricted to residents, in my view. This is an off-site community, but it's still the off-site community of the West Pacific. It's so easy to create a nation that anyone who can't at least reside in the region has no business voting on community matters.

    hi ! I am flo32om, Emperor of the Nocter Empire. Greetings to all Nations in the West Pacific continent ! Unfortunately we have been forced out of our homeland by a terrible civil war, and have sailed in hopes of finding a continent that would welcome us and our 5 million refugees... We hope our plea is heard on this continent and we can contribute together in building a better future !

I am chair of the Convention in the sense that it is still within my Ministry and I will determine which proposals go to vote, specifically any form of government that does not seek to impose offsite rule over in-game situations. Since the offsite government is not reliant on in-game status, I am not certain linking a nation within TWP is necessary but am open to suggestions or other opinions. Perhaps if that is the case those that vote should include a nation link with their vote?

    Since I asked an administrative question, I'll wait for the administrative answer. However, HGA membership is pointless at this point, as the HGA no longer exists We should also have a chair manage this, and I'd like to propose Vlagh as chair of the Constitutional Convention, since it technically falls within his area of expertise.

  7. No legislation/constitution that in any way, shape, or form attempts to dictate to the Delegate will be placed before this body for a vote so discussion on such matters is unnecessary.

  9. ^This. Thanks, Clunt. However, I can still see where you're coming from, Resu; you make some very good points. As such, I propose the following compromise: -From here on out, the Prime Minister will appoint an Officer of Judicial Affairs, who shall hold a seat on the Executive Council. The Officer of Judicial Affairs will serve to uphold the law, administer punishment on the forums, and generally keep the order. -However, the Officer of Judicial Affairs will not be the sole judicial authority in TWP. The Officer, combined with two other justices appointed by the HGA to a six-month term with no reelection, shall together make up TWP's Court of Appeals. The Court of Appeals will be charged with hearing appeals from those who have been punished by TWP's Officer of Judicial Affairs and can also rule on issues of constitutionality or discrepancies in the law to more formally interpret it. Together, these two authorities will make certain that our judicial process is not complicated and convoluted, but still fair, balanced, and respectful to the rights of individuals in TWP.
